Washington used to know how to have a serious debate about border security.

Republicans demanded more money for Border Patrol agents and necessary fences. Democrats argued for better surveillance technology and more resources at the ports of entry. The two parties squabbled over how much to spend, how to pay for it and how it all fit into the broader struggle to overhaul the nation’s broken immigration system.

But President Trump has demolished the decades-old, bipartisan understanding about how to bargain over the border. In Mr. Trump’s world, there are no alternatives that can form the basis of a legislative give-and-take, much as his allies and adversaries might hope for them. For the president, the only way to stop what he calls an “onslaught” of illegal immigrants is to erect a massive, concrete or steel barrier across the nearly 2,000-mile border with Mexico.

“Drones and all of the rest are wonderful and lots of fun, but it is only a good old fashioned Wall that works!” he tweeted last month.

By conjuring images of a towering stone edifice around a medieval fortress — and branding those on the outside as invaders threatening to bring crime, drugs and disease to the United States — Mr. Trump has transformed what used to be a complicated, nuanced negotiation into a take-it-or-leave-it demand, laced with xenophobia, that has shuttered nearly a quarter of the government for weeks.

“He turns a debate that is fundamentally about more or less, measured in dollars, and makes it a debate that is wall or not,” said Frank Sharry, a pro-immigration activist who has battled over border security for decades in the nation’s capital. “It’s become cartoonish.”

For decades, immigration has been an emotional and bitterly fought battle in Washington and around the country. But even so, there has been a consensus among most Republicans and Democrats that securing the southern border requires a mix of costly strategies. That included a large number of Border Patrol agents posted at key points along the vast stretch of land from San Diego to Brownsville, Tex., fences in urban areas and barriers to stop vehicles from crossing and high-tech surveillance gear to alert the Border Agents to the presence of migrants and drugs.

Until Mr. Trump was elected, the sticking points had largely been about other parts of the broader immigration debate — cracking down on people who stay longer than their visas allow; preventing companies from hiring illegal immigrants; expanding opportunities for legal immigration; and providing status to those already in the country illegally, including immigrants brought to the United States as children.

Such a comprehensive deal is completely out of reach now. But Mr. Trump’s behavior during the past several weeks suggests that even reaching a smaller, more targeted agreement on security arrangements at the border is more elusive than ever before.

The current government shutdown, which began just before Christmas, is now the longest one ever in United States history. In the 22 days since the government shut down, there have been virtually no negotiations by congressional lawmakers or the White House. There have been no marathon, pizza-fueled sessions in back rooms at the Capitol. Lawmakers have not traded detailed proposals with each other. Mr. Trump refused to give an inch in his Oval Office speech, and has spent more time in an extended photo-op at the border than he has at the negotiating table.

It has all left veterans of past border debates exasperated and frustrated.

“We know how to secure borders,” said Alex Conant, a Republican strategist who was a top aide to Senator Marco Rubio in 2013 when the Republican senator from Florida helped lead the last major, bipartisan effort to overhaul immigration. “The 2013 immigration plan had what everybody agreed was the most effective way possible to secure borders and other points of entry.”

With the backing of President Barack Obama, a bipartisan group of eight senators that year succeeded in passing a comprehensive overhaul of the nation’s immigration system. But the legislation, which passed with 68 votes, prompted fierce opposition from conservative Republicans, who condemned it as amnesty for 11 million undocumented immigrants. It was never brought up for a vote in the House.

Still, the Senate legislation was an indication of where the two parties could agree on border security. It doubled the number of Border Patrol agents, from 19,000 to almost 40,000, an increase that even the authors of the proposal agreed was overkill but was designed mostly as an enticement to win Republican support.

Senators from both parties also agreed on money for technological improvements along the border. The bill allocated $3.2 billion for drones, infrared ground sensors and long-range thermal imaging cameras to give Border Patrol agents advance notice when migrants cross illegally, especially at night. It also included money for an electronic employment verification system for all employers and upgrades at airports to catch immigrants who overstay their visas.

And the consensus included some physical barriers — what Mr. Trump might call walls and others would call fencing. Years earlier, the Secure Fence Act of 2006 allocated money to build about 650 miles of barriers along the border. The 2013 bill, had it been signed into law, would have increased that total to almost 700 miles, mostly along the eastern half of the border with Mexico.

Almost all of the fencing that Congress has approved has already been built. In populated areas, the fence is tall and steel or chain-link and designed to keep people out. In other places, the barrier is nothing more than short, metal poles spaced out to keep vehicles from driving through, or low, wooden fences that run alongside pedestrian paths.

In 2011, a Government Accountability Office report concluded that despite 649 miles of completed fencing, the “the southwest border continues to be vulnerable to cross-border illegal activity, including the smuggling of humans and illegal narcotics.”

The report recognized that barriers have mostly not been built in the vast, empty stretches in Texas, where rivers and mountains as natural borders have prevented cars from crossing into the United States and made the trek by foot difficult, if not impossible. But Mr. Trump seizes on conclusions like the G.A.O. report’s about the continued influx of illegal immigrants at the southern border as proof that he is right in demanding a continuous wall.

In remarks to reporters after a meeting with Democrats at the White House earlier this month, Mr. Trump insisted that the only way to prevent immigrants from crossing between the 25 official ports of entry is to erect fences everywhere else.

“We can’t let gaps. Because if you have gaps, those people are going to turn their vehicles, or the gangs — they’re going to coming in through those gaps,” the president said. “And we cannot let that happen.”

But there continue to be questions about the wisdom of building a wall from “sea to shining sea,” even from inside Mr. Trump’s administration.

A different G.A.O. report, released last year, examined the preliminary cost estimates by Customs and Border Protection of what it would cost to extend the wall along the entire border. The report criticized the border agency, saying that the cost estimates did not take into account that costs would vary depending on the kind of terrain where they were built.

In recent days, the rhetoric between the two sides has become more strident than ever. Mr. Trump and his Republican allies have pointed out that Democrats supported fencing in the past, though they purposefully ignore the context of those votes and the difference between the fencing that Democrats supported and the all-or-nothing wall that the president has demanded.

Speaker Nancy Pelosi of California has called the wall “immoral,” cementing her position against it.

“At this point, the idea we could overlook the rhetoric and get a deal done is much harder,” Mr. Sharry, the pro-immigration activist, said.

No surprise that the “Clown in Chief” has turned the dialogue “cartoonish” in the words of Frank Sharry.

“The Wall” has become a symbol for racism, xenophobia, the White Nationalist restrictionist agenda, immoral Government expenditures, and pandering to Trump’s political “base.” That makes it difficult for the Dems to give Trump what he wants unless they get something equally big and symbolic in return (e.g., Dreamer relief).

And, what Pelosi says makes perfect sense: If Trump couldn’t get “the Wall” when the GOP was in change, it’s unrealistic to think that the Democrats, having finally regained control of the House, are going to give it to him. Not to mention that the Wall is unpopular with the majority of Americans.

The Post reported this week:

A 7-year-old girl from Guatemala died of dehydration and shock after she was taken into Border Patrol custody last week for crossing from Mexico into the United States illegally with her father and a large group of migrants along a remote span of New Mexico desert, U.S. Customs and Border Protection said Thursday. . . .

According to CBP records, the girl and her father were taken into custody about 10 p.m. Dec. 6 south of Lordsburg, N.M., as part of a group of 163 people who approached U.S. agents to turn themselves in.

More than eight hours later, the child began having seizures at 6:25 a.m., CBP records show. Emergency responders, who arrived soon after, measured her body temperature at 105.7 degrees, and according to a statement from CBP, she “reportedly had not eaten or consumed water for several days.”

The Department of Homeland Security’s statement in response to reports of the child’s death was a moral and legal disgrace:

Traveling north through Mexico illegally in an attempt to reach the United States, is extremely dangerous. Drug cartels, human smugglers and the elements pose deadly risks to anyone who seeks to cross our border illegally. Border Patrol always takes care of individuals in their custody and does everything in their power to keep people safe. Every year the Border Patrol saves hundreds of people who are overcome by the elements between our ports of entry. Unfortunately, despite our best efforts and the best efforts of the medical team treating the child, we were unable to stop this tragedy from occurring.

“Once again, we are begging parents to not put themselves or their children at risk attempting to enter illegally. Please present yourselves at a port of entry and seek to enter legally and safely.”

For starters, the federal government is responsible for the health and welfare of anyone it detains — whether it is a criminal in a prison, a child in its foster-care system or families detained at the border. Regardless of what the children’s parents did or did not do, the United States has an obligation to the children the moment it detains them. Not to give food and water, or to check the health of those it has in custody, is inexcusable. Blaming the parents as Homeland Security Secretary Kirstjen Nielsen did (“This is just a very sad example of the dangers of this journey. This family chose to cross illegally”) reflects her legal and moral obtuseness. In our care, the child’s welfare became our responsibility.

“This tragedy represents the worst possible outcome when people, including children, are held in inhumane conditions,” the ACLU’s Border Rights Center said in a statement. “Lack of accountability, and a culture of cruelty within CBP have exacerbated policies that lead to migrant deaths.” The ACLU continued, “In 2017, migrant deaths increased even as the number of border crossings dramatically decreased. When the Trump administration pushes for the militarization of the border, including more border wall construction, they are driving people fleeing violence into the deadliest desert regions.” The statement pointed out that the incident wasn’t reported for a week. “We call for a rigorous investigation into how this tragedy happened and serious reforms to prevent future deaths,” the statement concluded.

Frank Sharry, executive director of America’s Voice, a progressive pro-immigration group, also responded. Sharry pointed out that a “tragic and preventable death of an innocent seven-year old girl should not be seen as a mistake made in an otherwise humane system, but rather a deliberately cruel and dehumanizing system that has produced yet another death.” His statement asserted that CBP’s holding facilities are characterized by “freezing temperatures, no beds, lights left on, no showers, not enough toilets or toilet paper, filthy conditions, horrible smell, inedible food and not enough clean water to drink, and [are] run by insulting and abusive agents.” The system the administration has set up is seemingly designed to inflict the maximum amount of suffering in a failed attempt to deter migrants:

[The] strategy has many components: tell those who want asylum to request it at ports of entry while making it nearly impossible to request asylum at ports of entry; prosecute those who present themselves to Border Patrol agents between ports of entry for “illegal entry;” separate families in numbers large (now halted by a federal judge) and small (under the flimsy pretext of protecting children from “criminal family members”); detain as long as possible those who seek asylum; lock up minors who arrive unaccompanied minors and scare away their U.S.-residing parents and relatives who want to sponsor them by threatening to arrest and detain those who come forward; and gut asylum standards by unilaterally changing the bases for deciding cases, pressuring trained Asylum Officers to reduce their high rates of deeming Central Americans as having a credible fear of return, and bullying Immigration Judges to deny cases when finally adjudicated.

Now if a pregnant migrant asserts her right to seek an abortion, this administration will go to any lengths to protect the life of the unborn child; for the already-born minors (and adults) in its custody, however, the administration cannot be bothered to ensure humane and safe conditions.

Under the Republican-majority House and Senate, rigorous oversight of the Department of Homeland Security and legislation to try to ameliorate these conditions were all but impossible. With a Democratic-majority House, this will no longer be the case. The House Judiciary Committee will be headed by Jerrold Nadler (D-N.Y.) in the new Congress. He left no doubt as to his intention to get to the bottom of the tragedy and the conditions that allowed this to occur:

On Friday, Nadler and Democrats who will head House Judiciary subcommittees sent a letter to the inspector general for the Department of Homeland Security requesting the IG “initiate an investigation into this incident, as well as CBP policies or practices that may have contributed to the child’s death [and] CBP’s failure to timely notify Congress of this incident.” The letter told the IG, “It is hard to overstate our frustration with the fact that we learned of this incident through media reports one week after the incident occurred. It is clear that CBP failed to follow the reporting requirements laid out in last year’s omnibus appropriations bill until after the news of this death was already public.”

With adequate border security and staffing, a sufficient number of immigration judges deployed to handle the caseload, reversal of the administration’s deliberately cruel policies, and effective diplomacy with and provision of assistance to the countries from which these people are fleeing for their lives, the current, intolerable situation should improve.

It’s a cruel irony that Trump has portrayed refugees as a threat to Americans. In fact, the reverse is true.

Rubin is right.  Part of this Administration’s cruel scheme here is to deflect attention from the real threat to our national security and Constitution presented by Trump and his corrupt, scofflaw gang. And, in the long disgraceful tradition of cowards, bullies, and authoritarians, he does so by attacking the most vulnerable and least able to defend themselves, playing on racism and nationalist jingoism.

That’s why the New Due Process Army is such an important force for protecting the human and legal rights of migrants, and by so doing, protecting the rights of all Americans against Executive abuse!

“Gang of Six senators furiously trying to nail down support for immigration bill

As votes for government funding look perilous in Congress, bipartisan senators behind an immigration deal are furiously working behind the scenes to build support for their bill, hoping it could be in play to avert a shutdown.

The group, an offshoot of the so-called Gang of Six, is “practically sprinting” to get the bill officially introduced, one congressional aide said, and are working to add as many Republican supporters as possible. When the bill was unveiled on Wednesday night, it had picked up four Republicans in addition to the three that worked to develop it.

If all 49 Democrats support the bill, only four more Republicans would be needed to clear the 60 votes required to advance legislation in the Senate.

Even though the bill has already been rejected by the President and Republican leadership, the calculus is that with a standoff on government funding, Republicans will be pressed on why they walked away from a bipartisan deal with votes to pass it when the shutdown blame game begins.

Illinois Democrat Sen. Dick Durbin, one of the lead authors of the bill, met on Thursday morning with the House Problem Solvers Caucus, a bipartisan group of lawmakers who have sought a centrist deal on DACA as well, his office said. Building House support could answer White House chief of staff John Kelly’s criticism that the bill didn’t have support from both sides of Capitol Hill when it was brought to the President last week.

Democrats’ negotiating position got stronger on Thursday when Republican South Dakota Sen. Mike Rounds, who has backed the bipartisan immigration bill, announced he would not vote for a weeks-long short-term funding extension, saying good governance requires a long-term solution instead of short-term fixes.

Rounds joined the bill’s other lead author, South Carolina Republican Sen. Lindsey Graham, in his opposition. With other Republican fiscal hawks traditionally opposed to short-term continuing resolutions, the pressure is lifted off vulnerable Democratic senators up for re-election to vote for a funding deal that even a handful of Republicans aren’t supporting.

The bill would offer a pathway to citizenship for eligible young undocumented immigrants who came to the US as children, allocate nearly $3 billion to a border wall and technology, limit sponsorship of family members by recipients of the program and reallocate diversity lottery visas to other immigration programs.

Advocates are optimistic that the tide has turned in Democrats’ favor in recent days. They argue that the President’s rejection of the bipartisan bill — just days after he was televised telling lawmakers to bring him a deal and he would sign it — combined with the news of Trump referring to certain countries in a disparaging way has only empowered Democrats to stand up.

“In the last 24 hours we’ve sensed a real shift from Republicans not believing Democrats are going to be resolute, to, ‘Oh my god, Democrats are resolute and Republicans are joining in and we won’t be able to pass the CR without negotiation,'” said Frank Sharry, a longtime immigration advocate with America’s Voice Education Fund.”

“WASHINGTON — Late to his own meeting and waving a sheet of numbers, President Trump stormed into the Oval Office one day in June, plainly enraged.

Five months before, Mr. Trump had dispatched federal officers to the nation’s airports to stop travelers from several Muslim countries from entering the United States in a dramatic demonstration of how he would deliver on his campaign promise to fortify the nation’s borders.

But so many foreigners had flooded into the country since January, he vented to his national security team, that it was making a mockery of his pledge. Friends were calling to say he looked like a fool, Mr. Trump said.

According to six officials who attended or were briefed about the meeting, Mr. Trump then began reading aloud from the document, which his domestic policy adviser, Stephen Miller, had given him just before the meeting. The document listed how many immigrants had received visas to enter the United States in 2017.

More than 2,500 were from Afghanistan, a terrorist haven, the president complained.

Haiti had sent 15,000 people. They “all have AIDS,” he grumbled, according to one person who attended the meeting and another person who was briefed about it by a different person who was there.

Forty thousand had come from Nigeria, Mr. Trump added. Once they had seen the United States, they would never “go back to their huts” in Africa, recalled the two officials, who asked for anonymity to discuss a sensitive conversation in the Oval Office.

As the meeting continued, John F. Kelly, then the secretary of homeland security, and Rex W. Tillerson, the secretary of state, tried to interject, explaining that many were short-term travelers making one-time visits. But as the president continued, Mr. Kelly and Mr. Miller turned their ire on Mr. Tillerson, blaming him for the influx of foreigners and prompting the secretary of state to throw up his arms in frustration. If he was so bad at his job, maybe he should stop issuing visas altogether, Mr. Tillerson fired back.

Tempers flared and Mr. Kelly asked that the room be cleared of staff members. But even after the door to the Oval Office was closed, aides could still hear the president berating his most senior advisers.

Sarah Huckabee Sanders, the White House press secretary, denied on Saturday morning that Mr. Trump had made derogatory statements about immigrants during the meeting.

“General Kelly, General McMaster, Secretary Tillerson, Secretary Nielsen and all other senior staff actually in the meeting deny these outrageous claims,” she said, referring to the current White House chief of staff, the national security adviser and the secretaries of state and homeland security. “It’s both sad and telling The New York Times would print the lies of their anonymous ‘sources’ anyway.”

While the White House did not deny the overall description of the meeting, officials strenuously insisted that Mr. Trump never used the words “AIDS” or “huts” to describe people from any country. Several participants in the meeting told Times reporters that they did not recall the president using those words and did not think he had, but the two officials who described the comments found them so noteworthy that they related them to others at the time.

The meeting in June reflects Mr. Trump’s visceral approach to an issue that defined his campaign and has indelibly shaped the first year of his presidency.

How We Reported This Story

The Times conducted over three dozen interviews with current and former administration officials, lawmakers and others close to the process.

Seizing on immigration as the cause of countless social and economic problems, Mr. Trump entered office with an agenda of symbolic but incompletely thought-out goals, the product not of rigorous policy debate but of emotionally charged personal interactions and an instinct for tapping into the nativist views of white working-class Americans.

Like many of his initiatives, his effort to change American immigration policy has been executed through a disorderly and dysfunctional process that sought from the start to defy the bureaucracy charged with enforcing it, according to interviews with three dozen current and former administration officials, lawmakers and others close to the process, many of whom spoke on the condition of anonymity to detail private interactions.

But while Mr. Trump has been repeatedly frustrated by the limits of his power, his efforts to remake decades of immigration policy have gained increasing momentum as the White House became more disciplined and adept at either ignoring or undercutting the entrenched opposition of many parts of the government. The resulting changes have had far-reaching consequences, not only for the immigrants who have sought to make a new home in this country, but also for the United States’ image in the world.

“We have taken a giant steamliner barreling full speed,” Mr. Miller said in a recent interview. “Slowed it, stopped it, begun to turn it around and started sailing in the other direction.”

It is an assessment shared ruefully by Mr. Trump’s harshest critics, who see a darker view of the past year. Frank Sharry, the executive director of America’s Voice, a pro-immigration group, argues that the president’s immigration agenda is motivated by racism.

“He’s basically saying, ‘You people of color coming to America seeking the American dream are a threat to the white people,’” said Mr. Sharry, an outspoken critic of the president. “He’s come into office with an aggressive strategy of trying to reverse the demographic changes underway in America.”

Even as the administration was engaged in a court battle over the travel ban, it began to turn its attention to another way of tightening the border — by limiting the number of refugees admitted each year to the United States. And if there was one “deep state” stronghold of Obama holdovers that Mr. Trump and his allies suspected of undermining them on immigration, it was the State Department, which administers the refugee program.

At the department’s Bureau of Population, Refugees and Migration, there was a sense of foreboding about a president who had once warned that any refugee might be a “Trojan horse” or part of a “terrorist army.”

Mr. Trump had already used the travel ban to cut the number of allowable refugees admitted to the United States in 2017 to 50,000, a fraction of the 110,000 set by Mr. Obama. Now, Mr. Trump would have to decide the level for 2018.

At an April meeting with top officials from the bureau in the West Wing’s Roosevelt Room, Mr. Miller cited statistics from the restrictionist Center for Immigration Studies that indicated that resettling refugees in the United States was far costlier than helping them in their own region.

Mr. Miller was visibly displeased, according to people present, when State Department officials pushed back, citing another study that found refugees to be a net benefit to the economy. He called the contention absurd and said it was exactly the wrong kind of thinking.

But the travel ban had been a lesson for Mr. Trump and his aides on the dangers of dictating a major policy change without involving the people who enforce it. This time, instead of shutting out those officials, they worked to tightly control the process.

In previous years, State Department officials had recommended a refugee level to the president. Now, Mr. Miller told officials the number would be determined by the Department of Homeland Security under a new policy that treated the issue as a security matter, not a diplomatic one.

When he got word that the Office of Refugee Resettlement had drafted a 55-page report showing that refugees were a net positive to the economy, Mr. Miller swiftly intervened, requesting a meeting to discuss it. The study never made it to the White House; it was shelved in favor of a three-page list of all the federal assistance programs that refugees used.

At the United Nations General Assembly in September, Mr. Trump cited the Center for Immigration Studies report, arguing that it was more cost-effective to keep refugees out than to bring them into the United States.

“Uncontrolled migration,” Mr. Trump declared, “is deeply unfair to both the sending and receiving countries.”

As the new year approached, officials began considering a plan to separate parents from their children when families are caught entering the country illegally, a move that immigrant groups called draconian.

At times, though, Mr. Trump has shown an openness to a different approach. In private discussions, he returns periodically to the idea of a “comprehensive immigration” compromise, though aides have warned him against using the phrase because it is seen by his core supporters as code for amnesty. During a fall dinner with Democratic leaders, Mr. Trump explored the possibility of a bargain to legalize Dreamers in exchange for border security.

Mr. Trump even told Republicans recently that he wanted to think bigger, envisioning a deal early next year that would include a wall, protection for Dreamers, work permits for their parents, a shift to merit-based immigration with tougher work site enforcement, and ultimately, legal status for some undocumented immigrants.

The idea would prevent Dreamers from sponsoring the parents who brought them illegally for citizenship, limiting what Mr. Trump refers to as “chain migration.”

“He wants to make a deal,” said Mr. Graham, who spoke with Mr. Trump about the issue last week. “He wants to fix the entire system.”

Yet publicly, Mr. Trump has only employed the absolutist language that defined his campaign and has dominated his presidency.

After an Uzbek immigrant was arrested on suspicion of plowing a truck into a bicycle path in Lower Manhattan in October, killing eight people, the president seized on the episode.

Privately, in the Oval Office, the president expressed disbelief about the visa program that had admitted the suspect, confiding to a group of visiting senators that it was yet another piece of evidence that the United States’ immigration policies were “a joke.”

Even after a year of progress toward a country sealed off from foreign threats, the president still viewed the immigration system as plagued by complacency.

Disturbing for sure, but unfortunately not particularly surprising for those of us who have watched the Administration roll out its toxic, ill-informed immigration policies. Perhaps ironically, while the immigration issue has certainly allowed Trump to capture and control the GOP, polls show that his extreme restrictionist, xenophobic views on immigration are generally out of line with the majority of Americans (although not necessarily the majority of GOP voters).

“When US Attorney General Jeff Sessions announced the end of the Deferred Action for Childhood Arrivals program on Tuesday, he didn’t merely argue that former President Obama’s immigration policy was legally flawed.

Sessions, among a menu of reasons, claimed failing to crack down on undocumented immigrants increases the risk of crime and terrorism.

Critics quickly scorched Sessions for linking undocumented immigrants with bomb-plotting terrorists in the same speech, saying that data don’t support his claim, and that Sessions’ reasoning reveals ill motives behind cancelling a program that protected some young immigrants brought to the US as children from deportation.

“There is nothing compassionate about the failure to enforce immigration laws,” Sessions said from behind a lectern at the Department of Justice. “Enforcing the law saves lives, protects communities and taxpayers, and prevents human suffering. Failure to enforce the laws in the past has put our nation at risk of crime, violence, and even terrorism.”

But Frank Sharry, executive director of immigration reform group America’s Voice, shot back on a press call that Sessions’ comments were “a distortion and a lie that is regularly spewed by talk radio.”

“That was right out of the nativist playbook,” he said.
Twitter users also jumped aboard, saying the claims amounted to a baseless, racist smear of so-called DREAMers who came to the country as kids.”

Dreamers are the real great Americans and our future. Sessions is a person who has contributed little, if anything, of lasting value to America over a lenthy career on the public dole. He has consistently worked against immigrants, deepened divisions, and seeks to return us to the Jim Crow era of which he is a product.

“No matter what Bannon’s fate, however, his strand of ethno-nationalism will live on in the Trump Justice Department under Attorney General Jeff Sessions. The 70-year-old former Alabama senator has already set the Justice Department on a new path by targeting immigrants, reining in police department reform efforts and curtailing efforts to protect voting rights.

“While many are focused on how Bannon is losing influence in the White House, those concerned with immigrant justice ― and I suspect those concerned with racial justice, police reform and voting rights, too ― are focused on the rise of a turbocharged Sessions,” Frank Sharry, executive director of the pro-immigration reform group America’s Voice, said in an email to HuffPost.

Bannon and Sessions share a long history of mutual support and policy agreement. They spent months together with Stephen Miller, a former Sessions aide who now works in the White House, plotting strategy on how to enact their shared agenda of limiting immigration to the U.S. in order to maintain a European and Christian identity. In 2016, Bannon declared Sessions “one of the intellectual, moral leaders of this populist, nationalist movement in this country.” After both moved to Trump’s administration, Bannon called Sessions the White House “clearinghouse for policy and philosophy.” Like Bannon, Sessions declares his policy objective as defeating “soulless globalism.”

In another appearance on Bannon’s radio show, Sessions endorsed the Immigration Act of 1924, which specifically limited immigration based on race and religion, in the context of current immigration trends. “In seven years, we’ll have the highest percentage of Americans, non-native born, since the founding of the Republic,” Sessions said, while praising the 1924 law that was used to prevent Jewish immigration before and during the Holocaust.

Like Bannon, Sessions believes immigration from Middle Eastern countries poses a national security risk. He agrees that Western leaders have failed to protect their Judeo-Christian heritage by opening the door to refugees.

In one radio interview, after Bannon compared the migration of Syrian refugees to an infamous racist French book, he asked Sessions.: “Do you believe the elites in this country have the backbone, have the belief in the underlying principles of the Judeo-Christian West to actually win this war?”

“I’m worried about that,” Sessions replied.

The two nationalist Trump supporters share more than immigration policy preferences. The reversal of police reform efforts and reinvigoration of the War on Drugs pushed by Sessions as attorney general fits with Bannon’s efforts at Breitbart to label Black Lives Matter protesters as racists, while perpetuating racist stereotypes of African Americans through the site’s Black Crime section.”

For those who hoped that President Trump’s sudden shift to more “centrist” positions on trade and foreign policy might carry over into immigration policy, dream on! Bannon might be “on the ropes,” but Sessions and Stephen Miller still have the President’s ear on their restrictionist, nationalist positions on immigration.

While badly needed, reasonable bipartisan immigration reform would be within Trump’s reach, that’s not going to happen. Buoyed by the immediate decrease in Southern Border apprehensions, Trump, Sessions, and MIller (Gen. Kelly appears to gone AWOL on immigration policy — he just parrots what Sessions and the nationalist restrictionists tell him — his stature as former General with integrity shrinks every day) intend to arrest, detain, deport, and threaten unless and until the Article III Courts stop them. And whether that will happen is still an open question.
