One of the puzzling aspects of President Trump’s hyper-nationalism is its consistent denigration of the nation itself.

In a 2017 Oval Office conversation among Trump, Russian Foreign Minister Sergei Lavrov and Russian Ambassador Sergey Kislyak, the president did more than boast that the firing of FBI Director James B. Comey had relieved “great pressure” on him. Trump also, according to a recent report in The Post, appeared to White House officials to be “forgiving Russia for an attack that had been designed to help elect him,” while noting that the United States engaged in such election manipulation itself.

Citing one former administration official, the Post article added: “The president and his top aides seemed not to understand the difference between Voice of America, a U.S.-supported news organization that airs in foreign countries, with Russian efforts to persuade American voters by surreptitiously planting ads in social media.”

This is not the first time Trump has asserted a moral equivalence between American and Russian roles in the world. In his 2017 Super Bowl day interview with Fox News, he dismissed criticism of Russian President Vladimir Putin as a “killer” by musing: “There are a lot of killers. We’ve got a lot of killers. What, do you think, our country’s so innocent?”

If such a statement were made by an Ivy League college professor, conservatives would have had all their suspicions about the anti-American tendencies of tenured radicals confirmed. Yet Republicans seem to have no problem rallying around a politician who looks at the Russian-American relationship and sees equal and opposite amorality.

The assertion of moral equivalence between the Voice of America and Russian troll farms is particularly ignorant and galling. The VOA does actual newsgathering and journalism in countries without a free press. The Russians deliver lies on social media to encourage division and hatred among Americans. Trump seems incapable of understanding the difference.

For all his flag waving, Trump seems to lack the instinct for patriotism. It is one thing — as the president does with regularity — to throw people who work for him under the bus. This displays the absence of downward loyalty. But in his 2017 meeting with the Russian foreign minister and ambassador, Trump effectively threw his country under the bus — endorsing the Russian perception of American hypocrisy on election tampering. This indicates a lack of upward loyalty. It doesn’t seem to matter to Trump that American “meddling” in foreign elections generally consists of promoting regular and fair elections, encouraging the protection of minority rights and speaking up for press freedom.

None of these objectives holds much appeal or urgency for Trump. He calls for the renewal of nationalism, but in a manner that has little to do with our national values. He wants us to take pride in blood and soil rather than in a set of universal ideals. His calls for loyalty are based on geography not morality. He urges us to love America because it is powerful, and because it is ours, not because it is good.

In this sense, Trump seeks to normalize American nationalism — to make it more like the Russian or Chinese varieties. He invariably defines national goals in terms of exercising military dominance, or controlling access to resources, or maintaining national sovereignty, or achieving trade surpluses. And he seems to view this as an expression of realism about the nature of power. America may claim to be a new order for the ages, but we kill people too. We interfere with elections too.Trump appears to find this kind of moral relativism liberating. A world without rules and ideals is a world without limits on his instincts and whims. This may be why he has offered praise for the leadership styles of Putin or Chinese President Xi Jinping, while generally ignoring democratic activists in Moscow or Hong Kong. Trump would rather view himself as the embodiment of the national will, instead of as the steward of American ideals. His sympathies lie with the powerful because he imagines himself in their company.

Despite this pretense, Trump manages to look small and silly on the global stage. He has been tricked and exploited again and again by North Korea’s murderous man-child. At the Helsinki summit last year, standing next to Putin, Trump was cringing and pathetic. When it comes to foreign policy, he is not sitting at the adult table.

But the most alarming spectacle is this: an American president who doesn’t understand the meaning of America.

My only question: What happened to the rest of your GOP buddies who have joined with the forces of racism, xenophobia, and cowardice to destroy our nation from the inside? Seems like something pernicious in both your GOP and your conservative movement that have betrayed America by supporting the neo-Nazi authoritarian Trump. 

Trump’s GOP is nothing new. It’s an extension of a party and a conservative movement that has always relied on a racially motivated, morally questionable “base.” Rather than having the guts to reject racism and false patriotism, the GOP has let their lust for rule against the best interests of the nation take over. 

When you finally acknowledge your own role in creating Trump and his atrocities against America, you will have more credibility!

But, until then, I agree completely that we have an un-American President who gives patriotism a bad name and degrades our nation with every day he remains in the high office for which he is so supremely unqualified and undeserving. The GOP actually has the power to join with the Democrats in removing Trump — this clear menace to America — from office now! Instead, they defend the indefensible with more lies and smears of the REAL patriots and those who do understand the “meaning of America!”

“A new and chilling normal is coming into view,” Miliband concluded. “Civilians seen as fair game for armed combatants, humanitarians seen as an impediment to military tactics and therefore unfortunate but expendable collateral, and investigations of and accountability for war crimes an optional extra for state as well as nonstate actors.”

But these evils cannot be isolated from the larger political corrosion in the rest of the world — and this includes the long-standing democracies themselves. “The checks and balances that protect the lives of the most vulnerable people abroad,” he said, “will only be sustained if we renew the checks and balances that sustain liberty at home.”

This isn’t simply about aligning principle and practice. More fundamentally, when governments abandon a commitment to accountability domestically, they no longer feel any obligation to insist upon it internationally. It’s no accident, as Miliband noted, that under President Trump, the United States “has dropped the promotion of human rights around the world from its policy priorities.”

He pulled no punches: “The new order is epitomized in the photo of Russian President [Vladimir] Putin and Saudi Crown Prince [Mohammed bin] Salman high-fiving each other at the G-20 meeting in Argentina in November last year. With Syria in ruins, Yemen in crisis, and political opponents like Boris Nemtsov and Jamal Khashoggi dead, theirs was the embrace of two leaders unencumbered by national institutions or by the fear of international law.”

Miliband acknowledged the mistakes of an earlier era (including the Iraq War) but argued that “accountability, not impunity” was on the rise in the 1990s, when there was “an unusual consensus across the left-right divide” about “the need for global rules.” We have said goodbye to all that.

In 2002, Samantha Power, later the U.S. ambassador to the United Nations, published “ ‘A Problem from Hell’: America and the Age of Genocide,” a book that stirred consciences about the world’s obligations to helpless people unprotected — and often targeted — by sovereign governments.

Nearly two decades on, we are numb, distracted and inward-looking.

Miliband understands that democratic citizens, grappling with their own discontents, will be inclined to look away from the travails of others “until there is a new economic and social bargain that delivers fair shares at home.”

But an Age of Impunity not only poses immediate dangers to millions confronting violence far away. It also corrodes the sense of obligation of the privileged in wealthy nations toward those left behind. When anything goes, no one is safe.

A PRESIDENCY WITHOUT INTELLIGENCE IS A THREAT TO OUR NATIONAL SECURITY: By Contrast, Individuals Seeking Asylum Through Our Legal System @ Our Southern Border Are No Such Thing — “None of the [U.S. intelligence] officials said there is a security crisis at the U.S.-Mexico border, where Trump has considered declaring a national emergency so that he can build a wall.”

— Here are five of the main issues where the intelligence community leaders broke with Trump:

  1. Coats “said that North Korea was ‘unlikely to completely give up its nuclear weapons and production capabilities,’ which the country’s leaders consider ‘critical to the regime’s survival.’ That assessment threw cold water on the White House’s more optimistic view that the United States and North Korea will achieve a lasting peace and that the regime will ultimately give up its nuclear weapons.’”

  2. None of the officials said there is a security crisis at the U.S.-Mexico border, where Trump has considered declaring a national emergency so that he can build a wall.”

  3. Officials also warned that the Islamic State was capable of attacking the United States and painted a picture of a still-formidable organization. Trump has declared the group defeated and has said he wants to withdraw U.S. troops from Syria as a result.”

  4. The officials assessed that the government of Iran was not trying to build a nuclear weapon, despite the Trump administration’s persistent claims that the country has been violating the terms of an international agreement forged during the Obama administration. Officials told lawmakers that Iran was in compliance with the agreement.”

  5. Officials also warned, as they did last year, about Russia’s intention to interfere with the U.S. political system. … Trump continues to equivocate on whether Russia interfered in the 2016 election on his behalf, contradicting the unanimous assessment of all the top intelligence officials currently serving.”

I’ve been saying on “Courtside” for some time that the real existential threat to our national security is Trump. While the Administration has undoubtedly completely screwed up our asylum system at the border and in the U.S. Immigration Courts that has almost nothing to do with “national security.”

It’s simply a matter of common sense: We know (or should know) almost exactly what the number oF arrivals is going to be, particularly when they travel in slow-moving “caravans” that easily can be tracked and anticipated. We certainly could “funnel” almost all of them into the legal screening system for asylum.

Get the Inspectors and Asylum Officers down there to do the screening, and the necessary Immigration Judges, ICE lawyers, and defense counsel to decide cases of those screened in! Take lower priority cases, most involving long-term residents who have been here and likely will continue to be here for years, off the overcrowded Immigration Court dockets!

This would allow processing of the “new influx” in a timely manner, with full due process, and without creating more “Aimless Docket Reshuffling” in the Immigration Courts. It would also avoid the always ineffective, wasteful, and usually illegal “gimmicks” that the Administration has used to “game” the asylum system against applicants. And, certainly in this respect, getting more pro bono lawyers involved would be a much bigger help than more unneeded troops or Border Patrol Agents.  Let the Border Patrol go back to their job of apprehending those border crossers who aren’t turning themselves in at or near the border to apply for asylum. Stop wasting resources and solve the problem!

Meanwhile, we should all be scared by Trump’s disregard of the prudent advice of his “national security and intelligence team.”

Central Americans who arrive at U.S. border crossings seeking asylum in the United States will have to wait in Mexico while their claims are processed under sweeping new measures the Trump administration is preparing to implement, according to internal planning documents and three Department of Homeland Security officials familiar with the initiative.

According to DHS memos obtained by The Washington Post on Wednesday, Central American asylum seekers who cannot establish a “reasonable fear” of persecution in Mexico will not be allowed to enter the United States and would be turned around at the border.

The plan, called “Remain in Mexico,” amounts to a major break with current screening procedures, which generally allow those who establish a fear of return to their home countries to avoid immediate deportation and remain in the United States until they can get a hearing with an immigration judge. Trump despises this system, which he calls “catch and release,” and has vowed to end it.

Among the thousands of Central American migrants traveling by caravan across Mexico, many hope to apply for asylum due to threats of gang violence or other persecution in their home countries. They had expected to be able to stay in the United States while their claims move through immigration court. The new rules would disrupt those plans, and the hopes of other Central Americans who seek asylum in the United States each year.

Trump remains furious about the caravan and the legal setbacks his administration has suffered in federal court, demanding hard-line policy ideas from aides. Senior adviser Stephen Miller has pushed to implement the Remain in Mexico plan immediately, though other senior officials have expressed concern about implementing it amid sensitive negotiations with the Mexican government, according to two DHS officials and a White House adviser with knowledge of the plan, which was discussed at the White House on Tuesday, people familiar with the matter said.

The White House did not immediately respond to a request for comment.

According to the administration’s new plan, if a migrant does not specifically fear persecution in Mexico, that is where they will stay. U.S. Citizenship and Immigration Services is sending teams of asylum officers from field offices in San Francisco, Washington, and Los Angeles to the ports of entry in the San Diego area to implement the new screening procedures, according to a USCIS official.

To cross into the United States, asylum seekers would have to meet a relatively higher bar in the screening procedure to establish that their fears of being in Mexico are enough to require immediate admission, the documents say.

“If you are determined to have a reasonable fear of remaining in Mexico, you will be permitted to remain in the United States while you await your hearing before an immigration judge,” the asylum officers will now tell those who arrive seeking humanitarian refuge, according to the DHS memos. “If you are not determined to have a reasonable fear of remaining in Mexico, you will remain in Mexico.”

Mexican border cities are among the most violent in the country, as drug cartels battle over access to smuggling routes into the United States. In the state of Baja California, which includes Tijuana, the State Department warns that “criminal activity and violence, including homicide, remain a primary concern throughout the state.”

The new rules will take effect as soon as Friday, according to two DHS officials familiar with the plans.

Katie Waldman, a spokeswoman for DHS, issued a statement late Wednesday saying there are no immediate plans to implement these new measures.

“The President has made clear — every single legal option is on the table to secure our nation and to deal with the flood of illegal immigrants at our borders,” the statement says. “DHS is not implementing such a new enforcement program this week. Reporting on policies that do not exist creates uncertainty and confusion along our borders and has a negative real world impact. We will ensure — as always — that any new program or policy will comply with humanitarian obligations, uphold our national security and sovereignty, and is implemented with notice to the public and well coordinated with partners.”

A Mexican official, speaking on the condition of anonymity, said that current Mexican immigration law does not allow those seeking asylum in another country to stay in Mexico.

On Dec. 1, a new Mexican president, Andrés Manuel López Obrador, will be sworn in, and it’s also unclear whether his transition team was consulted on the new asylum screening procedures.

The possibility that thousands of U.S.-bound asylum seekers would have to wait in Mexico for months, even years, could produce a significant financial burden for the government there, especially if the migrants remain in camps and shelters on a long-term basis.

There are currently 6,000 migrants in the Tijuana area, many of them camped at a baseball field along the border, seeking to enter the United States. Several thousand more are en route to the city as part of caravan groups, according to Homeland Security estimates.

U.S. border officials have allowed about 60 to 100 asylum seekers to approach the San Ysidro port of entry each day for processing.

Last week, BuzzFeed News reported that U.S. and Mexican officials were discussing such a plan.

Mexico also appears to be taking a less-permissive attitude toward the new migrant caravans now entering the country.

Authorities detained more than 200 people, or nearly all of the latest caravan, who recently crossed Mexico’s southern border on their way to the United States. This is at least the fourth large group of migrants to cross into Mexico and attempt to walk to the U.S. border. They were picked up not long after crossing. The vast majority of the migrants were from El Salvador, according to Mexico’s National Immigration Institute.

After the first caravan this fall entered Mexico, President Enrique Peña Nieto’s administration offered migrants the chance to live and work in Mexico as long as they stayed in the southern states of Chiapas and Oaxaca. Most chose not to accept this deal, because they wanted to travel to the United States.

Let’s see, Trump shrugs off the murder of a Washington Post journalist by Saudi Arabia’s Crown Prince, downplays Putin’s overt interference in our elections, promotes mindless nationalism of the exact type responsible for two World Wars and tens of millions of avoidable deaths, and praises massive human rights violator and murderer Kim even as the latter is duping him on nukes. So, he’s scared to stand up to anyone powerful or for ideals and values that take courage to promote and advance.
But, when it comes to bullying, demonizing, and beating up on harmless but extremely vulnerable and desperate refugees, many of them women, children, and families fleeing for their lives, he excels. What does that tell us about the lack of character of the “man,” and the total lack of judgement and regard for American values of those in the minority who put him in office and continue to prop him up?
This appears to be a reaction to: 1) Federal Courts requiring Trump to follow the  law; 2) Mexico’s refusal to be bullied into signing an absurdly inappropriate and totally one-sided “safe third country” agreement; 3) Congresses failure to fund the wasteful “Wall;” and 4) the near total, yet highly predictable, failure of Trump’s racist, White Nationalist inspired “get tough” immigration enforcement policies.
The Federal Courts are likely to permanently enjoin Trump from ignoring the law that specifically allows anyone in the U.S., legally or not, to apply for asylum. Additionally, Trump encourages violence against refugees and creates unsafe, inhumane conditions on the Mexican side of the border.  Consequently, the end result of Trump’s intentional “making folks wait in Mexico” policy is likely to be encouraging individuals seeking asylum to enter illegally and then turn themselves in to the authorities to apply for asylum in the U.S.
Meanwhile, the better options of working with the UNHCR and Mexico to promote a multinational approach to protection and to solve the problems in the Northern Triangle causing this humanitarian flow remain unaddressed by the Trumpsters.
Also, when will the “Face of Evil,” Stephen Miller, finally be held accountable for his consistently cowardly and racist attacks on the law and the American legal system?

The sci-fi writer William Gibson once said, “The future has arrived — it’s just not evenly distributed yet.” In America in 2018, the same could be said of authoritarianism.

Since Donald Trump was elected, there’s been a boom in best-selling books about the fragility of liberal democracy, including Madeleine Albright’s “Fascism: A Warning,” and Timothy Snyder’s “On Tyranny.” Many have noted that the president’s rhetoric abounds in classic fascist tropes, including the demonization of minorities and attempts to paint the press as treasonous. Trump is obviously more comfortable with despots like Russia’s Vladimir Putin than democrats like Canada’s Justin Trudeau.

We still talk about American fascism as a looming threat, something that could happen if we’re not vigilant. But for undocumented immigrants, it’s already here.

There are countless horror stories about what’s happening to immigrants under Trump. Just last week, we learned that a teenager from Iowa who had lived in America since he was 3 was killed shortly after his forced return to Mexico. This month, an Ecuadorean immigrant with an American citizen wife and a pending green card application was detained at a Brooklyn military base where he’d gone to deliver a pizza; a judge has temporarily halted his deportation, but he remains locked up. Immigration officers are boarding trains and buses and demanding that passengers show them their papers. On Monday, Attorney General Jeff Sessions decreed that most people fleeing domestic abuse or gang violence would no longer be eligible for asylum.

But what really makes Trump’s America feel like a rogue state is the administration’s policy of taking children from migrants caught crossing the border unlawfully, even if the parents immediately present themselves to the authorities to make asylum claims. “This is as bad as I’ve ever seen in 25 years of doing this work,” Lee Gelernt, deputy director of the A.C.L.U.’s Immigrants’ Rights Project, told me. “The little kids are literally being terrorized.”

Family separations began last year — immigrant advocates aren’t sure exactly when — and have ramped up with the administration’s new “zero tolerance” policy of prosecuting everyone who crosses the border without authorization. Over two weeks in May, more than 650 children were snatched from their parents.

In case you haven’t noticed (and Trump supporters either haven’t, or have ignored it), everyone around Trump, including friends, family, business associates, political supporters, Cabinet members, allies, lawyers, campaign workers, former girlfriends and liaisons, is “expendable.” The only “non-expendable” person in Trump’s universe is, no surprise here, Trump.

And, like any authoritarian despot, he picks people off one by one or in vulnerable groups by isolating, bullying, demeaning, dehumanizing, and then destroying them while the others look on offering no help to the fallen and just thinking “glad it wasn’t me!”

But, when your time comes (and it well may, if we allow Trump to continue in office long enough) who will be there to stand up for you? Who will speak up for your rights? Indeed, what “rights” will you have after Trump, Sessions, Pence & Co have finished destroying our Constitution and stomping on the real rule of law to institute their White Nationalist Empire?

And what kind of country with what kind of people make terrorizing already traumatized kids a national policy?

After President Donald J. Trump’s election last fall, many experts predicted that 2017 would be a tumultuous year for international cooperation. During his campaign, Trump promised to “make America great again” by renegotiating or renouncing “bad” and “unfair” international agreements, and questioned the value of international institutions. Since January, Trump’s “America First” policies have seen the United States abdicate its global leadership role. Yet contrary to expectations, multilateral cooperation on pressing issues like climate change and migration has continued, as other states have stepped up to lead. Despite all the tumult, the world has recorded several important achievements for multilateralism alongside the setbacks.

Trump’s largest blow to international cooperation came in June when he announced his intention to withdraw the United States from the Paris Climate Accord. Early reactions suggested that other countries might respond in kind, reneging on their commitments and stalling overall progress on environmental governance. Nevertheless, this November’s climate conference in Bonn, aimed at finalizing aspects of the Paris Agreement, was a success. Participating states secured additional funding for climate initiatives and agreed to several objectives in the fields of agriculture, indigenous rights, and gender equality in climate governance.

French President Emmanuel Macron, who has made combatting climate change a signature policy, hosted a separate global climate conference this December, raising additional funds to meet Paris commitments. And while the Trump administration signaled its intent to abandon the agreement, many U.S. states, cities, and companies have stepped into the void, pledging commitments of their own. The successes in Bonn and Paris, combined with near-unanimous international support for the Paris Accords, indicate that multilateral cooperation on climate change will continue without U.S. leadership, even if the politics look challenging.

Experts warned of trade wars, predicting that a downward spiral of tit-for-tat measures could strangle economic growth. In fact, according to the International Monetary Fund (IMF), global trade in goods and services increased, growing 4.2 percent in 2017, almost twice the growth registered in 2016. Despite Trump’s decision to pull the United States out of the Trans-Pacific Partnership (TPP) and threats to pull out of the North American Free Trade Agreement (NAFTA), neither deal is dead yet. The remaining TPP members revived the idea of trans-pacific trade at the Asia-Pacific Economic Partnership (APEC) summit in November, making significant progress without the United States toward what is now known as the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP).

Even as extreme U.S. demands stall NAFTA renegotiations, U.S. public support for NAFTA increased in 2017, pressuring the Trump administration not to withdraw from the agreement. While the United States has abdicated global trade leadership, the European Union (EU) has made progress on several important agreements of its own, notably one with Japan, encompassing countries that account for over 30 percent of the world’s GDP. The EU-Japan agreement will reduce the ability of the United States to set world product standards and other regulations—disadvantaging U.S. exports in the process. In exercising his America First strategy, President Trump could actually hurt U.S. businesses. Reinforcing this possibility was the disappointing December WTO ministerial meeting in Argentina, in which parties failed to reach any significant multilateral deals.

Migration

Trump has continually and publicly expressed negative opinions about immigrants, particularly (although not exclusively) illegal ones. He demands a wall between the United States and Mexico and has signed several executive orders attempting to halt refugee admissions, as well as ban immigrants from various Muslim-majority countries. Nevertheless, international efforts to cooperate on migration issues have continued, notwithstanding certain setbacks.

In December, Mexico held multilateral negotiations toward a Global Compact on Migration, despite the United States withdrawal from the negotiating process. In November, the African Union-European Union summit saw both blocs condemn the situation of migrants in Libya and pledge to work toward a joint migration task force. All is not rosy, of course. According to Amnesty International and other groups, EU governments remain complicit in the Libyan migrant crisis. Elsewhere, Australia closed a refugee camp on Manus Island in Papua New Guinea, while Bangladesh and Brazil struggled to accommodate influxes of refugees across their borders.

Nuclear Proliferation

Despite Trump’s decision not to recertify the “terrible” Iran deal, the Joint Comprehensive Plan of Action (JCPOA) remains alive. Europe strongly condemned Trump’s decision, and along with China and Russia, pledged to remain committed to the JCPOA as long as Iran complies, even if the United States backs out. Were such a breakdown between the United States and other permanent UN Security Council members (as well as Germany) to occur, the U.S.-led sanctions regime against Iran could well disappear as European, Chinese, and Russian firms deepen business ties with Iran. The continued success of the JCPOA is also vital for the prospects of a peaceful resolution of tensions with North Korea. Indeed, some argue that the JCPOA could be a blueprint for a similar agreement with North Korea. By contrast, the United States would lose any negotiating credibility with North Korea if the Trump administration pulls out of the Iran agreement.

International Institutions

Global governance has held ground in 2017 in other, less publicized, ways. The IMF and the World Bank, unlike other multilateral institutions, have largely escaped Trump’s criticism. Although several senior administration officials have long histories of disliking the IMF and World Bank, savvy diplomacy by Jim Yong Kim and Christine Lagarde seems to have placated the Trump administration so far.

President Trump has also backpedaled on some of his criticisms of international alliances and organizations. After repeatedly calling the North Atlantic Treaty Organization (NATO) obsolete on the campaign trail, Trump deemed NATO “no longer obsolete” in April after meeting Secretary-General Jens Stoltenberg. Trump also toned down his rhetoric on the United Nations. In April he called the organization “unfair” and an “underperformer;” in September the president tweeted that the “United Nations has tremendous potential.” (Whether this rapprochement will withstand the UN General Assembly’s condemnation of the unilateral U.S. recognition of Jerusalem as Israel’s capital remains to be seen.)

America First’s Future

Looking forward to 2018, it is difficult to predict how Trump’s America First agenda will affect global governance, particularly with a notoriously unpredictable president. It is possible that Trump will continue to renege on some campaign promises. Moreover, midterm elections in November could severely cripple his ability to pass nationalist-minded legislation. Still, he retains significant leeway, should he choose to use it, to undermine NAFTA, the JCPOA, and other international agreements through executive action.

Regardless of the president’s choices, his actions cannot overturn a fundamental contemporary reality—namely, that transnational challenges require global solutions. The lesson of 2017 is that other states are willing to step forward to fill some of the leadership roles vacated by the United States. In pulling back from international cooperation, Trump is forfeiting the United States’ historically important role in shaping international norms and multilateral policies. Nations that are willing to pick up the slack, whether under authoritarian regimes (like China) or democratic leadership (like France), will shape international rules and institutions to conform to their own priorities, not necessarily American ones. And they will not be eager to give up their new-found influence if and when the United States decides it wants the reins of global influence back.

WASHINGTON — China has now assumed the mantle of fighting climate change, a global crusade that the United States once led. Russia has taken over Syrian peace talks, also once the purview of the American administration, whose officials Moscow recently deigned to invite to negotiations only as observers.

France and Germany are often now the countries that fellow members of NATO look to, after President Trump wavered on how supportive his administration would be toward the North Atlantic alliance.

And in the Israeli-Palestinian conflict, the U.S., once the only mediator all sides would accept, has found itself isolated after Trump’s decision to declare that the U.S. recognized Jerusalem as the capital of Israel.

In his wide-ranging speech on national security last week, Trump highlighted what he called the broadening of U.S. influence throughout the world.

But one year into his presidency, many international leaders, diplomats and foreign policy experts argue that he has reduced U.S. influence or altered it in ways that are less constructive. On a range of policy issues, Trump has taken positions that disqualified the United States from the debate or rendered it irrelevant, these critics say.

Even in countries that have earned Trump’s praise, such as India, there is concern about Trump’s unpredictability — will he be a reliable partner? — and what many overseas view as his isolationism.

“The president can and does turn things inside out,” said Manoj Joshi, a scholar at a New Delhi think tank, the Observer Research Foundation. “So the chances that the U.S. works along a coherent and credible national security strategy are not very high.”

As the U.S. recedes, other powers including China, Russia and Iran are eagerly stepping into the void.

One significant issue is the visible gap between the president and many of his top national security advisors.

Trump’s national security speech was intended to explain to the public a 70-page strategy document that the administration developed. But on key issues, Trump’s speech and the document diverged. The speech, for example, included generally favorable rhetoric about Russia and China. The strategy document listed the two governments as competitors, accused the Russians of using “subversion” as a tactic and said that countering both rival powers was necessary.

Russia reacted angrily: America continues to evince “its aversion to a multipolar world,” said President Vladimir Putin’s spokesman, Dmitri Peskov.

At the same time, Trump’s refusal to overtly criticize Russia, some diplomats say, has emboldened Putin in his military actions in Ukraine, where Russian-backed rebels are battling a pro-West government in Kiev. Kurt Volker, the administration’s special envoy for Ukraine, said that some of the worst fighting since February took place over the last two weeks, with numerous civilian casualties. Volker accused Russia of “massive” cease-fire violations.

Nicholas Burns, who served as a senior American diplomat under Republican and Democratic administrations, said the administration’s strategy was riddled with contradictions that have left the U.S. ineffective.

Trump “needs a strong State Department to implement” its strategy, he said. “Instead, State and the foreign service are being weakened and often sidelined.”

Trump’s “policy of the last 12 months is a radical departure from every president since WWII,” Burns said in an interview. “Trump is weak on NATO, Russia, trade, climate, diplomacy. The U.S. is declining as a global leader.”

The most recent example of U.S. isolation came with Trump’s decision to formally recognize Jerusalem as the capital of Israel, delighting many Israelis, but angering Palestinians and reversing decades of international consensus.

On Thursday, an overwhelming majority of the U.N. General Assembly, including many U.S. allies, voted to demand the U.S. rescind the decision.

For the last quarter-century, successive U.S. governments have held themselves up as an “honest broker” in mediating peace between the Israelis and Palestinians. Trump insisted he is not giving up on a peace deal, but most parties involved interpreted his announcement as clearly siding with Israel.

“From now on, it is out of the question for a biased United States to be a mediator between Israel and Palestine,” Turkish President Recep Tayyip Erdogan said at a summit of more than 50 Muslim countries that he hosted in Istanbul. “That period is over.”

Daniel Kurtzer, a former U.S. ambassador to Israel and Egypt under Presidents Clinton and George W. Bush, said that if a peace deal is to be made now, “it won’t be from American policy.”

“Trump took himself and the administration out of the peace process for the foreseeable future,” he said.”

“What are we to make of Vladimir Putin’s first year in the White House? How has he done?

I’m only slightly kidding. Or rather I’m just channeling a CNN interview earlier this week with James Clapper, former director of National Intelligence. Here’s what Clapper said: “I think this past weekend is illustrative of what a great case officer Vladimir Putin is. He knows how to handle an asset, and that’s what he’s doing with the president […] You have to remember Putin’s background. He’s a KGB officer. That’s what they do. They recruit assets. And I think some of that experience and instincts of Putin has come into play here in his managing of a pretty important account for him, if I could use that term, with our president.”

Clapper clarified his statement by saying he was being figurative, rather than literal. So let’s just ask a figurative question, shall we? How successful has the Kremlin’s figurative investment been this past year? Pretty damn impressive.

Look first at Putin’s domestic goals. His core concern, as with any despot, is the legitimacy of his pseudo-democratic autocracy – which means, in turn, discrediting the very different features of the liberal democracies of the West. And in this, he must be scarcely able to believe his luck. After decades of the West’s championing of liberal democracy, the American president has spent his first year attacking it. Trump has exhibited contempt for a free press, describing the bulk of Western journalism as “fake news,” words that have gladdened the hearts of dictators across the planet. He has minimized Putin’s assassination of critical journalists, saying that America has no moral standing to criticize. He has treated the judiciary either as instruments of loyalty — hence his packing of the federal bench — or as pests to be slandered or dismissed. He prefers total loyalty from law-enforcement officials to the actual rule of law. For good measure, Trump has legitimized Putin’s core model of governance — that of a benevolent cult hero of the nation, shored up by religious reactionaries — by plagiarizing it. As for the other critical aspect of Putinism — the looting of the treasury by oligarchs — I give you the latest tax bill. It even carves out special goodies for real-estate investors.

Then there is Russia’s permanent interest in deepening the racial and partisan divides in America — the better to force the United States to be more concerned with internal strife than with foreign affairs. On this, Putin’s success is even more impressive. What better propaganda could the Kremlin get than the Charlottesville horrors, the racial divide crippling the NFL, or the candidacy of Roy Moore? In the Cold War, the Kremlin constantly cited America’s racial strife as proof that, whatever its democratic pretensions, the country was still a bastion of white supremacy. Now, much of American academia and an entire rising generation agree with what the Soviets long argued. As for the stability and legitimacy of liberal capitalism, Putin could scarcely do better than the GOP tax proposal. When economic inequality is at record highs, undermining the social compact that undergirds capitalism, the GOP is making things far worse. It would also add well over a trillion dollars to the U.S. debt. Trump is not just looting the Treasury for himself and his buddies, he is looting the younger generation as well.

Internationally, Putin has had an even bigger year. One of his central goals — the disintegration of the European Union and the entire concept of the West — has been advanced by Washington in ways never seen before. Trump backed Brexit, breaking the U.K. away from its European partners; he supported Marine Le Pen in France for the same reason; and he has routinely lambasted Merkel, whose power is now hanging by a thread. He chose Poland, where an authoritarian party is busy dismantling judicial independence, as the site for his major foreign-policy address. He has permanently undermined the core Article 5 commitment that an attack on one NATO country is an attack on all of them, by being the first U.S. president to equivocate on it. America has also broken with its European allies by withdrawing from the Paris Accords on climate, threatening the Iran nuclear deal, and backing the ethno-nationalist extremists who now run Israel on the status of Jerusalem. Last week, the U.S. found itself utterly isolated at the U.N. on the question, and openly threatening all its allies with payback. In the Middle East, Russia has never been stronger — it is now the key player in the future of Syria, while Putin’s naked annexation of Crimea and sections of eastern Ukraine remains in place, unmentioned by the White House.

What more could Putin ask for? Well, he could hope that his grotesque attack on the last U.S. election would lead to no serious effort to prevent it happening again. And lo, an American president has emphatically refused to lift a finger to defend the Constitution he is duty bound to protect. There’s been no attempt by the White House to protect the integrity of our elections — just a constant disdain for those who worry about them, and a general, somewhat egregious, complacency.

No American president in history has ever given Russia so much in so short a time. Congrats, Vladimir. You’ve achieved what no Soviet dictator ever managed to. Your asset in the White House, figurative or not, has given more than all the British and American traitors in the history of the Cold War.”

“Almost half of Americans believe that corruption is pervasive in the White House under President Trump, a sharp increase over last year, according to a new survey. Americans now see Trump and his top officials as the most corrupt public officials in government, despite his campaign pledge to drain the swamp.

A new report out Tuesday compiled by Transparency International, the leading nonprofit organization tracking corruption worldwide, shows Americans have significantly lost faith that their government is ably fighting corruption, compared to last year. Overall, Washington-based government institutions are viewed by Americans are more corrupt than those outside the Beltway, the report found. But the Trump White House tops the list.

According to the group’s 2017 U.S. Corruption Barometer, 44 percent of respondents said that most or all of the officials in the office of the president are corrupt, up from 38 percent at the end of Obama’s second term.

Members of Congress are seen as the second most corrupt group of government officials of the nine categories in the survey, with 38 percent of Americans viewing them as mostly or all corrupt. After that, Americans perceive corruption as pervasive in non-White House government officials, business executives, local officials and business leaders in decreasing proportions. Only 16 percent of respondents viewed judges and magistrates as mostly or all corrupt, according to the data.

Meanwhile, 69 percent of respondents said the U.S. government is fighting corruption “fairly badly” or “very badly,” up from 51 percent in 2016. More than half of respondents said people don’t report corruption due to fear of retaliation.

Transparency International defines corruption as “the abuse of entrusted power for private gain.” Key issues within that definition include the influence of wealthy individuals over government, “pay for play” politics, revolving doors between government and corporate entities and the abuse of the financial system by elites.

The perception of Trump and his top officials as being corrupt is easy to understand. Trump and his family have scores of well-documented conflicts of interest they have dealt with in an opaque manner. Meanwhile, Trump’s failure to divest fully from his businesses, combined with his failure to release his tax returns, has fueled suspicions.

The phone survey, performed by the company Efficience3, included interviews of 1,005 randomly selected Americans in October and November. The data were weighted to be demographically representative of all American adults by age, race, gender, urbanization, social grade and ethnicity.

Zoe Reiter, Transparency International’s U.S. representative, said that the study was meant to form a basis for understanding how government is failing to uphold high anti-corruption standards and provide a call to action for Americans to respond. She pointed out that 74 percent of respondents said they believed ordinary people still can make a difference.

“The good news is a majority of Americans feel empowered to fight corruption,” she said. “Since our elected officials are failing to deliver, we need to figure out a way to push them much harder to take these issues more seriously.”

“The number of people caught trying to sneak over the border from Mexico has fallen to the lowest level in 46 years, according to Department of Homeland Security statistics released Tuesday that offer the first comprehensive look at how immigration enforcement is changing under the Trump administration.

During the government’s 2017 fiscal year, which ended Sept. 30, U.S. border agents made 310,531 arrests, a decline of 24 percent from the previous year and the fewest overall since 1971.

The figures show a sharp drop in apprehensions immediately after President Trump’s election win, possibly reflecting the deterrent effect of his rhetoric on would-be border crossers; starting in May, the number of people taken into custody began increasing again.

Arrests of foreigners living illegally in the United States have surged under Trump. Immigration and Customs Enforcement officers made 110,568 such arrests between inauguration and the end of September, according to the figures published Tuesday, a 42 percent increase over the same period during the previous year.

Tom Homan, ICE’s temporary director and Trump’s nominee to lead the agency, praised the president and gave a vigorous defense of ICE’s more aggressive approach.

“This president, like him or love him, is doing the right thing,” Homan told reporters at a news conference in Washington, accompanied by the heads of the U.S. Border Patrol and Citizenship and Immigration Services.

“A 45-year low in border crossings? That’s not a coincidence,” Homan said. “That’s based on this president and his belief and letting the men and women of ICE and the Border Patrol do their job.”

Trump’s sweeping promises to crack down on illegal immigration fueled his presidential campaign and are at the center of his most ambitious domestic policy proposals, including construction of a wall along the border with Mexico.

Asked whether such a barrier was justifiable given its high cost and the decline in illegal immigration, DHS officials endorsed the president’s plan.

“In this society, we use walls and fences to protect things. It shouldn’t be different on the border,” said Ronald Vitiello, chief of the Border Patrol.

Apprehensions by Border Patrol agents peaked at more than 1.6 million in 2000 and began falling substantially after 2008. The previous low point was 331,333 arrests, during fiscal 2015. Experts have attributed the decline to tougher U.S. enforcement, improving job prospects in Mexico and long-term demographic changes that have driven down the country’s birthrate.

Still, the drop in border arrests is among the sharpest year-to-year changes on record, one that only casts more doubt on the wisdom of building a border wall, said Doris Meissner, senior fellow at the Migration Policy Institute, a Washington think tank.

“It’s a throwback response to yesterday’s problems,” she said, arguing that the money would be better spent addressing what accounts for a growing share of illegal migration: families with children fleeing rampant violence and dismal poverty in Central America.

Border agents took more than 75,000 “family units,” classified as at least one child and a related adult, into custody during fiscal 2017. But the number of unaccompanied minors fell 31 percent, to 41,435.”

And, the best part: we won’t have to worry about any of that burdensome, nasty “globalism” and the unfair burden of global leadership! That’s because the Chinese, Indians, Canadians, Mexicans, and Europeans will be in charge of the world economy and the Ruskies will control world politics. So we can enjoy our little White Nationalist enclave modeled on post-revolutionary Cuba — life in the 1950’s preserved forever! Save those “Classic ’57 Chevies!”

Kinda sorry I won’t be here to enjoy it! But, then again, I already lived through the real 1950’s once — Cold War, Jim Crow, segregation, anti-semitism, racial covenants, no women doctors, lawyers, or execs, African Americans only welcome on the football fields and basketball courts of a few Northern colleges! Boy, it was great! But, not sure I want  to do it again, even to experience the pure, unadulterated joy of having “my Milwaukee Braves” win the 1957 World Series (before fleeing to Atlanta)!

On the flip side, at Homan’s “record pace” of “law enforcement,” he and his minions will have every single undocumented American resident removed from the U.S by 2080 — that’s if no more arrive in the interim. And, the really great thing — they and those around them (including U.S. citizen kids and family members) will be living in fear every moment for the next six decades! Now, that’s something of which we can be truly proud! Of course, this all assumes that the North Koreans don’t nuke us and the rest of the world out of existence first!

Memorandum on Rescission Of Deferred Action For Childhood Arrivals (DACA)

 

Effective immediately, the Department:

  • Will adjudicate—on an individual, case-by-case basis—properly filed pending DACA initial requests and associated applications for Employment Authorization Documents that have been accepted by the Department as of the date of this memorandum.
  • Will reject all DACA initial requests and associated applications for Employment Authorization Documents filed after the date of this memorandum.
  • Will adjudicate—on an individual, case by case basis—properly filed pending DACA renewal requests and associated applications for Employment Authorization Documents from current beneficiaries that have been accepted by the Department as of the date of this memorandum, and from current beneficiaries whose benefits will expire between the date of this memorandum and March 5, 2018 that have been accepted by the Department as of October 5, 2017.
  • Will reject all DACA renewal requests and associated applications for Employment Authorization Documents filed outside of the parameters specified above.
  • Will not terminate the grants of previously issued deferred action or revoke Employment Authorization Documents solely based on the directives in this memorandum for the remaining duration of their validity periods.
  • Will not approve any new Form I-131 applications for advance parole under standards associated with the DACA program, although it will generally honor the stated validity period for previously approved applications for advance parole. Notwithstanding the continued validity of advance parole approvals previously granted, CBP will—of course—retain the authority it has always had and exercised in determining the admissibility of any person presenting at the border and the eligibility of such persons for parole. Further, USCIS will—of course—retain the authority to revoke or terminate an advance parole document at any time.
  • Will administratively close all pending Form I-131 applications for advance parole filed under standards associated with the DACA program, and will refund all associated fees.
  • Will continue to exercise its discretionary authority to terminate or deny deferred action at any time when immigration officials determine termination or denial of deferred action is appropriate.

 

Trump administration announces end of immigration protection program for ‘dreamers’

WaPo: “The Trump administration announced Tuesday it would begin to unwind an Obama-era program that allows younger undocumented immigrants to live in the country without fear of deportation, calling the program unconstitutional but offering a partial delay to give Congress a chance to address the issue…The Department of Homeland Security said it would no longer accept new applications for Deferred Action for Childhood Arrivals, which has provided renewable, two-year work permits to nearly 800,000 dreamers. The agency said those currently enrolled in DACA will be able to continue working until their permits expire; those whose permits expire by March 5, 2018, will be permitted to apply for two-year renewals as long as they do so by Oct. 5.”

Bloomberg reports that immigration attorneys are seeing what could be an expansion of a USCIS effort to root out fraud in the immigration system. It’s “clear” the agency is looking for fraud across all visa categories, AILA Treasurer Allen Orr said.

If you have cases like that could you let me know. I would love to get this to them in mid-September so that they have the information by our next liaison meeting.

In times like these, all of us on the “right side of history” —  who have reflected on things like the causes of World War I and World War II, the horrors of Communism, Jim Crow Laws, the failure of the American Legal System to stand up to racism during most of the century following the Civil War, and the costs of “science deniers” —  need to stick together and work as a team to resist and ultimately defeat the forces of darkness and evil that have taken over our Government, our country, and are now threatening the future and safety of our world. They can’t be allowed to prevail with their ignorant, yet disturbingly arrogant, messages and actions of hate, disdain, racism, and selfishness.

Time for the “good hombres” to stand up and be counted in opposition to the “bad hombres!”

James Hohmann writes in the Washington Post:

“THE BIG IDEA: Donald Trump believed he could convince China to pressure North Korea to stop its nuclear activities. Then President Xi Jinping tutored him on the history of the region.

“After listening for 10 minutes, I realized that it’s not so easy,” Trump told the Wall Street Journal on Wednesday, recounting the session at Mar-a-Lago. “You know, I felt pretty strongly that they had a tremendous power over North Korea. But it’s not what you would think.”

This comment is funny because, in 2011, Trump claimed that he has read “hundreds of books about China over the decades,” including works by Henry Kissinger, American journalists and Chinese novelists. Looking to do more business with Beijing, he provided a list of 20 books about China to Xinhua, the official Chinese news agency, that he said had helped him understand the country, its politics and its people. “I know the Chinese. I’ve made a lot of money with the Chinese. I understand the Chinese mind,” Trump said six years ago. His list had some surprising titles on it, including “Battle Hymn of the Tiger Mother.”

Color me skeptical that Trump has read anything by Amy Chua.

— Even if he has, the fact our president needed an introductory tutorial on Sino-Korean relations to understand how hard it is to contain Pyongyang is just the latest illustration of one of his blind spots: He and his inner-circle have very little sense of history.

— It is a cliché, but there is truth to it: Those who cannot remember the past are condemned to repeat it.

— Trump has committed several small but memorable faux pas since the inauguration:

He mentioned Abraham Lincoln during a fundraising dinner for the National Republican Congressional Committee last month. “Most people don’t even know he was a Republican,” Trump said. “Does anyone know? Lot of people don’t know that!” (Most likely, every person in the ballroom knew and has attended at least one Lincoln Day dinner.)

On Lincoln’s birthday in February, Trump tweeted out an obviously fake quote from the 16th president: “In the end, it’s not the years in your life that count, it’s the life in your years.” He later deleted it.

Frederick Douglass is an example of somebody who’s done an amazing job and is getting recognized more and more, I notice,” he said at a Black History Month event. (Douglass died in 1895.)

“Have you heard of Susan B. Anthony?” he asked at a Women’s History Month reception in March.

In January, Trump said Rep. John Lewis (D-Ga.) – who is best known for almost getting beaten to death as he marched on Bloody Sunday in Selma – is “all talk, talk, talk – no action or results.” There are things Lewis could be fairly criticized for, but no one who knows anything about the civil rights movement would agree that being “all talk” is one of them.

— Those four gaffes were tailormade to go viral on social media, but the president has made other comments that perhaps better underscore his lack of depth on U.S. history. Only someone who doesn’t understand the ugly history of the 1930s, for example, could have so wholeheartedly embraced “America First” as a mantra, let alone made it a rallying cry in his inaugural address. The slogan was first popularized by Nazi sympathizers.

— Trump has embraced Andrew Jackson as his political idol, hanging his portrait in the Oval Office and even flying to Nashville on his 250th birthday to lay a wreath on his tomb. In a speech there, he identified with the seventh president because he took on the “arrogant elite.” “Does that sound familiar?” Trump said with a sly smile.

Yet the very next week, in Louisville, the president claimed the mantle of Henry Clay. “Henry Clay believed in what he called the ‘American system,’ and proposed tariffs to protect American industry and finance American infrastructure,” the president said in a long riff. “Like Henry Clay, we want to put our own people to work. … Clay was a fierce advocate for American manufacturing. … He knew all the way back, (in the) early 1800s, Clay said that trade must be fair, equal, and reciprocal. Boom!”

Anyone who has a passing familiarity with 19th century history knows how goofy it is to embrace both Jackson and Clay. “They were absolutely feral enemies,” Fergus Bordewich, a Clay biographer, told Time after Trump’s speech. “They absolutely hated each other. They shared almost no views in common.”

— Sean Spicer’s cringe-worthy comments this week that Syrian President Bashar al-Assad’s actions were worse than Adolf Hitler’s suggested a more endemic problem of historical illiteracy in the White House. The press secretary has since apologized for saying that Hitler “was not using the gas on his own people in the same way that Assad is doing.” He also referred to concentration camps as “the Holocaust centers.”

Because Spicer made his comment on the first day of Passover, the observant staff members at the Anti-Defamation League had their phones and televisions off. So they didn’t find out until Wednesday night what had happened. Leaders of the group reached out to the White House yesterday to offer a training session on the Holocaust. “The organization has taught classes on Hitler’s murderous campaign — which exterminated 6 million Jews and millions more LGBT people, Poles, socialists and others — to more than 130,000 law enforcement professionals and 35,000 teachers,” Julie Zauzmer reports. ADL is willing to offer a free session to Spicer or “anyone at the White House who may need to learn more about the Holocaust.” Spicer didn’t respond to an email about whether he’d do it.

— Trump has admitted that he is not intellectually curious. In a moment of candor, he told The Post’s Marc Fisher last summer that he has not read any biographies of presidents. He said he would like to someday but never has time. Then he explained that he does not need to read extensively because he reaches the right decisions “with very little knowledge other than the knowledge I [already] had, plus the words ‘common sense,’ because I have a lot of common sense.” Trump told Marc he is skeptical of experts because they can’t see the forest through the trees and lack his good instincts.

— This is a break with many of his predecessors. Barack Obama, George W. Bush and Bill Clinton all invited elite historians for private dinners at the White House. Each thought deeply about his place in history as he mulled weighty decisions. Bush, who majored in history at Yale, heavily employed historical analogies in his speeches. John F. Kennedy even hired Arthur Schlesinger Jr. to be his in-house historian.

— Trump’s very dark world view is one of the ways his lack of historical perspective manifests itself. David Nakamura contrasts how Obama and Trump see the world in a piece for today’s paper:

“Addressing the United Nations last fall, Obama took a moment to highlight for fellow world leaders what he called ‘the most important fact’ about the state of global affairs: Human existence on planet Earth is good — and getting better. War is down, he said, while life expectancy is up. Democracy is on the march, and science has beaten back infectious diseases. A girl in a remote village can download the ‘entirety of human knowledge’ on a smartphone. A person born today, Obama concluded, is more likely to be safer, healthier, wealthier and better-educated — and to see a path to prosperity — than at ‘any time in human history.’”

President Trump does not inhabit this world: “To Trump, the world is ‘a mess,’ as he said during a White House news conference this week. ‘It’s crazy what’s going on,’ Trump said. ‘Whether it’s the Middle East or you look at — no matter where — Ukraine — whatever you look at, it’s got problems, so many problems. Right now, it’s nasty.’”

“President Obama constantly reminded us that our own times are not uniquely oppressive,” said Douglas Brinkley, a presidential historian and author at Rice University. “There’s a feeling due to the 24-7 news cycle that everything is a crisis mode, when the fact of the matter is, Americans have it better now than ever before.”

During a town hall-style event with young people in Malaysia in September, Obama blamed the flow of information bombarding news consumers on televisions, computers and smartphones for making it appear “as if the world is falling apart.”“Everybody is shouting and everybody hates each other,” Obama said. “And you get kind of depressed. You think, ‘Goodness, what’s happening?’”

Trump, of course, consumes most of his news from cable television and Twitter.
