President-elect Joe Biden, who pledged to serve all Americans, can respond boldly to address the needs of large swaths of rural America where people feel left behind. In the first 100 days of his administration, he can prove that he wants to see real change and will act to secure broader prosperity.

Drawing on more than 20 years of working in communities across four rural states, we see actionable, specific opportunities for Biden to make federal policy work for rural places. Here’s what we recommend:

• Engage in genuine conversations in rural places about the role of the federal government. The pandemic aside, fundamental economic changes, limited career pathways and crumbling (or non-existent) infrastructure plague many rural places. These challenges require public-private partnerships, directed by local needs and leadership. Many of the federal programs designed to address the underlying issues in rural places fail because they were designed for the rural reality of 1960, not of today. Let’s get current, understand why programs aren’t working and make them better.

• Elevate rural to the level it deserves in the president’s Cabinet. Rural places are currently served through a web of programs spread across numerous federal agencies. One might think this approach would help address policy deficiencies, but in fact, when everyone is in charge, no one is. The Biden administration can send a strong message that it means business by putting someone clearly in charge of its rural agenda and creating a new Department of Rural Development dedicated to improving, centralizing, and deploying the support and services necessary for rural people and places to thrive.

• Invest in doing economic development differently in rural places. Federal employees work diligently on their mission, providing grants and other services to constituents as directed by statute. And yet, the available tools for solving complicated, systemic and immediate issues are limited. To do economic development differently – and better – we need to eliminate programs that have limited utility, expand others that focus on building capacity in rural places, increase the flexible application of federal dollars and move the measurement of economic development outcomes beyond one-dimensional (and fleeting) metrics like job creation.

• Focus on and communicate about rural-urban connections rather than the divide. Rural places don’t benefit from being talked about as a monolith, a backwater or fly-over country. Rather, we as a nation need to raise up narratives and policies that recognize differences in rural places across the country, and that celebrate and support the natural, community, and economic assets that define those communities and their relationship to nearby urban areas. The stereotype of the American dream is changing. We now have a tapestry of rural, suburban and urban, and an opportunity to focus on collective prosperity rather than competition, exclusion and negative trade-offs.

The first hundred days will show how the Biden presidency will serve all Americans. Yes, there is a pandemic raging, but the widening gulf between rural and urban, rich and poor, red and blue requires a new tone, a new path and new solutions. Let’s get to it.

These are great, and timely ideas. They also present an outstanding opportunity to use the power of immigration to make our country a better place for everyone.

  • Immigrant entrepreneurs, small businesspeople, and investors can pool their ideas, skills, and resources with rural communities. Innovative rural Americans can help redesign and tailor methods that have worked in other countries for the American situation.
  • Immigrants with experience in agriculture and product marketing can help alleviate some of the labor shortages in rural areas.
  • Immigrants with tech skills can partner with rural Americans to help insure that, rather than sometimes being left behind, rural areas are on the cutting edge of accessible, high speed, state of the art technology that will integrate many educational and commercial activities with those now centered in “urban hubs.” (For example, why couldn’t a high tech area in rural America where land and housing are cheaper and a skilled (or highly motivated and trainable) workforce is eager for work be just as effective as Crystal City, VA as the next big tech hub?)
  • Immigrants with health service backgrounds can assist even more rural communities in insuring that first-class healthcare (and the jobs and economic opportunities it creates) is available everywhere in America.
  • My experience is that immigrants of all types, like rural Americans, highly value education, particularly for future generations. Innovative educational programs can be developed to meet the common needs of immigrant and rural communities. 

There are just a few of the opportunities that come to mind. Obviously, I’m not a labor economist. But, I’m sure that if immigrant advocates concentrate on ways to actively engage and integrate immigrants into solving problems and improving the quality of life in rural and small-town America there are many other great opportunities for success out there just waiting to be tapped.

Immigrants have always been “part of the solution” rather than “part of the problem” in America. After four years of counterproductive unrestrained bigotry, false narratives, and hate-driven lies, its time for “truth, justice, and the American way” to come to the forefront again.

Last week President Trump suspended visas for huge categories of immigrants, allegedly to “protect American jobs.”

To understand how disingenuous this rationale is, consider the case of Vihaan Baranidharan.

Vihaan is stuck in India, where he went to see his sick grandmother for what was supposed to be a short visit. Thanks to Trump’s order, he’s blocked from getting the visa stamp needed to return to Dallas. But Vihaan has not taken, nor has any plans to take, any American’s job. He doesn’t have the experience to be competitive in the U.S. job market — or even sufficient vocabulary.

Because Vihaan just finished first grade.

“What risk could he pose to the U.S. economy?” pleads his mother, Sindhu Turumalla. “He is 7.”

That doesn’t matter to the Trump administration, which is exploiting the economic downturn as another excuse to punish immigrants — whether legal or undocumented, professional or working class, entrepreneur or student, adult or child.

The United States is so far the only country to “explicitly justify mobility limitations not on grounds of health risk, but to protect the jobs and economic wellbeing of” its citizens, according to the Migration Policy Institute.

In an April executive order, Trump suspended issuance of green cards for most people applying from abroad. Last week’s executive order expanded the ban to large categories of temporary, employment-based visas. This included the highly skilled immigrants the administration usually claims it prioritizes, as well as any spouses and minor children who normally accompany these workers.

The U.S. economy is indeed in bad shape. But it’s hard to fathom that the estimated 377,000 would-be immigrants now barred from entry present much “risk to the U.S. labor market,” as Trump claims.

Keeping them out, however, could actually harm the economy in the long run. Vihaan’s family presents a helpful case study.

His dad, an executive handling cybersecurity at a major global bank, has been based in the United States since 2017 on a visa specifically for executives transferred from abroad within the same company. He manages, and hires, U.S. workers. While unemployment overall is in double digits, in his field — computer-related occupations — unemployment has declined since the pandemic began, hitting 2.5 percent in May.

What’s more, economists generally believe that highly skilled immigrants like him create job opportunities for Americans and make the country more competitive, especially in STEM, or science, technology, engineering and math, fields.

Let’s see, 21 million Americans out of work. 377,000 foreign workers barred. That’s less than 2% — statistically insignificant. But, politically, it’s “red meat” to Trump’s White Nationalist followers.

Beyond that, it’s largely apples and oranges. Among others, Trump is barring intracompany executives and managers, those with specialized business knowledge, skilled professionals, and those coming under exchange programs. But, the hardest hit sectors of the U.S. workforce have been things like hospitality, government, and mining. 

So, Toyota is going to hire an out of work bartender to run a U.S. Division? An international tech company is going to replace its chief information officer with an out of work coal miner? Or, perhaps a laid off government bureaucrat is going to replace a seasonal camp counselor in Maine? Not likely. More realistic that the employer would simply shift the work abroad or just close or reduce the U.S. operations.

During my years in the INS, we went through various iterations of “programs” to notify state and local employment agencies when a major enforcement operation supposedly “freed up” jobs for U.S. workers — usually in agriculture or manufacturing. None of these efforts created meaningful opportunities that U.S. workers were ready, willing, and qualified to take, at least on any systematic, consistent, or widespread basis.

The oft-cited claim that “they are taking our jobs” or that deportations, exclusions, and bars “protect the American labor market” is largely unsupported by hard data. Let’s just take a look at those who advance such basically mythical claims: nativist immigration groups and GOP politicos.

These are the same folks who oppose increases in minimum wages, bust unions, eliminate health and safety protections, don’t believe in health care, weaken anti-discrimination protections, cut unemployment benefits, and support management’s unilateral right to exploit workers to the max. These are not groups and individuals with any real concerns about the health or welfare of U.S. workers except to the extent that they think their claims — supplemented with racist dog whistles identifying the “foreign invaders” as people of color — might win them some votes at election time.

Or let’s take something more basic. I just listened to a news report saying that the simple act of everyone wearing a mask could save the U.S. economy one trillion dollars. That’s real money!

So, if Trump, Pence, and the GOP really wanted to help American workers and the economy in a meaningful way, they would be pulling out all the stops to promote, actually demand, that all Americans wear masks and practice social distancing. They would be strongly supporting governors, mayors, and public health officials urging these uniform practices. Yet, that’s not what’s happening. 

The visa suspension is just another Trump racist ruse. Something to make the gullible think he is concerned about them when fact is he’s never been concerned for anyone in his life except himself. But, it’s dangerous because it promotes the myth of the link between immigrants and America’s economic problems and shifts the attention from the Trump kakistocracy’s “malicious incompetence” that actually was a major contributing factor to our inept, at best, COVID-19 response and the problems and chaos that have followed.

The real situation looks more like this: 1) with the economy ailing, there would be a natural decline in job-based immigration in certain sectors because of market forces, regardless of what Trump does; 2) with America’s well-advertised failure to deal competently with COVID-19 and Trump’s ugly hate rhetoric, “immigrants with choices” may well choose other destinations (Canada is one that is already benefiting from Trump’s obsession with xenophobic immigration policies); 3) with Americans barred from entry into the EU and perhaps other countries, the vital force of immigration and its overall positive effect on the world economy will be muted in the U.S.; and 4) with the legal immigration system, including the refugee and asylum systems, shut down whatever future immigration does occur under Trump is likely to be of the extralegal variety, unscreened, unmonitored, and uncontrolled. 

The latter are likely to be refugees with limited options, driven more by necessity than economics, although for many refugees persecution and economic factors are inextricably intertwined. Even here, the practical difficulties of travel during a worldwide pandemic are likely to have more of an impact than Trump’s elimination of asylum.  

Indeed, our country has long benefitted from asylum seekers’ (now sadly misplaced) trust in the U.S. legal system that leads to their turning themselves in at ports of entry, surrendering near the border, or voluntarily applying at a USCIS Asylum Office in the U.S. With the U.S. legal system now in “full fraud mode” refugees stand a better chance of  losing themselves in the interior than of gaining protection from a system specifically designed to treat them unfairly and abusively.

Trump claims great “success” for his abrogation of the legal immigration system and crimes against humanity. But, who really knows how many folks cross the border without our knowledge and where they end up? And, no ridiculous and wasteful wall is going to stop that.

That doesn’t mean that the extralegal immigration won’t be beneficial — past extralegal immigration has benefited the U.S. overall and often, but not always, the migrants themselves. But, by keeping migrant populations underground, living in fear and uncertainty, and subject to exploitation, we limit the immigrants’ abilities to reach their full potential and to contribute fully to our society. In other words, we limit our own capacity to get the full benefit of the reality of human migration in a global society.

In November, we have a chance to end the stupidity and cruelty and to establish a more just society that recognizes the benefits of equal justice for all and treats migrants fairly, humanely, rationally, and with respect for their legal and human rights. We can’t afford to blow it, again!

This November, vote like your life depends on it!  Because it does!

A new study shows Trump’s anti-immigration policies will end up hurting the US

The Donald Trump administration’s planned measures to help American graduates find jobs during the Covid-19 pandemic may backfire in the long term.

Over the past couple of months, the US government has proposed several restrictions on foreign skilled workers, which it believes will open up opportunities for locals. However, a recent University of California San Diego immigrant rights study (pdf) has said immigrant rights enhance the lives and livelihoods of native workers in many ways such as improvement in incomes, sparking innovation, reducing crime and increasing tax revenues.

“We find there are several areas where strengthening migrant worker rights benefits native-born workers, outweighing any costs borne by them,” researchers Gaurav Khanna and Anna Brown found.

The research comes after Trump hit pause on immigration into the US via employment and family routes in April, affecting more than 20,000 people each month. A May 7 letter from a group of four Republican senators urged Trump to suspend the Optional Practical Training programme (OPT), which allows international students to work in the US for up to three years. Six days later, the New York Times reported Trump is considering barring the issuance of new visas in certain employment-based categories, including H-1B.

Here’s a break-down of how hurting immigrant sentiment is tied to the welfare of the US economy:

Entrepreneurship and innovation

Any change to immigrant laws could hurt the US’s long-term plans around innovation and new ventures because giving immigrants legal permanence and a sense of stability incentivises local investments.

“These new businesses may lead to an increase in jobs and a larger tax base,” the researchers said. “While much of the literature has focused on the potential of H-1B visa-holders to develop new patents and technologies, there is strong evidence suggesting that this relationship between immigration and innovation holds more broadly.”

Around 45% of Fortune 500 companies have been founded by immigrants or children of immigrants. These companies amass more than $6 trillion in revenue per year and include tech giants like Google-Alphabet, Microsoft, Tesla, and Apple. A previous study by Khanna revealed that hiring H-1B workers was strongly associated with firms introducing newer products.

Threat of reverse brain drain

The report also says America’s talent crunch could worsen if foreign professionals are not retained.

“When the US crisis abates, there may be a scarcity of high-skill professionals, which could stall a robust recovery,” Khanna, co-author and assistant professor of economics at the school of Global Policy and Strategy (GPS), said in a June 4 press release.

Silicon Valley’s gaping tech skills gap has long been plugged by foreign talent.

Back in 1994, the number of computer scientists in the US who were born abroad was less than one in 10. By 2012, the share was up to a quarter.

Most tech workers are employed under the H-1B programme, which is only renewable for up to six years. Workers who are not on track for a green card have to return home. “Such forces, set into motion by the six-year H-1B limit, have shifted production from the United States to India,” the research states. Extending the H-1B limit or making the green card process easier would allow employers to retain this high-skill talent.

And it’s not just about Silicon Valley. The IT sector has downstream effects on other industries that use software, such as banking and manufacturing.

Higher wages, more jobs for locals

The presence of immigrants had a more favourable effect on incomes, the researchers found. A study conducted by the US Department of Labor showed that granting legal status to migrant workers resulted in their wages rising by 15.1%.

Restrictions on the H-1B will have an outsize effect on Indians, who receive three-quarters of the visa, but they wouldn’t be the first group to fall prey. Historically, Chinese, European, and Mexican labour flow into the US has been limited or stopped altogether based on unsubstantiated evidence about these workers depressing wages.

“Often, such policies have been motivated by resentment against foreign workers; however, this fear may be based on false perceptions and lack of evidence,” the authors of the paper write. “This resentment may also be driven by racial prejudices and xenophobia.”

However, the reality is that protecting migrant workers from exploitation eventually levels the playing field between immigrants and non-immigrants. “Migrant workers, who are not legally protected, face much lower wages compared with their native counterparts,” according to Khanna. “This is detrimental to US-born workers, who are less likely to be hired. Ensuring migrant workers have substantial rights inadvertently helps US-born workers as well.”

A better tomorrow for America

Less crime: Trump has often tried to draw a link between immigrants and rising crime rates. But there is little truth in these claims. Between 1970 and 2010, increases in immigration in US metropolitan areas were correlated with decreases in both violent (homicides, assaults, etc) and property crimes (burglary, motor vehicle theft, etc), past research shows. Then, a 2007 studyfound that incarceration rates are lower for immigrants and far lower for newly arrived immigrants.

More taxes: Contrary to popular belief, undocumented migrant workers pay taxes, mostly income taxes, which are estimated to be at $11.7 billion. This number would rise by $2.2 billion if undocumented migrants were granted legal status. For a country with $804 billion in fiscal debt, every penny counts.

Future workforce: Children of currently undocumented individuals who are born in the US can join the country’s workforce, adding to productivity and expanding the tax base.

I’ve pointed out to my students that bigger investments by the Feds in Wage & Hour and OSHA enforcement, as an alternative to expensive, inhumane, wasteful, and often counterproductive civil immigration detention and enforcement, is something that a wiser and more intellectually honest Administration should consider in the future, in combination with a more robust and realistic legal immigration system.

Here’s three reasons why.

President Trump recently said that there were two reasons for virtually halting all immigration to the United States in response to COVID-19. The first was to prevent the spread of the disease domestically. The second was to save American jobs for American citizens. We’ve already analyzed the first claim, this post will look at whether reducing immigration further will help save jobs for Americans. The answer is no.

 

Unemployment is spiking during the COVID-19 crisis. Americans are reacting to the virus by changing their economic behavior by working at home where possible, spending less time in dense public places, and in numerous other ways that result in less economic activity – sometimes voluntarily and sometimes in response to government shelter in place orders. As a result, employment is falling. In this situation, many pundits are arguing that further restricting immigration will preserve jobs for American citizens. Further restrictions will have no such impact. I’ve written much about the economic effects of immigration before, but here are some big takeaway points related to the recent immigration ban:

First, immigrants come to the United States primarily because of economic opportunity. Even those coming today on green cards intended for family‐ reunification are primarily coming to reunite with family members who, at one point in the chain, came for economic reasons. If the benefits of coming to the United States are greater than the costs (psychological costs, cost of moving, opportunity cost, danger of migrating, etc.), then many people will do so.

The biggest benefit of coming to the United States is higher wages, which are higher here because immigrant workers have a greater marginal value product (MVP=the number of goods produced by a worker multiplied by the market price for those goods). That means that immigrants are more productive here than in their home countries, so they supply more goods and services that are sold at higher prices. The amazing thing about demand for labor is that it is entirely determined by the worker’s MVP.

Economists Michael Clemens, Claudio Montenegro, and Lant Pritchett estimate the place premium, which is the estimated wage benefit of moving to the United States adjusting for the cost of living through a measurement called purchasing power parity (PPP). For example, they estimate that a working age Mexican male with 9–12 years of education who was educated in his home country can expect a 2.6-fold increase in his wages. That’s an enormous gain.

Immigration slows during a recession because the number of jobs decreases and, oftentimes, wages also adjust or their growth slows. Thus, the big benefit of immigrating to the United States evaporates for many immigrants during a recession. Immigration falls during recessions because immigrants benefit less from coming here, but natives benefit less too so the government also typically responds by increasing immigration enforcement. Less commonly, the government restricts legal immigration like President Herbert Hoover did in 1929 at the beginning of the Great Depression. The flow of illegal immigrants into the United States changes most dramatically during a recession as they’re the most economically sensitive immigrants.

For what it’s worth, Alex’s findings match my “anecdotal observations” over more than a decade at the U.S. Immigration Court. During the earlier recession and its aftermath, other than asylum applicants, more migrants appearing at my “Master Calendar” told me that they did not want to fight their cases and just wanted to “go home,” either voluntarily or at USG expense under a “final order.” As the US economy improved, the number of non-detained individuals agreeing to voluntary departure or “taking a final order” appeared to decrease. 

While, as Alex acknowledges, immigration is not “totally market driven,” particularly for those fleeing persecution, we certainly would do better as a nation to design a robust legal immigration system that worked in harmony with market forces, rather than directly against them as has too often been the case.

Generally, markets are going to be a more effective and efficient regulators of immigration than expensive, coercive, and often ineffective, “maximum enforcement.” 

Indeed, when our economy was “booming,” unemployment was low, and most of the estimated 10-11 million “undocumented individuals” in the U.S. were staying out of trouble, minding their own business, employed or studying, and contributing to our economic success. The trouble was not “failed enforcement,” as the White Nationalists like to claim, but rather a failed legal immigration system that should have found ways that these individuals who form an important part of our society could have been pre-screened and admitted legally in the first place. That also would have diminished the allure of human smugglers and facilitated even greater contributions to our tax base. The answer to a clearly failed and counterproductive policy is not to double down on its cruelest and most futile aspects — unfocused enforcement,

Even in cases where immediate immigraton isn’t possible, if there is a “real line” for legal immigration (not the bogus one invented by the nativists) and it progressed reasonably and predictably, most individuals would use it. In my experience, most immigrants and employers would much prefer to use the legal system, even if it has some delays and costs, if it presents a realistic and not-cost-prohibitive alternative to “extralegal” or “black market” migration.

If we are to continue to succeed as a nation, at some point, we must stop listening to the voices of the Trumps, Millers, Sessionses, Cuccinellis, Barrs and other White Nationalist bigots urging us to “return to the failed policies of the past” and instead develop a forward looking immigration and refugee system that sees migrants for what they are: an important and necessary element of our nation and our world. It’s the right and smart thing for a “nation of immigrants” to do.

So, expect the ban to last indefinitely and to increase in scope regardless of what happens with COVID-19. Xenophobia, racism, and appeals to White Nationalism are once likely to be the centerpiece of Trump’s reelection strategy, particularly with the economy in ruins.

April 21, 2020. Migrants didn’t bring coronavirus to the U.S. Inevitable as its arrival was, U.S. travelers returning from abroad hastened the infection. The Trump regime ignored advanced warnings, wasted time, failed to prepare, and intentionally misled the public into believing that the problem was minor and under control. As we know, it was neither. No wonder the “Chief Clown” needs to shift attention to “the usual suspects.” 

Rather than being a threat, courageous, talented, hard-working migrants of all types have been at the forefront of our battle against coronavirus. They put their own lives at risk to provide health care, medical research, food, sanitation, delivery, stocking, transportation, cleaning, technology, and other essential services. Their reward from Trump, Miller, and the other regime racists: to be scapegoated and further dehumanized by those whose “malicious incompetence” actually threatens the health and safety of all Americans.

Nobody knows what the U.S. economy will look like post-COVID-19. But, we can be sure that migrants will play a key role in our future. And, of course, permanent legal immigrants are carefully screened and required to undergo health examination before being admitted. 

Meanwhile, Democrats complain, but show show no sign of actually using their leverage to halt the regime’s invidious assault on migrants. They weren’t even to get all taxpaying immigrant families included in the initial stimulus payments nor have they been able to require immigration authorities to comply with best health practices for detained migrants. Nor does it look like the needs of migrants will be addressed by the latest proposed legislation, although exact details are still pending. So, their bluster is just that —bluster.

Undoubtedly, the brave lawyers of the New Due Process Army will mount legal challenges to this latest assault on the rule of law. While some challenges might succeed in the lower Federal Courts, to date the “J.R. Five” on the Supremes have shown no inclination to look critically at any of the regime’s many misuses and abuses of so-called “emergency” and “national security” rationales, even when they are transparently bogus “pretexts” for xenophobia, religious bigotry, and racism. 

Perhaps it’s largely a moot point right now. Market forces affect immigration. With worldwide travel restrictions, borders closed, and 22 million out of work in the U.S., the allure of migration to the U.S. should be sharply reduced.

The Trump regime’s open hostility to immigrants plus our chaotic response to COVID-19, perhaps the world’s worst overall at this point, might make the U.S. a less attractive place for future immigration, particularly for legal migrants who have other choices. Demand for migration is normally a sign of economic and social health. As America fades into disorder under the kakistocracy, so might our ability to attract migrants, particularly those we claim to prize.

According to James Hohmann at the Washington Post, senior officials at the DHS were surprised by Trump’s late night tweet announcing the impending action. As Hohmann noted, that’s an indication of the deep thought, analysis, and preparation that went into this action. Trump has normalized incompetence and dumb decisions made based on a racist political agenda to the point where they barley cause a ripple in our distorted national discussion anymore. I’d say it was like being “goverened” by a five-year-old, but that would be a supreme insult to most five-year-olds I know.

While the “Chief Clown” can’t move fast enough to reopen the economy, even in the face of solid evidence that the it’s premature in most areas, don’t expect the bogus “immigration emergency” to end as long as this regime is in power. Crisis becomes yet another opportunity for the “worst of the worst among us” — the kakistocracy — to act on their biases and prejudices and get away with it.

WASHINGTON — Congressional Democrats slammed President Donald Trump after he announced that he plans to suspend immigration to the United States, arguing that such a move does nothing to protect Americans from the coronavirus and deflects attention away from his handling of the outbreak.

House Democratic Caucus Chairman Hakeem Jeffries, D-N.Y., tweeted that Trump is the “xenophobe. In. chief.”

“This action is not only an attempt to divert attention away from Trump’s failure to stop the spread of the coronavirus and save lives, but an authoritarian-like move to take advantage of a crisis and advance his anti-immigrant agenda. We must come together to reject his division,” tweeted Rep. Joaquin Castro, D-Texas, chairman of the Congressional Hispanic Caucus.

Shortly after 10 p.m. ET on Monday, Trump announced in a tweet, “In light of the attack from the Invisible Enemy, as well as the need to protect the jobs of our GREAT American Citizens, I will be signing an Executive Order to temporarily suspend immigration into the United States!”

There were no additional details. A senior administration official said Trump could sign the executive order as early as this week.

The tweet came as the death toll in the U.S. from COVID-19 topped 42,000 people, according to Johns Hopkins’ Coronavirus Resource Center.

Sen. Tim Kaine, D-Va., Democrats’ 2016 vice presidential nominee, called it a “pathetic attempt to shift blame from his Visible Incompetence to an Invisible Enemy.”

Here’s how Global Cafe in Memphis is helping healthcare workers in a city that’s both food-insecure and extremely charitable.

Memphis has been a long-time hub for the civil rights movement and more recently, food activism. Global Cafe is no exception.

Located in Crosstown Concourse—a former Sears distribution building that has been transformed into a 1,200,000 square foot mixed use space—the international food hall hosts three immigrant/refugee food entrepreneurs cooking and selling an eclectic mix of affordably priced, authentic dishes from their home countries, which currently includes a delicious mix of Syrian, Sudanese and Venezuelan cuisine. Think: delectable arepas, amazingly tender shawarma, and freshly made baba ganoush.

Since the COVID-19 crisis, the Global Cafe team has been putting their culinary ingenuity to work feeding overtaxed medical professionals and people economically impacted by the virus. For a small donation, they’ll buy food, cook it, and deliver it to people in need.

So far, they’ve cooked and delivered hundreds of meals to the night ER shift at LeBohneur Germantown, the physicians at LeBonheur, the respiratory ICU unit at Baptist East, as well as First Congo Food Justice Ministry in Midtown and the staff of Church Health.

Giving back to the community is part of Global Cafe’s life blood, explains owner and CEO, Sabine Langer.

“Post-election, the climate was very negative towards immigrants and refugees. As an immigrant, I wanted to find a way to make a difference in the lives of immigrants and refugees. I wasn’t sure exactly how but after lots of research, it became apparent that I could help some of the women I had met that were cooking on the side trying to make an additional income to support their families,” she says.

By empowering immigrant and refugee entrepreneurs to set up food businesses with zero start-up cost, Langer says that the food hall has been a wonderful catalyst for many of the team members.

“One of our chefs was able to pay off her house, another one was able to purchase a house, and our trusted dishwasher recently bought a car. It’s fantastic to see this and it warms my heart to know that we are true to our mission and really making a difference in everyone’s lives,” she says.

Immigrants have long been a powerful force in our culinary arts and food supply. That has become even more obvious during this crisis.

When the pandemic finally gets under control, will we recognize these essential contributions by improving wages, working conditions, and providing a social safety net for these essential workers? Or, will we go back to undervaluing and disrespecting their contributions? Will we emerge as a more equitable, just, and caring society? Or, as happened after the last recession, will we allow the privileged and powerful to increase their authority and line their pockets at the expense of the vast majority of Americans? The lack of an adequate “safety net” has become obvious; but will we finally do what’s necessary to promote the common good rather than living from “crisis to crisis?”

Already, far-right White Nationalist pols like Jeff “Gonzo Apocalypto” Sessions are cynically using the pandemic as an excuse for pushing “immigration moratoriums” and other nativist schemes. Don’t let them get away with it! Immigrants aren’t “taking our jobs;” they’re “saving our lives,” often at the risk of their own!

The novel coronavirus has been particularly harsh on immigrants. After facing years of harassment and persecution from the Trump administration, the 11 million undocumented immigrants living in the United States have now been left unprotected, unable to receive aid from the government’s historic stimulus package, even though they pay billions of dollars in taxes every year

Local and state officials, especially those in immigrant-friendly states such as California, are scrambling to find a way to help their undocumented communities, but it might not be enough. Without appropriate federal support, prompt access to more effective unemployment benefits or paid sick leave for those in need, many communities could be devastated. Left with the agonizing decision of going to work in the midst of a pandemic that requires strict limits on public movement or see their livelihood disappear, many undocumented people are already risking their health.

This is a travesty. Undocumented immigrants are productive members of society who deserve all the care afforded to others.Even this administration has deemed workers who harvest and process the country’s food supply as essential, asking them to keep their “normal work schedule” during the crisis. “It’s like suddenly they realized we are here contributing,” Nancy Silva, an immigrant from Mexico who works in the fields of Southern California, told the New York Times. “Contributing” is an understatement. The immigrant workforce is critical for a significant number of industries in the United States.

In June, I interviewed John Rosenow, a Wisconsin dairy farmer who has relied on Mexican immigrants for years. “Our industry doesn’t exist without immigrant labor,” he told me. “Eighty percent of the milk in Wisconsin is harvested by immigrants. If you took the immigrants away, way over half of the farms would go out of business.” Wisconsin’s dairy industry is not alone in its dependence on immigrant labor. Indeed, almost 20 percent of food processing workers and more than 36 percent of agricultural workers are undocumented. The health-care industry relies heavily on immigrants as well,as do the country’s construction and service businesses.

Martínez worries that a protracted economic crisis could worsen the nativist backlash against immigration. “If things continue this way,” he said, “we could see further restrictions on work or entrepreneur visas, no matter the obvious contributions we all make to the economy.”

The United States will be worse for it, both morally and economically.

The well-being of the United States as a whole has never been a part of the Trump agenda. Nor is it for the White Nationalist restrictionists who promote his immigration agenda. Their agenda is based largely on racist myths and preconceived false narratives about the dangers of the “other.” 

But, in any emergency creating an economic downturn there will be a race to find “scapegoats.” Indeed, essentially “caught red-handed and in full view in failure,” Trump is desperately looking to shift the blame elsewhere for his Administration’s poor initial response and lack of planning. “With great power comes no responsibility” could be his motto. 

The nativists are already toting out their shopworn arguments that the pandemic should be an excuse and justification for yet harsher and more restrictive immigration measures. The rest of us need to fight back against their counterproductive nonsense.

OCCUPATIONAL AND physical therapists. Religious workers. Plant operators. Railway personnel. Construction workers. Maintenance and repair workers. Firefighters. Social workers. Nurses. Funeral workers. Truckers. That’s only a brief sampling of the jobs in the United States for which there are severe shortages of available employees, and way more openings than applicants.

A recent article in The Post detailed the heartbreaking effects of a drastic deficit in just one employment category — home health aides — in just one state, Maine, which has the nation’s second-highest percentage of people over age 65 . They and their relatives who cannot afford private home health aides (who charge roughly $50 an hour) are suffering. Nursing homes, similarly, are closing for want of workers. Even attempts to lure employees by raising wages have hit a brick wall; there simply aren’t enough job applicants in the state nor, apparently, enough people willing to move there.

Maine’s problems in that regard will soon be a national epidemic. Within a decade or so, at least a fifth of the population in roughly 28 states will be 65 or older. The effects of aging baby boomers will be compounded by a national fertility rate that has fallen to its lowest level in nearly five decades. That means younger people will not be available to replenish the ranks of older workers as they retire.

A rational immigration system, one that meets the labor market’s demands for workers in an array of skill categories and income levels, is the obvious antidote to chronic and predictable labor deficits. Unfortunately, the Trump administration, heedless of the pleas of employers, has implemented and proposed measures whose effect will deepen existing and future shortages. And it has done so even as the unemployment rate, now 3.7 percent, continues to bump along at near-historic lows.

A policy announced by the administration this month would impede large numbers of low-income legal immigrants from remaining in the United States, or coming in the first place, if they are judged likely to use public benefits to which they are entitled, including noncash ones such as housing subsidies and health care. The impact would be a dramatic reduction in newcomers, and in existing immigrants eligible to become legal permanent residents, or green-card holders, the final step before full citizenship. By targeting low-income and low-skilled migrants, the rule would perpetuate severe worker shortages in a variety of sectors.

Earlier this year, the administration unveiled a blueprint for legal immigration that, in a reversal, maintained overall levels of immigrants. That recognized that slashing immigration is a recipe for economic decline. However, the Trump plan, by favoring educated, skilled English speakers with strong earnings prospects over relatives of current residents, ignored the reality that retail, landscaping, food processing and dozens of other industries rely on relatively low-skilled labor — and are desperate for workers.

President Trump has leveraged nativist policies to his political advantage. He has been indifferent to their corrosive long-term economic impact. Far from making America great again, the president’s policies are likely to transform the United States into a second Japan, where an aging population and barriers to immigration have sapped the dynamism and prospects of what was once one of the world’s most dynamic economies.

One reason our current immigration system is failing is that it has ignored market forces both in the U.S. and in sending countries.  

That’s particular true with what we consider “manual labor” (which usually takes skills that most Americans either lack or have no interest in developing).

Working with market forces, rather than futilely trying to override or reverse them, would be a win-win-win. It would benefit the migrants, our country, and would greatly reduce the amount of time and money we waste on  cruel, controversial, legally questionable, and ultimately ineffective “civil enforcement” of unrealistic and unworkable restrictive immigration laws.

Even now, what if we welcomed qualified asylum seekers, screened and processed them rapidly for legal status, and worked with NGOs and states like Maine to place them in localities where their skills could be put to immediate use or they could be trained to make critical contributions to our society’s needs while improving their own situations?

Indeed, Maine already has an outstanding record of welcoming refugees and asylum seekers. Notwithstanding initial climate and cultural differences, an amazing number of forced migrants from Africa have resettled in Maine and contributed to their communities and the state’s well-being, as well as adapted to the “Maine way of life.” It’s a process of give and take integration that enriches both the immigrants and the communities in which they settle.

In this post, we’re answering a question we received from Jen: What is the economic impact of refugees in the near and long term (transition time between needing assistance and adding to the economy)?

Since the beginning of his presidency, Donald J. Trump and top advisers have portrayed refugees and asylum seekers as a risky, undesirable demographic.

In 2016, Vice President Mike Pence tried to ban the resettlement of Syrian refugees while he was Indiana’s governor. A federal appeals court blocked the attempt, finding that Pence lacked evidence supporting claims that Syrian refugees were a threat to the people of Indiana. Trump, for his part, issued an order in March 2017 with language suggesting that refugees are a fiscal burden.

The order demanded that U.S. officials produce a report “detailing the estimated long-term costs of the United States Refugee Admissions Program at the Federal, State, and local levels, along with recommendations about how to curtail those costs.”

The draft report didn’t support that assumption of burden, though.

In fact, researchers found that during the 10 years between 2005 and 2014, refugees and asylees here from 1980 on contributed $63 billion more to government revenues than they used in public services. Senior administration officials, possibly including White House aide Stephen Miller, quashed the 55-page draft and submitted a three-page report instead, The New York Timesreported. Soon after, the White House released a fact sheetselectively borrowing from the draft report by noting that the U.S. “spent more than $96 billion on programs supporting or benefitting refugees between 2005 and 2014.”

There were no references to the $63 billion more in taxes that refugees put into public coffers than the value of the services they used.

This pattern of cherry picking one side of the ledger isn’t unusual for those seeking to bolster a political argument. Trump used similar cherry-picked numbers to link immigration, in general, with American wage decline and fiscal strain during his 2016 campaign, as the Center for Public Integrity reported previously.

Before diving deeper into fiscal research on refugees, though — including what the quashed draft report found in detail — it helps to understand how refugees and asylum seekers differ. Some fiscal studies, including the study Trump ordered, scrutinize both groups. It’s also helpful to understand the size of these groups compared to the U.S. population.

HOW DOES SOMEONE GAIN REFUGEE OR ASYLEE STATUS?

Refugees are fleeing persecution or war and are admitted from abroad. To vet them, U.S. officials are dispatched to interview candidates as part of a lengthy screening process. United Nations or U.S. embassy officials refer candidates to the U.S. State Department. Refugees often seek temporary shelter in neighboring countries to escape violence and threats. Many Syrian war refugees, for example, have fled to Turkey, Lebanon and Jordan. After intensive screening, approved refugees enter the U.S. with the help of resettlement organizations and must sign promissory notes to repay the U.S. government for travel costs. About 75 percent of loans are repaid within 15 years and 64 percent within five years, according to the U.S. State Department.

Asylum seekers claiming to be fleeing violence or persecution, by contrast, can present themselves at a U.S. port of entry and request to apply for asylum, as outlined in international treaties the U.S. has signed, as well as U.S. law. The law also allows foreigners to apply for asylum after they’re already inside the United States, whether they entered originally on visas or entered illegally, with some restrictions. Immigration judges review cases to determine whether the asylum applicant’s fear meets the criteria for granting refuge. Asylum seekers have a right to retain an attorney at their expense — or seek pro bono help — but they don’t have a right to an appointed attorney in proceedings.

In 2018, even as refugee numbers surged globally, the Trump administration capped refugee admissions at 45,000. Only 22,000 were ultimately admitted, mostly from the Democratic Republic of the Congo, Burma and Ukraine. Trump used his executive power to cap refugee admissions this year to a new low, for annual caps, of no more than 30,000. In 2016, under President Barack Obama, the U.S. admitted 85,000 refugees.

Trump has also sought to deter mostly Central American migrantswho are arriving often with children at the southern border and asking for asylum.

“The United States will not be a migrant camp and it will not be a refugee holding facility … not on my watch,” Trump said last year. In April of this year, after tweeting that the “country is full,” Trump unveiled an unprecedented proposal to require that asylum seekers pay an application fee. Trump argues that changes to the asylum system are needed because he believes that the vast majority of migrants are faking or exaggerating their fears — despite U.S. State Department recognition that murder rates, gang rapes and extortion are rampant in Central America, especially the main source countries of Honduras, Guatemala and El Salvador.

Refugees and asylees are a tiny fraction of the U.S. population, so it’s hard to credibly pin major national fiscal impact on either group.

Between 2009 and April 2019, a total of 648,482 refugees were admitted to the U.S., according to U.S. Department of State refugee data. That admissions total is equivalent to about 0.2 percent of the U.S. population of 328 million. Separately, between 2007 and 2017, a total of 263,215 people were granted asylum, according to the 2017 Yearbook of Immigration Statistics. That cumulative number is equivalent to about 0.08 percent of the U.S. population.

But isn’t there a backlog of asylum requests, potentially adding more people?

Yes. As of January 2019, 325,277 asylum request cases were pending. But even if all those cases were approved (they won’t be), that number would be equivalent to 0.1 percent of the U.S. population of 328 million. Further, if you were to multiply all those asylum cases by 10 — to account for an exaggerated number of family members who could benefit — that number would add up to the equivalent of 1 percent of the U.S. population.

But can’t refugees or asylees have a noticeable fiscal impact on communities, especially if the newcomers settle in groups, as immigrants often do? Yes. Let’s see what reputable studies show.

REFUGEES COME WITH NOTHING

Randy Capps is the director of research at the Migration Policy Institute, or MPI, a nonpartisan think tank based in Washington, D.C., that’s studied how refugees with a range of language skills and education integrate over time.

“Refugees come to the U.S. with nothing,” Capps said, but they “start making economic contributions right away and they’re not living off government assistance for very long.”

A 2015 MPI refugee-integration study found that between 2009 and 2011, the proportion of refugee men working was 7 percentage points higher than among their U.S.-born counterparts. Refugee women were as likely to work as U.S.-born women. Refugees’ income increased the longer they were in the country. The median income of refugees in the U.S. for at least 20 years was $31,000 higher than the median income of refugees here for five years or less.

MPI researchers also found that refugees’ use of public benefits decreases substantially over time.

Unlike other immigrants, refugees can access public health insurance and some other forms of aid when they arrive. Between 2009 and 2011, food-stamp assistance was a relatively high 45 percent for refugees for their first five years or less, the MPI study found. But food-stamp assistance fell to 16 percent among refugees here at least 20 years. Cash aid dropped from 7 percent to 2 percent for refugees in these same respective cohorts. And reliance on public health insurance fell from 24 percent to 13 percent.

Capps and his fellow authors suggested that providing English classes and job training for refugees while they’re still in camps undergoing the long vetting process could lead to even better outcomes. Ironically, the report also suggests, refugees’ high rate of employment in the U.S. could make it difficult for many to find the time to pursue more education to upgrade skills and earning potential.

Even so, as the Center reported in 2017, refugees are readily sliding into jobs in areas where labor is in short supply. Refugees from various countries are filling jobs at a Chobani facility in Twin Falls, Idaho, the world’s largest yogurt factory. And newly arrived refugees from rural areas of the Democratic Republic of the Congo and Asia are finding work at dairy farms.

In 2017, a draft of the refugee fiscal report that Trump had ordered was leaked to The New York Times, which posted it. The report was produced by the U.S. Department of Health and Human Services, whose Office of Refugee Resettlement is involved in refugee arrivals and initial integration. Research looked at both refugees and asylees.

Researchers looked at local, state and federal expenditures on refugees — as well as refugees’ tax contributions to those government coffers over the 10 years between 2005 and 2014.

The study found that 8 percent of refugees received Social Security or Social Security Disability benefits compared to 15 percent of the U.S. population. About 12 percent of refugees relied on Medicare benefits compared to 15 percent of the U.S. population.

On the other hand, 21 percent of refugees used SNAP, or food stamps, compared to 15 percent of the U.S. population. But only about 2.3 percent of refugees received TANF benefits, or cash aid, close to the same percentage as the U.S. population generally.

Overall, during the 10-year period, refugees and their non-refugee family members received $326 billion in government benefits and services, 60 percent from the federal government and 40 percent from state and local government. K-12 education accounted for 11 percent of expenditures on refugees. But that K-12 spending was only 0.4 percent of spending on K-12 nationally.

In the end, because of taxes they paid, refugees and their family members contributed more than $343 billion in revenue to federal, state and local coffers. On balance, refugees contributed $63 billion more than they received in benefits from various programs.

“In general,” researchers wrote, “after 10 years of residence those who entered the U.S. as refugees were similar to the U.S. population in terms of income and employment.”

The HHS draft also referenced research produced in various regions.

A 2012 analysis of the Cleveland, Ohio, area credited refugees with the creation of 650 jobs and $48 million worth of economic impact. A 2015 study of the Columbus, Ohio, area found that about 16,600 refugees supported more than 21,200 jobs and added $1.6 billion to the local economy.

Randy Capps of the Migration Policy Institute cautioned against putting too much faith in fiscal studies that zero in on costs alone. For example, the Federation for American Immigration Reform, or FAIR, a group that advocates slashing legal immigration, published a study in 2018 focusing on the first five years of refugee settlement and arguing that “the American taxpayer is being asked to feed, clothe and shelter” people with “few marketable job skills.”

In 2017, the Center for Public Integrity reported that U.S Department of Homeland Security staff were discussing adding an assessment of a refugee applicant’s “skills” to criteria that’s part of the foundation for the vetting process. The skills idea, confirmed by a Homeland Security spokesperson, upset U.S. refugee officers who screen applicants who’ve fled the trauma of war and persecution. It hasn’t gone anywhere.

More Trump “smoke and mirrors.” No, it isn’t about “diversity” as one Trump toady falsely claims. Trump eliminates the current diversity visas.

It’s largely about the (likely false) assumption by Trump and others in the GOP that they have cleverly defined “merit” in a restrictive way that will bring in more white, English-speaking, highly-educated individuals from Europe, Canada, Australia, New Zealand, etc. and fewer Africans, Hispanics, Haitians, and Syrians, etc.

Contrary to nativist expectations when the basic current system was enacted in 1965, “immigrants of color” have dramatically increased their share of legal immigration over the past half-century. That has led to a diverse, talented, innovative, dynamic, successful yet “less white” America. According to nativist stereotypes, dumping on family members and  refugees and increasing skill, educational, and English-language requirements will result in a “whiter” (that is “more meritorious”) immigrant population going forward.

However, like the nativists of 1965, Trump and his nativists might be surprised by the likely results of their own stereotypical assumptions. Actually, English-speaking immigrants from Africa, Haiti, the Middle East, Mexico, and Venezuela are among the highest skilled and best educated.

Of course, Trump’s elitist proposal also ignores that some of our greatest needs for immigrants pertain to important, but less glamorous, occupations for which neither education nor instant English language skills are a requirement. To keep our economy moving, we actually need more qualified roofers, construction workers, agricultural workers, child care workers, health assistants, security guards, janitors, landscapers, and convenience store operators than we do rocket scientists.

And, no, Tom Cotton and David Purdue, there aren’t enough “American workers” available to fill all these positions, even at greatly increased wages (which, incidentally, your fat cat GOP business supporters have no intention of paying anyway)! How high would the wages have to be to make guys like Cotton and Purdue give up their legislative sinecures (where they do nothing except show up for a few judicial votes on far right candidates scheduled by McConnell) and lay roofs correctly in 100-degree heat?

Rather than working against market forces to artificially restrict the labor supply, those wanting to improve wages and working conditions for American workers should favor higher minimum wages, aggressive enforcement of wage and hour and OSHA laws, and more unions. But, the GOP hates all of those real solutions.

The proposal also ignores “Dreamers,” which is sure to be a sore point with the Democrats. On the other side, it fails to sharply (and mindlessly) slash overall legal immigration levels as demanded by GOP nativists. While this proposal does not directly target children or dump on refugees from the Northern Triangle based on race and nationality, the ever slimier Trump sycophant Lindsey Graham has introduced a bill that promises to do both.

Beyond the purely humanitarian considerations, refugees make huge contributions to our economy and society.  So, why would we want to screw them over? Family immigrants arrive not only with skills, but with a “leg up”on adjustment and assimilation. So, why would we want to dump on them?

For the most part, this looks more like a Trump campaign backgrounder or a diversion from his endless stream of lies, unethical behavior, and downright stupid actions that are a constant threat to our national security. What it doesn’t look like is a serious bipartisan proposal to give America the robust, expanded, more realistic, market responsive legal immigration, asylum, and refugee systems we need to secure our borders from real dangers (which doesn’t include most asylum seekers and would-be workers) and move America forward in the 21st century. Without regime change and a sea change that would break the GOP’s minority hold on Congress through the Senate, immigration is likely to remain a mess.

Trump Says the U.S. Is ‘Full.’ Much of the Nation Has the Opposite Problem.

An aging population and a declining birthrate among the native-born population mean a shrinking work force in many areas.

President Trump has adopted a blunt new message in recent days for migrants seeking refuge in the United States: “Our country is full.”

To the degree the president is addressing something broader than the recent strains on the asylum-seeking process, the line suggests the nation can’t accommodate higher immigration levels because it is already bursting at the seams. But it runs counter to the consensus among demographers and economists.

They see ample evidence of a country that is not remotely “full” — but one where an aging population and declining birthrates among the native-born population are creating underpopulated cities and towns, vacant housing and troubled public finances.

Local officials in many of those places view a shrinking population and work force as an existential problem with few obvious solutions.

“I believe our biggest threat is our declining labor force,” said Gov. Phil Scott of Vermont, a Republican, in his annual budget address this year. “It’s the root of every problem we face.

“This makes it incredibly difficult for businesses to recruit new employees and expand, harder for communities to grow and leaves fewer of us to cover the cost of state government.”

Or if you look at a city like Detroit, “many of the city’s problems would become less difficult if its population would start growing,” said Edward Glaeser, a Harvard economist. “All sorts of things like the hangover pension liability become much more solvable if you’re actually looking at new people coming in.”

This consensus is visible in official government projections. The Congressional Budget Office foresees the American labor force rising by only 0.5 percent a year over the coming decade, about one-third as fast as from 1950 to 2007. That is a crucial reason that economic growth is forecast to remain well below its late 20th-century levels.

And that, in turn, is reflected in the national fiscal outlook. There are now 2.8 workers for every recipient of Social Security benefits, a rate on track to fall to 2.2 by 2035, according to the program’s trustees. Many state pension plans face even greater demography-induced strains.

In smaller cities and rural areas, demographic decline is a fundamental fact of life. A recent study by the Economic Innovation Group found that 80 percent of American counties, with a combined population of 149 million, saw a decline in their number of prime working-age adults from 2007 to 2017.

Population growth in the United States has now hit its lowest level since 1937, partly because of a record-low fertility rate — the number of children born per woman. The United States increasingly has population growth rates similar to slow-growing Japan and Western Europe, with immigration partly offsetting that shift.

The Trump administration has portrayed the surge of asylum seekers at the southern border as a crisis, and applied aggressive tactics to deport undocumented immigrants already in the United States. But it has also announced plans to issue up to 30,000 additional H-2B visas for temporary workers.

“That immigrants keep showing up here is a testament to our freedom and the economic opportunity here,” said Matthew Kahn, an economist at the University of Southern California. If immigrants weren’t trying to come — if they believed the United States to be full — that would be a problem, Mr. Kahn said.

A particular fear, said John Lettieri, president of the Economic Innovation Group, is that declining population, falling home prices and weak public finances will create a vicious cycle that the places losing population could find hard to escape.

He proposes a program of “heartland visas,” in which skilled immigrants could obtain work visas to the United States on the condition they live in one of the counties facing demographic decline — with troubled counties themselves deciding whether to participate.

Although some of the areas with declining demographics are hostile to immigration, others, cities as varied as Baltimore, Indianapolis and Fargo, N.D., have embraced the strategy of encouraging it.

“One of the key solutions is to welcome immigrants into these communities,” said Brooks Rainwater, director of the National League of Cities’ Center for City Solutions.

Many parts of the country that are growing in population and that are more economically dynamic have depended on the arrival of immigrants for that success.

Sun Belt metros like Dallas and Phoenix have been built on the logic of rapid expansion — of quickly built homes, of poached employers, of new highways paved to ever-newer subdivisions. Their economic development strategy is growth. Their chief input is people — the more, the better.

“Growth cities need immigrants to continue their growth,” said Joel Kotkin, executive director of the Houston-based Center for Opportunity Urbanism, which promotes policies to help cities grow. “The older historically declining cities need immigrants to reinvigorate their economies. And the expensive cities need them because, frankly, white people, African-Americans and middle-class people are leaving for more affordable areas.”

As many industrial cities have lost population since the mid-20th century, Americans have built whole new metropolises on land that was virtually empty then. The Las Vegas metropolitan area, with more than two million people today, had barely 50,000 in 1950.

Still, only about 3 percent of the country’s land is urbanized.

America’s metropolitan areas remain among the least dense in the world, said Sonia Hirt, a professor of landscape architecture and planning at the University of Georgia. Nationwide, the United States has less than one-third of the population density of the European Union, and a quarter of the density of China.

“Factually speaking, the country is not actually full — that’s impossible,” Ms. Hirt said. “The real question is, if you continue on the current path of immigration, does this bring more benefits than it brings costs?”

Economists, too, argue that countries, or even cities, can’t really fill up. Rather, communities choose not to make the political choices necessary to accommodate more people. At the local level, that means neighbors may be unwilling to allow taller buildings or to invest in more schools or improved infrastructure. At the national level, it means that politicians may be unwilling to take up immigration reform, or to address workers who fear unemployment. The president’s comments echo such local fights.

“We’re full” has often been a motto for people to keep out poorer renters, minority households or apartment buildings, among both conservatives and liberals. The claim can be a way of disguising exclusion as practicality. It’s not that we’re unwelcoming; it’s just that we’re full.

When it comes to the economy, at least, the country looks more like one that is too empty than too full.

  • Best respond to market needs;
  • Reduce the need for a “black market system” that will continue to flourish as long as our system is out of whack with supply, demand, and humanitarian needs and obligations; and
  • Assist legitimate law enforcement by shifting the focus away from (often futile and always wasteful) efforts to prevent entry of those we should be welcoming through our legal immigration system.

Federal employees will soon be called back to work, government buildings will reopen and services will resume—at least for the next three weeks—after President Trump and lawmakers struck a deal Friday to end the partial government shutdown.

But the logistics of getting the government and approximately 380,000 furloughed federal workers fully up and running again won’t be so simple.

The Office of Management and Budget director is expected to issue an official memo to all agencies telling them to take the appropriate steps to reopen the government. It’s unclear how long that process will take, after more than a month of disruptions to services across nine different federal agencies.

The Office of Personnel Management has asked workers to watch the news and report to work on the next scheduled working day as soon as they see that new funding legislation is enacted.

Many of those workers have been away from office computers and work phones for more than a month, and will return to expired passwords and a backlog of work.

One of America’s most successful exports is in trouble.

For decades, the U.S. higher-education system has been the envy of the world. We “sell” much more education to other countries than we “buy” from them; nearly three times as many foreign students are currently studying here as we have abroad.

In trade terms, this means we run a massive surplus in education — about $34 billion in 2017, according to Commerce Department data. Our educational exports are about as big as our total exports of soybeans, coal and natural gas combined.

But all that may be at risk.

A recent report from the from the Institute of International Education and the State Department found that new international student enrollments fell by 6.6 percent in the 2017-2018 school year, the second consecutive year of declines. A separate, more limited IIE survey of schools suggests that the declines continued this fall, too.

To be sure, some of the forces behind these decreases are beyond our (or President Trump’s) control. Some foreign governments, such as Brazil and Saudi Arabia, have reduced the scholarships that previously sent significant numbers of students to the United States, according to Peggy Blumenthal, senior counselor to the president at IIE.

China, whose students represent about a third of U.S. international student enrollment, has been investing in improving its own domestic university system, too.

But according to the schools that are now watching the trend, the biggest forces deterring international students are U.S. policy and U.S. culture.

“They see the headlines and they think that they’re no longer wanted in the United States,” said Lawrence Schovanec, president of Texas Tech University, whose foreign student enrollment declined by 2 percent this year. Sixty percent of schools with declining international enrollment, in fact, said that the U.S. social and political environment was a contributing factor, according to the IIE survey.

The most frequently cited issue, however, was “visa application process or visa issues/delays.” In the fall 2018 survey, 83 percent of schools named this as an issue, compared with 34 percent in fall 2016.

Problems began — but didn’t end — with Trump’s Muslim ban. Schools have seen students trapped abroad and have since advised some students not to go home before graduation lest they get stuck trying to come back. Said Bennington College President Mariko Silver, “We’ve seen individual students who have contacted us with the desire to come and have pulled out of the process.”

Boo-hoo, Trump supporters might say. What’s the big deal if some foreigners stay home?

Forget the feel-good explanations about how international students enrich the campus environment (which I don’t dispute). The students who come here also spend cold, hard cash: on tuition, travel, books, food, housing.

A lot of jobs depend on those students. American colleges and universities alone employed 3 million people in 2017. For context, that dwarfs the entire agriculture, forestry, fishing and hunting sector.

And contrary to perceptions that foreign students take spots that belong to Americans, at many schools they’re enabling more American students to get a degree.

In the years after the financial crisis, as states slashed budgets for higher education, schools helped make up the shortfall by enrolling more out-of-state and international students. These students generally pay full tuition, and their higher fees are used to cross-subsidize lower, in-state tuition rates (and scholarships) of American classmates.

No wonder that the University of Illinois at Urbana-Champaign recently paid $424,000 to insure itself against a significant drop in tuition revenue from Chinese students.

More significantly, a continued drop-off in international students could cause serious pain beyond academia.

Foreign students come here in part because they’re interested in staying after graduation and working here. They disproportionately study fields that U.S. employers demand, and that U.S. students avoid. Foreign students now represent a majority of computer science and engineering graduate programs at U.S. universities, for instance.

That talent pipeline may be drying up.

Foreigners are experiencing more visa issues not only when they apply to study but also when they apply to stay and work. That might be one reason more than half of the decline in total enrollment last year was due to fewer students from India in computer science and engineering grad programs.

Our loss has become other countries’ gain. We’re still the top destination for foreign students, but Australia and Canada have each seen their international enrollments rise by double-digit percentages in the past year. They’re enticing students in word and in deed, with messages of welcome and expedited visas.

Trump likes to say that our allies are taking advantage of us on trade. In this case, would you really blame them?

President Bill Clinton’s 1995 State of the Union included the following remarks:

“All Americans, not only in the states most heavily affected, but in every place in this country, are rightly disturbed by the large numbers of illegal aliens entering our country. The jobs they hold might otherwise be held by citizens or legal immigrants. The public service they use impose burdens on our taxpayers.”

“We are a nation of immigrants. But we are also a nation of laws. It is wrong and ultimately self-defeating for a nation of immigrants to permit the kind of abuse of our immigration laws we have seen in recent years, and we must do more to stop it.”

Clinton is not the only Democrat who has spoken out against illegal immigration. The Republicans provide a number of examples in a blog they posted recently: “The Democrat Hard Left Turn on Illegal Immigration.”

 

  • In 1993, then-Senator Harry Reid (D-Nev.), said, “When it comes to enforcing laws against illegal immigration, we have a system that will make you recoil in disbelief. … Yet we are doing almost nothing to encourage these people to go home or even to deter them from coming here in the first place.”
  • In 1994, Senator Dianne Feinstein (D-Calif.) ran a political ad showing illegal immigrants crossing the border and promised to get tough on illegal immigration with more “agents, fencing, lighting, and other equipment.” 
  • In 2006, then-Senator Barack Obama (D-Ill.) said “Better fences and better security along our borders” would “help stem some of the tide of illegal immigration in this country.”
  • In 2009, during a speech at Georgetown Law, Senator Chuck Schumer(D-N.Y.) said, “When we use phrases like ‘undocumented workers,’ we convey a message to the American people that their government is not serious about combating illegal immigration, which the American people overwhelmingly oppose.”

The blog also provides video clip links, including one that shows Clinton receiving a standing ovation for his remarks about Americans being disturbed by the large numbers of illegal aliens entering the country.

recent report from the Economic Policy Institute (EPI) on the labor laws California has enacted to protect unauthorized immigrant workers indicates that many of the immigrants who have been attracted to California by its sanctuary policies are being exploited by unscrupulous employers.

In fact, the main beneficiaries of California’s sanctuary policies are the employers who exploit undocumented immigrant workers and deportable immigrants in police custody who otherwise would be turned over to ICE when they are released.

California has had to enact seven laws to protect undocumented workers from being exploited by their employers.

EPI found that the ability of U.S. employers to exploit unauthorized workers undercuts the bargaining power of U.S. workers who work side by side with them. When the wages and labor standards of unauthorized immigrants are degraded, it has a negative impact on the wages and labor standards of U.S. workers in similar jobs.

In reality, we could meet all of our immigration needs with legal immigration. We do not need nor ultimately benefit from uncontrolled illegal immigration.

I’m all for replacing the uncontrolled flow of undocumented migrants with legal migrants. That’s why I favor a “smart” immigration policy that would:

  • Legalize the vast majority of those currently here without documentation who are working in needed jobs, law-abiding, and contributing to our society. Legalization would allow them to be screened, brought into the tax system (if they aren’t already), and protected by U.S. labor laws.
  • Expand legal immigration opportunities, particularly for  so-called “non-professional,” manual labor skills and jobs that are badly needed in the U.S. and which now often are filled by undocumented labor. That would allow screening of visa applicants abroad, a controlled entry process, and protections under the labor laws. To the extent that undocumented migration is being driven by unfilled market forces, it would decrease the flow of undocumented individuals, thus saving us from expensive, unneeded, inhumane, and ineffective “enforcement overkill.” Immigration enforcement would be freed to concentrate on those who might actually be a threat to the U.S.
  • Create more robust, realistic refugee laws that would bring many more refugees through the legal system, particularly from the Northern Triangle. This, along with cooperation with the UNHCR and other nations would reduce the need for individuals to make they way to our borders to apply for asylum. Asylum processing could be improved by allowing the Asylum Office to review and grant “defensive” as well as affirmative applications, thus lessening the burden on the Immigration Courts.
  • More investment in Wage and Hour, NLRB, and OSHA enforcement to prevent unscrupulous employers from taking advantage of workers of all types.
  • We have full employment, surplus jobs, a declining birth rate, and we’re losing the “STEM edge” to the PRC, Canada, Mexico, the EU and other nations that are becoming more welcoming and attractive to “high skill” immigrants. We’re going to need all of the legal immigration we can get across the board to remain viable and dynamic in a changing world.
