Republicans seek enough signatures to force DACA vote in House

A group of Republicans are making good on their threat to attempt to force an immigration floor vote in the House — potentially paving the way for a showdown among proposals to save the Deferred Action for Childhood Arrivals program.

The lawmakers on Tuesday signed what’s known as a discharge petition — a procedural maneuver that can bring legislation to the House floor if it is signed by a majority of House members regardless of whether it has moved through committee, as is traditionally the case for most legislation. If the petition were to pick up enough supporters, it would set up a floor debate on four different immigration measures as early as June.

The move is unusual for members of the majority party, who are effectively going around House Speaker Paul Ryan to set up a vote on legislation that GOP leadership has refused to call to the floor for a vote. Still, the members insist they are making an effort to be deferential to leadership, by leaving one bill open to the speaker’s choosing.

The effort is being spearheaded by three moderate Republicans who have long been vocal about trying to save DACA, a program that protected young undocumented immigrants who came to the US as children — Reps. Will Hurd of Texas, Jeff Denham of California, and Carlos Curbelo of Florida. Curbelo officially introduced the petition Wednesday morning.

In an exclusive interview with CNN, the three moderates said the goal was to have a long overdue immigration debate without a predetermined outcome.

“This institution should be driven by courage, not by cowardice, and the goal should not be to suppress members from pursuing their legislative goals, it should be to empower each member, and that’s what we’re trying to do,” Curbelo said. “The goal is to empower each member of the House, including the speaker, to advance the solution that each member believes is the best one for this challenge and to try to gain supporters for that solution. So this is not in defiance of anyone.”

Since the day he developed what would become a lifelong, unremitting, probably-actually-really-awkward-for-his-wife crush on Ayn Rand, House Speaker Paul Ryan has dreamed about two things: cutting taxes on the wealthy and destroying the social safety net. (Three things if you count convincing his wife to style her hair in a side-swept bob, which he’s been told time after time is never gonna happen, so stop asking.) So devoted was he to the hallowed principle of redistributing wealth to the people at the top that, for the past year and a half, he’s put up with just about everything that’s come out of the White House, be it the firing of the F.B.I. director, a refusal to condemn white supremacists, an alleged affair with a porn star, hush money, the attacking of his colleagues via Twitter, and the strong suggestion that special counsel Robert Mueller may be next to get the ax. Because in Donald Trump, Wisconsin’s first son saw the potential for a payoff that outweighed having to align himself with a born swindler who’s made a mockery of the White House and sought to destroy America’s standing in the world: a historic transfer of wealth thinly disguised as tax “reform.” With the bill once known as the “Cut Cut Cut Act” safely signed into law—a moment Ryan cited as one of the proudest of his career—the speaker announced to rank-and-file Republicans on Wednesday that he would retire at the end of the year, ducking out at a crucial crossroads for his party.

So what gives? Aside from facing political headwinds at home, and a pre-emptive battle for his job on the Hill, Ryan likely looked into the future and saw little hope of carrying out the rest of his agenda, even under a Republican president. For a brief moment after the tax legislation was passed, Ryan was lustily eyeing the opportunity to embark on welfare “reform,” positioning it, basically seconds after ushering in a historic giveaway to corporate America and the ultra-wealthy, as the reason the country’s finances were in total disarray. But sadly for Ryan, Mitch McConnell almost immediately put the kibosh on those plans, realizing how politically unfeasible they were. And so, as New York’s Ed Kilgore put it, Ryan likely “look[ed] ahead to a straitened G.O.P. margin in the House . . . and the prospect of having to wait until 2021 at the earliest to resume the fight against the welfare state [and] decided to go home to Wisconsin and regroup.”

By bowing out, Ryan will also be well clear of Washington by the time his tax bill really starts to bear fruit. We speak, of course, of the report released by the Congressional Budget Office just two days before Ryan announced he was throwing in the towel. Among other things, the report estimates that, thanks in large part to December’s tax bill, the U.S. deficit will top $1 trillion annually starting in 2020, with the national debt soaring past $33 trillion by 2028, a situation that increases the likelihood of a fiscal crisis. Which, come to think of it, is something Ryan used to care about when tax cuts weren’t so close he could taste ’em. (Under Barack Obama, Ryan absolutely railed against deficits, turning them into the right’s monster in the closet, and winning a hilariously named “Fiscy” award in 2011 for “being the first [congressman] in several years to step forward with a specific scorable budget plan that would actually solve the nation’s long-term structural deficits.”)

Five years later, however, he can take credit for setting the U.S. on a path to run trillion-dollar deficits from now to eternity, beginning in 2020. Because, as his supply-side brother from another mother Larry Kudlow explained Monday night, deficits are fine when they’re for tax cuts or the type of spending that will line the private sector’s pockets, but for things like Medicare, Medicaid, and Social Security? Well, then they’re a total scourge on society that must be stopped at all costs. Luckily, at roughly half the age at which he wants Americans to work until they can retire, Ryan has plenty of years left to collect checks from the Brothers Koch and other corporate donors, who coincidentally just came into a large amount of money.

The Trump organization finds a new way to lower its tax bill

You would think, what with the historic tax law passed in December that was particularly kind to real-estate enterprises like the Trump Organization, that the president’s family business would be content to pay whatever taxes the I.R.S. decides it owes. But, given who we’re dealing with here, you would of course think wrong:

Across the country, the Trump Organization is suing local governments, claiming it owes much less in property taxes than government assessors say because its properties are worth much less than they’ve been valued at. In just one example, the company has asserted that its gleaming waterfront skyscraper in Chicago is worth less than than its assessed value, in part because its retail space is failing and worth less than nothing.

No president in modern times has owned a business involved in legal battles with local governments. “The idea that the president would have these interests and then those companies would sue localities is really a dangerous precedent,” says Larry Noble, of the nonpartisan Campaign Legal Center. The dynamic between local and federal governments is impossible to ignore in these cases, says Noble. Municipalities “rely on resources from the federal government and the federal government can make your life easier or much more difficult.” The concern arises because the president did not fully separate from his businesses, he says.

For its part, the Trump Organization has naturally claimed that there’s nothing to see here and that, in fact, anyone suggesting otherwise should be ashamed of him or herself. In a statement, a spokesperson for the firm told ProPublica: “Like any other business or property owner when property taxes become inflated it is not uncommon to challenge the process to ensure fair treatment. This is a routine practice and any suggestion otherwise is simply ridiculous.”

The gun industry can’t believe Bank of America is being so rude

As part of corporate America’s decision, in the wake of the Parkland massacre, to step back and assess whether or not associating with mass murder is a good look, Bank of America has decided to stop lending money to companies that produce assault-style weapons for non-military purposes. And the new policy is not sitting very well with those companies.

The National Shooting Sports Foundation, a firearms industry lobby, puts the economic impact of the gun and ammunition industry at $51.1 billion nationwide in 2017. That organization criticized the bank’s move on Tuesday, saying it’s wrong to deem semiautomatic rifles long available to civilians to be military-style weapons.

“We as an industry would welcome the opportunity to sit down with Bank of America executives and explain our industry’s perspective to discuss what really would work to keep firearms out of the hands of those who should not have them,” Michael Bazinet, a spokesman for the N.S.S.F., told Bloomberg. “We should be part of the discussion.” (Bazinet did not get into specifics, re: what would “really” work to keep guns out of the hands of people who shouldn’t have them, but presumably it falls under the “guns don’t kill people, people kill people” umbrella.)

John Paulson’s gonna need a bigger check

The billionaire hedge-fund manager, for whom the last several years have amounted to basically being kicked in the ribs and then kneed in the balls while coughing up blood, apparently owes a large amount of money to the I.R.S.:

By April 17, the hedge-fund manager must make federal and state tax payments of about $1 billion, on top of roughly $500 million in taxes he paid late last year, said people close to the firm. That sum is so big it dwarfs the maximum amount the Internal Revenue Service will allow any single taxpayer to pay with a single check. (That’s $99,999,999, in case you’re wondering.)

Mr. Paulson, 62, isn’t exactly struggling to pay the $1.5 billion bill. But he’s also not as flush as the heady days of 2008. In fact, after a string of poor results, a bad bet on pharmaceutical stocks and client defections, Mr. Paulson has been selling various investments to cover the bill. He’s also in the process of cutting costs and shrinking his firm, including laying off senior traders.

“It is safe to say it is one of the largest tax bills on earned income in history,” Henry Bregstein, co–global head of the financial-services group at the law firm Katten Muchin Rosenman LLP, told The Wall Street Journal’s Greg Zuckerman.

Trump’s lawyer, Michael Cohen, whose house, hotel room, and office were raided by the F.B.I. on Monday, reportedly owes $54,000 in taxi-medallion back taxes, which sounds about right.

Scott Pruitt contains multitudes

Time was, we thought E.P.A. administrator was simply all about the cause of destroying the Earth for the benefit of his buddies in the private sector. But according to a new report from The New York Times, he’s actually also a complete and total megalomaniac:

When Scott Pruitt wanted to refashion the Environmental Protection Agency’s “challenge coin”—a type of souvenir medallion with military origins that has become a status symbol among civilians—he proposed an unusual design: Make it bigger, and delete the E.P.A. logo.

Mr. Pruitt instead wanted the coin to feature some combination of symbols more reflective of himself and the Trump administration. Among the possibilities: a buffalo, to evoke Mr. Pruitt’s native Oklahoma, and a Bible verse to reflect his faith. Other ideas included using the Great Seal of the United States—a design similar to the presidential seal—and putting Mr. Pruitt’s name around the rim in large letters, according to Ronald Slotkin, a career E.P.A. employee who retired this year, and two people familiar with the proposals who asked to remain anonymous because they said they feared retribution.

“These coins represent the agency,” Slotkin, a former director of the E.P.A.’s multimedia office, told the Times. “But Pruitt wanted his coin to be bigger than everyone else’s and he wanted it in a way that represented him.”

Ryan and his “Reverse Robin Hood Philosophy” has always been among the “worst of the worst” frauds in American politics. Like many others, he has benefitted from the “Age of Trump.”

By taking idiocy, ignorance, and inhumanity to new levels, Trump has eclipsed less overtly outrageous yet truly “bad guys” like Ryan and to some degree allowed them to escape complete accountability for their grotesque anti-Americanism and crimes against average Americans. Furious Koch Brothers Sell Paul Ryan on eBay

WASHINGTON (The Borowitz Report)—In a fit of pique, David and Charles Koch have unceremoniously listed House Speaker Paul Ryan for sale on the auction site eBay.

The Kochs, who reportedly had purchased Ryan for a sum estimated in the tens of millions, now seem likely to lose their entire investment.

According to Ryan’s listing on the auction site, the Kochs set a five-hundred-dollar asking price for the used congressman, a figure that, in light of the tepid bidding for him, seems optimistic.

“Granted, owning Paul Ryan doesn’t have the benefits that it’s had for David and Charles for all of these years, but the status of owning a former Speaker of the House has to be worth something,” one Koch associate said. “Certainly more than the current high bid of seventeen dollars.”

The eBay listing suggested several possible uses for the former House Speaker, including as a Halloween ornament or garden gnome.

White House seeks to rekindle immigration debate on Hill

The White House is quietly feeling the waters on trying for another push on immigration legislation as President Donald Trump continues to up the rhetoric on the issue.

Trump focused on border security and immigration last week, tweeting repeatedly about the need for congressional action and ordering the deployment of the National Guard to the border.

But sources say the there’s more than just tweets, that the White House has been quietly reaching out to allies on the Hill to explore what might be doable. Still, that outreach has to date not included any Democrats and has been unfocused, leaving it unlikely the effort could muster the votes it would need to pass.

“I think there is a real attempt to figure something out — I don’t think they actually know what they want — but there’s a legitimate want to do something on this,” said one senior GOP aide of the White House’s outreach efforts.

The aide characterized the outreach more as floating ideas than coming up with a game plan, and noted that the White House doesn’t seem to be building a coalition to pass the bill yet. Another GOP source agreed any talks are more exploratory than organized.

“It is frustrating that things are so unclear and it would be better to have a coalition that the White House is part of in these conversations, to be a little bit more specific,” the aide said.

South Carolina Sen. Lindsey Graham, a Republican who has worked on unsuccessful bipartisan efforts to save the Deferred Action for Childhood Arrivals policy Trump ended, said on Fox News on Monday that there could be another opportunity.

“The President wants to do a DACA deal — border wall money plus other border security measures are very much on the table,” Graham said. “Our southern border is porous. It needs to be rebuilt strongly and the DACA kids need to have certainty their lives. I hope this President can find Democrats to work with him.”

Dems directly appeal to House Speaker Paul Ryan on election hacking

The top Democrats on six of the House’s key committees are appealing directly to Speaker Paul Ryan to help them obtain documents from the Trump administration related to election hacking during the 2016 contest.

In a letter sent to the speaker Tuesday morning, the highest-ranking Democrats on the House Oversight, Judiciary, Homeland Security, Foreign Affairs, Intelligence and House Administration committees implored Ryan to intervene in their ongoing efforts to get the Department of Homeland Security to turn over documents related to the targeting of state election-related systems by Russian hackers.

The Democrats asked the department in October to provide copies of the notifications it sent to the 21 states it identified as the target of Russian government-linked attempts to hack voting-related systems and other related documents.

The Democrats wrote when they did not get adequate responses on an ensuing back-and-forth, they asked House Oversight Chairman Trey Gowdy to issue a subpoena, but he did not respond.

The Speaker’s office did not immediately respond to CNN request for comment.

Calling the administration’s response “woefully inadequate,” the group said they’ve “exhausted” the options at the committee level and asked Ryan to “personally intervene to protect the integrity and authorities of the House of Representatives.”

Who knows what will happen. But, for “my $.02,” I doubt that either of these has “legs.” First, Trump has “less than zero credibility” on DACA. Second, the House GOP appears to have no desire whatsoever to get to the bottom of the Russia interference, probably correctly fearing that the fingerprints of Trump, his family, and/or his cronies will be all over the place. They might even find the connection to Putin’s personal lobbyist, “Agent Devon.”

No, I don’t have any “hard evidence.” In the end, it’s possible that Mueller will largely exonerate Trump. I know that many believe that 1) Trump isn’t subtile enough to have done anything “under the table,” and 2) if he had actually manipulated the election, he would have proudly tweeted credit for it by now.

But, the great rush to “close out” the Russia investigation and turn the attention elsewhere, along with clear Russia ties to some associated with the campaign who tried to hide those ties, and clear evidence of Russian meddling to elect Trump certainly is enough “smoke” to suggest that we might eventually find “fire.”

Scientists Baffled by McConnell and Ryan’s Ability to Stand Upright Without Spines

WASHINGTON (The Borowitz Report)—Calling it a “medical mystery of the first order,” scientists are baffled by the ability of Senate Majority Leader Mitch McConnell and House Speaker Paul Ryan to stand upright without the benefit of spines.

Doctors at the University of Minnesota Medical School, who have been studying the skeletal structures of both Republicans for months, believe that their ability to stand, walk, and even break into a brisk trot when confronted by reporters’ questions is “virtually inexplicable.”

“The fact that they can do these things without the aid of spines makes McConnell and Ryan anomalies in the animal kingdom,” said Dr. Davis Logsdon. “According to everything medical science teaches us, their bodies should be collapsing to the ground in two heaps.”

As the Minnesota scientists have struggled to solve the medical conundrum presented by the two invertebrate leaders, one theory that has gained traction is what Logsdon calls “the startled-deer hypothesis.”

“Just as a deer freezes in the headlights of a car and briefly appears statue-like, we believe that Ryan and McConnell’s bodies may retain their rigid structure out of terror alone,” he said. “In other words, fear is performing the function that a spine performs in other people.”

Calling it “just a theory,” Logsdon said that the anatomies of McConnell and Ryan require further study, and that there was growing public support for both men to be dissected.

Levin writes for Vanity Fair:

“For his entire adult life and, let’s be honest, probably a good portion of his teen years, Paul Ryan has fantasized about tax cuts the way some people fantasize about having sex with a porn star. Not just any old tax cuts, of course, but the kind that disproportionately benefit corporate America and the upper-echelons of the ultra rich, while handing average Americans an extra buck fifty a paycheck and expecting an outpouring of gratitude in return. We know this because 1) he’s openly and unabashedly obsessed with Ayn Rand, and 2) just a few short months ago, the House Speaker released a sizzle reel highlighting his many urgent calls for tax cuts spanning nearly 20 years in office. In Donald Trump, a man who has never demonstrated conviction in anything other than enriching himself and other people named Trump, Ryan saw an opportunity for his longtime dream to become a reality. That’s why, for more than a year now, Ryan has put up with everything from the president demanding loyalty from the head of the F.B.I. (“he’s new at this!”) to his decision to give Nazis a free pass (“he’s learning!”) to his refusal to release his tax returns, even though Wisconsin’s first son could compel to do so (“tee-hee!”). And in December, Ryan’s commitment to holding his nose and looking the other way paid off, big time.

This week, though, we learned that there are, in fact, limits to what Ryan will put up with, and they involve imperiling the legacy of his tax bill and upsetting his corporate sugar daddies. In the wake of the president’s decision to announce that he plans to effectively start a trade war, Ryan’s spokeswoman, AshLee Strong, said in a statement on Monday: “We are extremely worried about the consequences of a trade war and are urging the White House to not advance with this plan. The new tax-reform law has boosted the economy and we certainly don’t want to jeopardize those gains.” To be clear, most people outside of the G.O.P. already expect the long-term effects of the tax bill to be a deficit-busting mess. But with Trump’s call to slap steel and aluminum imports with 25% and 10% tariffs, more or less out of spite, the havoc wreaked on the economy could be even worse, with experts estimating 146,000 job losses, among other consequences. Presumably, Ryan was also inspired to find his voice on the issue—and to fire off at least one passive-aggressive tweet—on account of the fact that the Koch brothers, who donated half a million dollars to his fundraising committee after the bill passed, harshly condemned the tariffs. And as they teach lawmakers on their first day on Capitol Hill, one mustn’t upset one’s benefactors.

Trump, though, apparently could not care less about Ryan’s (or anyone else’s) concerns, telling reporters Monday “we’re not backing down” and that the tariffs are “100 percent” happening. The U.S., he said, has been “ripped off” by other countries for too long, and “we are going to take care of it.” Perhaps the one ray of hope in this otherwise terrifying situation? Because this whole thing was put together in such a half-assed, completely slipshod way, Trump’s advisers—the ones who support the tariffs—are already hedging their bets:

Peter Navarro, an adviser and the architect of many of Mr. Trump’s campaign-trade promises, confirmed on Sunday that the president would not exclude any country from the tariffs but said individual companies could apply for exemptions for certain products. . . . Navarro [also] left room for change in the timing of the tariffs, which the president said would be signed this week. “Toward the end of the week,” Mr. Navarro said in a separate appearance on CNN’s State of the Union, when asked when the tariffs would be announced. “At the latest, it would be the following week.”

Wilbur Ross, the secretary of commerce, also appeared to leave room for the president to change his mind. “Whatever his final decision is, is what will happen,” Mr. Ross said on NBC’s Meet the Press. “What he has said he has said. If he says something different, it’ll be something different.” “If he for some reason should change his mind, then it will change,” Mr. Ross added, noting that he had no reason to believe that the president would do so.

Or as a top Republican put it to Politico: “I’ve stopped worrying and reacting to the day-to-day because you get all stressed out about something, then you realize tomorrow morning by lunch that it’s never going to happen.”

Report: Trump’s personal lawyer couldn’t believe he wasn’t immediately reimbursed for $130,00 porn-star payment

It’s almost as though you can’t trust a guy who (allegedly!) had an affair with an adult film star named Stormy Daniels right after his wife gave birth to their son:

The lawyer, Michael Cohen, wired the money to a lawyer for former actress Stephanie Clifford, known professionally as Stormy Daniels, from an account at First Republic Bank. The money was received on Oct. 27, 2016, 12 days before the presidential election, another person familiar with the matter said…Mr. Cohen said he missed two deadlines earlier that month to make the $130,000 payment to Ms. Clifford because he couldn’t reach Mr. Trump in the hectic final days of the presidential campaign, the person said.

Ms. Clifford was owed the money in return for signing an agreement that bars her from discussing an alleged sexual encounter with Mr. Trump in 2006, people familiar with the matter said. After Mr. Trump’s victory, Mr. Cohen complained to friends that he had yet to be reimbursed for the payment to Ms. Clifford, the people said.

Honestly, finance departments should really provide expense-report templates for this kind of thing. (Asked for comment from the Wall Street Journal, Cohen responded: “Fake News.”)

In recent weeks, the Trump Organization has ordered the manufacture of new tee markers for golf courses that are emblazoned with the seal of the president of the United States. Under federal law, the seal’s use is permitted only for official government business. Misuse can be a crime.

Past administrations have policed usage vigilantly. In 2005 the Bush administration ordered the satirical news website The Onion to remove a replica of the seal. Grant M. Dixton, associate White House counsel, wrote in a letter to The Onion that the seal “is not to be used in connection with commercial ventures or products in any way that suggests presidential support or endorsement.”

“I said to Wayne, ‘This is craziness,’ ” he said. “ ‘Let’s work something out where you get Paul half the year, and we’ll take him the other half.’ ”

Under the timeshare deal, the Kochs will have the exclusive use of Ryan during the months when tax cuts and environmental deregulation are put to a vote, while the N.R.A. will have him for the months when gun legislation is to be defeated.

Additionally, each co-owner is responsible for insuring that Ryan is well maintained and in good condition when the other’s period of using him commences.

Koch indicated that, if the timeshare agreement is a success, the two parties are likely to work out a similar deal for their longtime joint ownership of Senate Majority Leader Mitch McConnell.”

However, the deep corruption of the GOP and its leaders, from Trump on down, isn’t really something to laugh about. At some point, the “nickel and dime” income boost given to average Americans by the GOP’s totally bogus and unwarranted “tax cuts” for the rich will automatically expire (but, naturally, not for the rich) and the true bill for running up the deficit so the Koch Bros and others can get richer will come due. By that time, conveniently, Trump, Ryan, and hopefully McConnell will be out of office. But, the damage they are doing to our country will be left for others, likely the Democrats, to clean up. That’s what Kleptocracy is all about, folks. Steal what you can when you can and then get out of Dodge while the getting is good!

As lawmakers announced a budget deal that would address many of the issues stymieing Washington — with the key exception of immigration — House Democrats on Wednesday were feeling the heat.

Minority Leader Nancy Pelosi took to the House floor Wednesday to warn she would not support the burgeoning deal without a commitment from House Speaker Paul Ryan that the Republican-controlled House would hold a debate and vote on immigration legislation as his Senate counterpart Mitch McConnell has pledged, setting up a potential standoff.

The two-year deal that leadership announced on the Senate floor would set domestic and defense spending levels, push back the debt limit and resolve some outstanding issues Democrats have pushed for like support for community health centers and disaster relief money.

But left out of the deal would be a resolution for the Deferred Action for Childhood Arrivals policy that Trump is ending — and House Democrats have long been steadfast they would not support government funding without it.

The Senate is close, nevertheless, to sending the deal to the House with a continuing resolution that would fund the government into March, squeezing Democrats to risk rejecting a budget compromise over DACA alone, a position they have actively sought to avoid. Democratic votes in the House haven’t been necessary to pass continuing resolutions this year, but a number of House conservatives are expected to oppose the budget deal because of the domestic spending levels. That will force Democrats’ hand.

“The budget caps agreement includes many Democratic priorities,” Pelosi said in a statement. “This morning, we took a measure of our caucus because the package does nothing to advance bipartisan legislation to protect Dreamers in the House. Without a commitment from Speaker Ryan comparable to the commitment from Leader McConnell, this package does not have my support.”

Some Democrats were already backing up Pelosi as the deal was announced Wednesday afternoon.

California Rep. Eric Swallwell said while he supports a DACA fix, his concern was more about the size of the deal.

“I still have a real problem dramatically increasing the caps, adding to the deficit, when we just added $2 trillion for the tax plan. So if (Republicans) want to roll back their tax cuts so that we don’t have such a deep, deep deficit, I would be more receptive to that,” Swallwell said.

Congressional Hispanic Caucus member and California Democratic Rep. Nanette Diaz Barragán said Democrats should not accept a funding deal without what they’ve asked for.

“No, I think that we aren’t using all the leverage we have and that’s a disappointment and I won’t support it,” she said. “We as a caucus have talked about making this one of our leverage points and using this as a leverage point. I hope that we continue to do that.”

But the objection wasn’t universal, and the mood in a House Democrat caucus meeting this morning that convinced Pelosi to speak on the floor was split, according to a Democrat in the meeting. Some were “understandably upset” about not including DACA recipients and there was “generally a lot of frustration.”

But others raised questions, asking, “What is our plan? What is our message? How are we going to win this?” After the last shutdown members are still unclear on the path forward and expect the Senate to pass this, leaving them little room. The source said there is a lot in the deal that many Democrats support, including the increase in domestic programs.

This source told CNN “a lot of people are going to vote for it. It’s not a situation where we can hold all our members.”

It’s unclear if Democratic leadership will whip against the bill. Asked Wednesday if leadership is instructing its members any particular way, House Democratic Caucus Chairman Joe Crowley demurred.

“People in our caucus will do what they think is in the best interests of their constituents and for the country,” Crowley said.

And Crowley didn’t commit to supporting or rejecting the deal.

“There is more to this deal than the issue of immigration,” he said, referencing the disaster relief money, in particular. “It is very complex. This There? is much more to this than simply one-off issues. And we’ll have to look at that in totality.”

Unlike recent past government funding deadlines, House Democrats have been holding their fire in pressuring their Senate colleagues to reject a deal that doesn’t address DACA. That has largely been because of McConnell’s promise to turn to a “fair” process on immigration after February 8, when the deadline comes.

“It’s hard, because we want them to be clear that this is reckless by the Republicans, but we are also clear that they want to keep the Senate and Congress moving so they have an opportunity, not just at getting a full year (funding) — stop doing (continuing resolutions) — but also to deal with other issues including DACA, by getting a vote on something,” said on Tuesday.

The Congressional Hispanic Caucus has been one of the loudest voices for rejecting funding without an immigration deal, even marching from the House side to Senate Minority Leader Chuck Schumer’s office in December to urge him to hold the line. That pressure isn’t there this time.

“I don’t sense any,” said Arizona Democratic Rep. Raul Grijalva, a member of the caucus. But, he added, there’s “some trepidation” about the Senate process because of what could be added to a neutral bill — both in the Senate and the House.

“This has been the black hole for immigration, the House of Representatives, since I’ve been here, 15 years, and nothing comes out of here, and whatever goes to conference, if the House leadership has any say, it will get uglier,” Grijalva said.

But while Democrats were keeping their powder dry on a continuing resolution, as talk of the caps deal being near circulated, one Democratic House member said on condition of anonymity to discuss dynamics, that began to change. Tuesday night and Wednesday morning brought a flurry of communications between members, the lawmaker said.

“There is more support than yesterday on holding the line,” the member said Wednesday. “We shouldn’t negotiate the caps away without a DACA fix.”

I can’t see any “Bipartisan Dreamer Bill” along the lines being discussed in the Senate that will be able to pass the House as long as the GOP is in charge and Paul Ryan is the Speaker.

I also don’t see a “House Dreamer Bill” passing. The “Goodlatte Bill” — favored by many in the GOP –is so miserly in its Dreamer protections and has so much of the Administration’s White Nationalist restrictionist agenda attached that all or almost all Democrats and probably a “good-sized chunk” of “moderate” Republicans are likely to be able to defeat it.

But, while the Democrats and the GOP moderates in the House might be able to come up with a more reasonable proposal that actually could pass, like the Hurd-Aguilar Bill, under the “Hastert Rule,” Speaker Ryan won’t bring it to the floor for a vote because the bill would rely on a majority of Democrats for passage.

Given the foregoing scenarios, I don’t see where forcing another shutdown gets the Democrats. With the GOP and the White House opposed to including a narrower “Dreamers-Border Security Only” (only two of Trump’s “four pillars”) in a Budget Agreement, there isn’t a feasible “end game” for the House Democrats. They could force a shutdown, but I don’t think they will be able to force the GOP to include Dreamer protection in a Budget deal. So, ultimately, they will have to “fold,” as has happened in the past.

So, what’s the best result I could see for the “Dreamers” right now: 1) eventually getting a “temporary extension” of DACA from Congress, or 2) an “indefinite hold” on DACA recision from the Federal Courts (which wouldn’t preclude the Administration from going through a “Notice and Comment” regulatory process to repeal DACA). Either of those would only help those who qualify for the current DACA program — not the “expanded DACA” group. Either way, permanent relief for the Dreamers is likely to require “regime change” at least at some level.

“Most reactions to McKay Coppins’s vast new profile of Vice-President Mike Pence have focused on an October 2016 incident wherein the then-candidate for veep offered to replace Donald Trump at the top of the ticket in the wake of the Access Hollywood revelations, which for a moment looked likely to bring the mogul down.

But the far more enduring picture Coppins paints is very different: Mike Pence as a man who decided early on in his relationship with Trump that no one could look in the mirror at night and see a browner nose.

In Pence, Trump has found an obedient deputy whose willingness to suffer indignity and humiliation at the pleasure of the president appears boundless. When Trump comes under fire for describing white nationalists as “very fine people,” Pence is there to assure the world that he is actually a man of great decency. When Trump needs someone to fly across the country to an NFL game so he can walk out in protest of national-anthem kneelers, Pence heads for Air Force Two.

This willingness to serve as First Toady was evident in Pence’s initial interview — on a Trump golf course — as a potential running mate:

Pence had called Kellyanne Conway, a top Trump adviser, whom he’d known for years, and asked for her advice on how to handle the meeting. Conway had told him to talk about “stuff outside of politics,” and suggested he show his eagerness to learn from the billionaire. “I knew they would enjoy each other’s company,” Conway told me, adding, “Mike Pence is someone whose faith allows him to subvert his ego to the greater good.”

True to form, Pence spent much of their time on the course kissing Trump’s ring. You’re going to be the next president of the United States, he said. It would be the honor of a lifetime to serve you. Afterward, he made a point of gushing to the press about Trump’s golf game. “He beat me like a drum,” Pence confessed, to Trump’s delight.

This set the pattern for Pence, notwithstanding anything he might have contemplated during the brief but intense hours after the Access Hollywoodrevelations.

What makes Coppins’s take on Pence especially valuable is his understanding that sucking up to Trump was entirely in keeping with the Hoosier governor’s sense that God was working through the unlikely medium of the heathenish demagogue to lift up Pence and his godly agenda to the heights of power. Just as it has been forgotten that the Access Hollywood tapes nearly brought Trump down, it has rarely been understood outside Indiana that Pence was down and possibly out when Trump reached out to him to join his ticket.

The very fact that he is standing behind a lectern bearing the vice-presidential seal is, one could argue, a loaves-and-fishes-level miracle. Just a year earlier, he was an embattled small-state governor with underwater approval ratings, dismal reelection prospects, and a national reputation in tatters.

Pence’s apparent demise, moreover, came after his careful plans to position himself to run for president in 2016 went awry via his clumsy handling of a signature “religious liberty” bill and a fatal underestimation of the resulting backlash from the business community.

All of a sudden, he was lifted from this slough of despond and placed a heartbeat away from total power thanks to his ability to, as Kellyanne Conway put it, “subvert his ego” in the presence of his deliverer, whose own ego has no limits. He clearly has not forgotten this lesson of an ambition fed by self-abasement rather than self-promotion. And according to Coppins, he even has a theological justification for blind loyalty to Trump:

Marc Short, a longtime adviser to Pence and a fellow Christian, told me that the vice president believes strongly in a scriptural concept evangelicals call “servant leadership.” The idea is rooted in the Gospels, where Jesus models humility by washing his disciples’ feet and teaches, “Whoever wants to become great among you must be your servant, and whoever wants to be first must be your slave.”

Usually the idea is to be the “slave” of one’s followers and of the less fortunate, not the slave of the billionaire POTUS, but Pence has the “humility” part down pat.

Pence’s presumed reward in this redemption story could, of course, extend beyond the power he exercises as one of the more influential vice-presidents in history, and as Trump’s designated mediator with the Christian right and with those Republican elected officials who aren’t themselves in the great man’s retinue. He would be the obvious successor to Trump in 2024, when he will still be a relatively youthful 65 — whether or not Trump wins a second term in 2020. And in the meantime, as in the panic-stricken hours after the Access Hollywood tapes were released, Republicans will look to Pence as a reassuring and unifying figure whenever Trump’s presidency is endangered, whether it’s by the Mueller investigation or his own erratic conduct.

Pence has indeed come a long way since he was airlifted out of what was probably a losing gubernatorial race to the role of worshipful sidekick to Donald Trump. And he’s earned his actual and potential power via a habit of slavish loyalty that he may consider godly, but others find infernally corrupt if effective.”

I’ve called Pence a sycophant. But, sycophant, toady, you get the picture: spineless, and when you get beyond the disgustingly un-Christian and un-Jesus brand of intolerant religious zealotry that Pence passes off for Christianity (thus giving Christians a “bad name”) you get a guy that no thoughtful American should want for President. Doesn’t, of course, mean that he won’t be President; just that he shouldn’t be.

Now, there is a school of thought around “The Swamp” that “Mikey the Toady” is “going down” along with The Trumpster in “Russiagate,” leaving us with the “Weaselly Badger” Paul Ryan as President. Before you get too excited about that prospect, however, best to read the following article to understand that in addition to being a spineless coward who isn’t as smart as he and his backers think he is, Ryan is a “Joint Venture” (50-50 ownership for you non-corporate types) of the National Rifle Association and the Koch Brothers. Yeah, I know that this is a “fake news” satirical piece by none other than the New Yorker’s Andy Borowitz. Sadly, however, it contains more accuracy than a standard White House press briefing by Sarah Huckabee Sanders (a disturbingly low standard to be sure — where oh where is “Spicey” when we need him?). In the end, he could turn out to be just as damaging to America and the world as Trump and Pence.

So, what’s a self-respecting country to do? The answer is actually pretty obvious. Stop putting Republicans in elective office. No, that won’t cure all the country’s ills; indeed, just repairing the damage already done by this Administration could take decades.

But, at least we’ll have some folks in office who are working for the common good and trying to solve the nation’s and the world’s problems (yes, amazingly, they are interrelated) rather than actively making them worse every day. And, that would be a start!

PAUL KRUGMAN IN THE NYT: GOP IRATE AT BEING CALLED OUR ON ITS BIG TIME TAX LIES! – The “Anti-Robin –Hood” Party Is In Full Attack Mode! – Screw Everyone Else To Hand Out More Bennies To The Super Rich!

Krugman writes:

“One thing you can count on in 21st-century U.S. politics is that Republicans will lie about taxes. They did it under George W. Bush, they did it under Barack Obama and they’re still doing it under Donald Trump.

Yet this time is different. It’s not just that the lies have gotten even more brazen. There’s now a combination of incoherence and rage that we, or at least I, haven’t seen before. These days, they can’t even seem to get their fake story straight — and they literally start yelling obscenities when someone tries to point out the facts.

G.O.P. lies about taxes generally involve two issues: who is hurt or helped by tax changes, and what these changes will do to the budget.

Thus, when George W. Bush cut taxes in 2001 and 2003, he and his party repeatedly insisted that the tax cuts were primarily for the middle class. In fact, while there were some middle-class tax breaks in the package, such as an increase in the child tax credit, these were dwarfed by cuts in tax rates on high incomes, reduced taxes on dividends and repeal of the estate tax. Over all, the richest 1 percent saw a much larger increase in after-tax income than middle-class families did.

At the same time, the Bush administration used a series of gimmicks to hide the true fiscal cost of the plan, such as delaying the implementation of some tax cuts while pretending that others would expire when the actual intention was to make them permanent.

When Obama took office, these tricks were simply flipped on their head. Republicans insisted, falsely, that Obama had imposed a “massive tax increase” on the middle class; in fact, for the most part he actually cut middle-class taxes. Meanwhile, they insisted that the surge in the budget deficit caused by the aftermath of the 2008 financial crisis was permanent, and ridiculed the Obama administration’s claims that deficits would fall sharply once crisis spending ended and tax receipts recovered; in fact, that’s exactly what happened.

So what’s different this time? As in the Bush years, Republicans are claiming to be offering a middle-class tax cut. But where Bush truly was cutting taxes on the middle class, just much less than he was on the wealthy, current Republican plans would raise those taxes on many lower- and middle-income families, even as they go down for the wealthy. (Steven Mnuchin, the Treasury secretary, claims that only “million-dollar earners”would see tax increases. This is the opposite of the truth.

Oh, and a memo to journalists: If you play it safe by reporting this as “Democrats say” that middle-class taxes will go up, you’re misleading your readers: Those estimates come from the Joint Committee on Taxation, Congress’s own nonpartisan scorekeeper.

How can Republicans like Paul Ryan, the speaker of the House, pretend to be helping the middle class? It depends crucially on a new kind of budget gimmick: Both the House and Senate tax-cut bills do contain some middle-class tax breaks — but only for the first few years. Then they expire.

Take one of Ryan’s favorite examples, a family with two children and earning $59,000 a year. That family would indeed get a tax break next year. But the break would rapidly dwindle and turn into a tax increase by 2024.

The Republican response is to claim that these tax breaks wouldn’t really expire, that Congress would eventually renew them. That’s quite doubtful — and even if true, it means that the tax plans would add much more to the national debt than the G.O.P. admits. Which brings me to the whole budget deficit issue.

Not long ago, leading Republicans claimed to be deeply concerned about budget deficits. Only fools and centrists took the Republicans seriously. Still, the abrupt shift to nonchalance about adding trillions to the debt in order to cut taxes on corporations and the wealthy is causing a bit of whiplash even among cynics. How do they justify the shift?

Well, they don’t seem to have settled on a story. Mnuchin keeps asserting that tax cuts will pay for themselves, going so far as to claim (falsely) that Treasury has released a study showing this. Mick Mulvaney, the budget director, cheerfully acknowledges that they’re using gimmicks to pass a bill that permanently cuts taxes on corporations, and not to worry. Whatever works, it seems.

So we’re really looking at an unprecedented level of dishonesty here. But what happens when you try to explain what’s going on? When Senator Sherrod Brown tried to point out, correctly, that the Senate G.O.P.’s tax bill heavily favors the rich, Senator Orrin Hatch exploded, calling it “bull crap” and asserting that he grew up poor (which is relevant why, exactly?).

Sorry, but this isn’t the righteous anger of a man falsely accused of wrongdoing. It’s the rage con men always exhibit when caught out in their con.

But what’s the con about? The very incoherence of the arguments Republicans are making for their plans shows that it’s not about helping the economy, let alone ordinary families. It really is about making the rich richer, at everyone else’s expense. If this be bull crap, make the most of it.”

“The House budget proposal released Tuesday continues Republican efforts to cut federal employees’ compensation by making them pay more for retirement benefits.

Saying they seek “reforms to civil service pensions to put them on a better fiscal path,” the spending plan released by the House Budget Committee calls on staffers “to make greater contributions to their own defined benefit retirement plans.”

While the Republican’s “Plan for Fiscal Responsibility” did not provide details, it echoes previous proposals, including one offered by President Trump this year. He proposed increasing individual out-of-pocket payments toward retirement by 1 percentage point each year until they equal the government’s contribution for those in the Federal Employees Retirement System (FERS).

Over a six-year period, this would result in increased payments of about 6 percent. With no increase in benefits, that would equal a 6 percent drop in pay.

The budget “blueprint” assumes that the main panel overseeing federal employment in the House will take those steps to find the $32 billion in savings over 10 years that the blueprint would require.

The budget plan released by Committee Chairwoman Diane Black (R-Tenn.) also would end the “special retirement supplement,” which pays FERS employees “the equivalent of their Social Security benefit at an earlier age.”

“These plans put the ownership, flexibility, and portfolio risk on the employee as opposed to the employer,” the GOP document says. “Similarly, federal employees would have more control over their own retirement security under this option.”

Federal employee leaders sharply disagree.

“Slashing the pay and benefits of America’s civil servants while lining the pockets of the wealthiest of the wealthy is a shameful way to govern the country and is emblematic of everything that’s wrong with this horrible budget,” said J. David Cox Sr., president of the American Federation of Government Employees.”

These guys are shameless. The USG’s career civil service was once a “model program” that states, private employers, and even other countries sought to emulate. It produced an overall talented, motivated, honest, and effective workforce. And, the promise of an adequate, stable, and predictable retirement program underwritten by Uncle Sam was an important part of that success.

The GOP proposes to end all of that and turn the USG into just another lousy employer more interested in his or her own welfare than the well-being of the employees who are the heart and soul of the business. Shifting risk from the “big guys” like the Government, who can actually leverage investment and insurance markets and raise revenues when necessary, to individual employees who are much less well positioned to bear that risk is immoral, not to mention stupid. You get what you pay for. Reducing government employment to the lowest common denominator will essentially make us a third world country.

I dealt with this in Immigration Court all the time. The main difference between the U.S. and countries folks were fleeing (many of which had plenty of natural and human resources) was the lack of government structure and the inability or unwillingness of government to be an “honest broker” serving the needs of the people at large. In too many countries, corrupt governments are seen as primarily furthering the power and interests of those at the “top of the pile” and keeping everyone else in line.

We once had a President who sought to create a U.S. Government of “the best and the brightest.” Sadly, those days are long gone. Ultimately, all of us, and particularly those who come after us, will pay the price for the GOP’s endemic lack of vision and decency and their failure to honor and appreciate the massive contributions of career civil servants to to overall success of our nation.

at about 3:45 PM EST, an already well-tanned man was sunning himself, dragging on a cigarette, enjoying a big glass of red wine, with tears of joy streaming down his face, his feet propped up, and thinking “YES, there is justice in this world!”

MATT FLEGENHEIMER and THOMAS KAPLAN write in the NY Times that Speaker Paul Ryan is now in “damage control mode” after he and President Trump were “stiffed” by their own party (no Trumpster, you can’t blame this on the Dems, who were kept “locked in the hallway” while this circus was going on, probably having to check Fox News to see what time the vote was scheduled), suffering a stunning, but well-deserved, defeat on their horrible bill to “repeal and replace Obamacare:”

“The episode not only demonstrated an inability to honor a longstanding pledge that powered Republicans through a string of election cycles. It was also a remarkable setback for Mr. Ryan as the body’s principal arm-twister, in his first major test as the speaker under a Republican president.

In January, he coasted to re-election with almost unanimous party support, prompting allies to gloat that he had tamed the hard-line House Freedom Caucus far more deftly than his predecessor, John A. Boehner.

By Friday, his bill had at once alienated those archconservatives and more moderate members who abandoned the legislation as Mr. Ryan and Mr. Trump began caving to demands of the far right, to little effect.

“We were a 10-year opposition party, where being against things was easy to do,” Mr. Ryan said at a sheepish news conference shortly after the bill was pulled, adding with uncharacteristic candor that Republicans were not yet prepared to be a “governing party.”

“We will get there,” Mr. Ryan said, “but we weren’t there today.”

His job will not get easier. With disparate coalitions in his conference, outside groups like the political arm of the Heritage Foundation pushing lawmakers to pursue conservative purity, and a less-than-popular president whom some members have appeared more willing to buck recently, there are few establishment forces helping Mr. Ryan keep the peace.”

“House Republican leaders abruptly pulled a Republican rewrite of the nation’s health-care system from consideration on Friday, a dramatic acknowledgment that they are so far unable to repeal the Affordable Care Act.

“We just pulled it,” President Trump told the Washington Post in a telephone interview.

The decision came a day after Trump delivered an ultimatum to lawmakers — and represented multiple failures for the new president and House Speaker Paul D. Ryan (R-Wis.).

The decision means the Affordable Care Act remains in place, at least for now, and a major GOP campaign promise goes unfulfilled. It also casts doubt on the GOP’s ability to govern and to advance other high-stakes agenda items, including tax reform and infrastructure spending. Ryan is still without a signature achievement as speaker — and the defeat undermines Trump’s image as a skilled dealmaker willing to strike compromises to push his agenda forward.

“I don’t blame Paul,” Trump said, referring to Ryan.”

Read this article from Vox News about how Speaker Ryan “conned” the “Great Conner” into “going all in” on this terrible piece of proposed legislation which directly violated a number of Trump’s specific campaign promises (not that truthfulness has ever been much of a concern for Trump). Additionally, and perhaps not surprisingly, Trump was somewhat handicapped during negotiations by the fact that according to “those in the know” he never even read the bill he was touting. After all, “why sweat the details?”

NWS President’s Trump’s statement that he “didn’t blame” Ryan, if I were “Speaker Paul,” I’d watch my back (and, perhaps, also my front). The President is not widely known as a “good loser.” To paraphrase one of my college buddies who grew up in South Philly, “Nobody cops a sneaky on DT and gets away with it.”

“POGO RULES!” GOP: “We Have Met The Enemy And It Is Us!” — “Gang That Couldn’t Shoot Straight” Threatens To Shoot Self In Foot — “Great Negotiator” Ends Negotiations Perhaps 40 Votes Short — GOP Leadership To Force Friday Vote On Health Care — They Might Well Lose!

All the reasons why our country is in extreme peril with the GOP “in charge” (so to speak) of the political branches were on vivid display this week. Inept leadership at both the House and White House levels went head to head with the hard core “Bakuninist Wing” on the right which cares not a fig about the overall good of the country or, apparently, about the future of their party either.

It’s still possible, but not probable, that the votes to pass the horrible GOP version of health care “reform” will materialize tomorrow. If it ever became law, it would guarantee misery to the most vulnerable Americans — tens of millions ultimately would lose coverage (about 14 million initially, more to follow) while those who could afford it would likely pay higher premiums than now for less coverage. In simple terms, the GOP’s rich cronies would get huge unneeded and undeserved tax breaks while those Americans (including many short-sighted Trump supporters) most in need would be pushed over the edge. What’s not to like about that?

Asked to explain how stripping 14 million Americans of their health care “Makes America Great,” the GOP has no answers, only evasions. And, with good reason — the real scheme — benefit the rich at the expense of the not so rich and poor — is highly unpalatable. Never let truth get in the way of bogus campaign slogans.

And, if the House bill does pass, it clearly will be DOA in the Senate. Based on this week’s performance, it’s unlikely that the House, Senate, and White House could ever reach a mutually satisfactory agreement.

Meanwhile, Obamacare is at its most popular and clearly has dramatically reduced the number of uninsured individuals in the U.S. The AMA, AARP, American Nurses Association, and American Hospital Association have all panned the current House proposal. Not to mention that the longer the House GOP “massages” the bill, the worse its “score” from the nonpartisan Congressional Budget Office gets. The latest version would decrease budget savings by hundreds of millions while still leaving an amazing 24-26 million uninsured.

Obamacare has flaws. But, they could be fixed within the existing framework. However, that would take statesmanship, skill, bipartisan teamwork, and commitment to the public good. Those concepts have simply ceased to be part of the modern GOP agenda.

So, prepare for a “political reality show” tomorrow in the House. Trump has threatened to leave Obamacare in place if the House bill doesn’t pass. Apparently, the theory is that without support from the Executive and Congress, Obamacare will eventually be strangled and die a slow painful death leaving many without insurance but, at least in theory, allowing some of the blame to be shifted to the Obama Administration. No matter how the vote comes out, responsible government and the common good are almost guaranteed to be the losers.

“In Madison, a 64-year-old currently pays $1,852 a year through “Obamacare” after receiving $5,991 in tax credits, according to a Citizen Action of Wisconsin report released Tuesday.

Under the Republican plan, the same person would pay $7,764 a year in premiums after $4,000 in tax credits. That is $5,912 — or more than three times — more, the report says.

Republicans’ proposed American Health Care Act, which the House is expected to vote on Thursday, would reduce tax credits for some groups and allow insurers to charge older adults more.

Those changes mean a 64-year-old in La Crosse would have net premiums of $14,515 a year, up from $1,519 now, the Citizen Action report says. That is $12,996 — or more than eight times — more.

The Republican plan would “result in people suffering and dying prematurely,” said Dr. Cynthia Haq, a professor of family medicine and population health sciences at the UW School of Medicine and Public Health.

“People will have to forgo health insurance coverage,” Haq said. “They will not seek care. They will not get preventive services. They will not be able to manage their chronic diseases. As a result, they’ll show up in the emergency departments of hospitals in extreme crisis.”

As I have said previously, it’s going to be a crowded field for “King of the Swamp” honors this year, but Ryan with his inane health care proposal — which even his own party is balking at from both ends of the spectrum — certainly has his eye on the title!

How many will have to suffer and die before the folks in his congressional district finally get him “off the dole” and give him a chance to make his way by doing something more productive in the “real world” that he so much admires yet has avoided for most of his adult life?

HuffPost: Speaker Ryan Pumped-Up About The Prospect Of Killing Medicaid, Helping Fat Cats Get Fatter, Forcing Low Income Seniors Into Poor Houses Where They Belong!

“Speaker Ryan and others often argue to governors that a Medicaid per capita cap is about more flexibility (even though states already enjoy expansive flexibility in their Medicaid programs) rather than what it is really about: a way to achieve big federal spending cuts and cost-shifts to states,” Edwin Park, a health policy analyst for the Center on Budget and Policy Priorities, said in an email. “The House bill makes that starkly clear: $880 billion in federal Medicaid spending cuts over 10 years by ending the expansion and imposing a per capita cap without any new flexibility.”

Ryan’s plan would cut taxes by some $275 billion over the next decade, mostly for the rich, and is setting the stage, he told Fox News’ Tucker Carlson, for a much bigger tax cut to come. That’s what’s going on here.

When Ryan refers to seeing “the forest through the trees,” he is arguing to conservatives that they should swallow elements of the Obamacare repeal-and-replace bill that they don’t like in order to seize the once-in-a-half-century opportunity to destroy a major federal entitlement program. Everything else is just trees.

Ryan is right that it is an enormous forest. Some 11 million seniors and people with disabilities are covered by both Medicare and Medicaid, according to a new report from the Kaiser Family Foundation. That’s one in every five Medicare beneficiaries. Forty percent of those are under age 65 with permanent disabilities. Two out of three Medicare beneficiaries who are in nursing homes have their care covered not by Medicare, but by Medicaid. Many who get home-health care are similarly covered by Medicaid.

Social insurance organized by the government is a relatively new phenomenon. Before the New Deal, society dealt the the elderly and infirm by shunting them away in “poorhouses,” or by moving parents in with their children. “I can remember the terror that existed with regard to those county poor farms,” said former Rep. John Dingell Jr. (D-Mich.), who left office in 2015 after serving six decades.

Dingell’s father, also a prominent House Democrat, was an architect of the Social Security Act. It had a tangible benefit to the Dingell home.

“Social Security — this is one of the things of which my dad was very proud — closed 1,100 old folks’ homes in New York. Eleven-hundred. And that was just one example, but it tells you what it did all over the country,” Dingell said in an interview for an article on poorhouses.

Before Social Security, he said, “everybody and his second cousin piled in with their families. I had relatives that came to stay with my dad and mom I didn’t even know were relatives. To tell you the truth, I’m not sure they are. And my grandad on Dad’s side, who threw Dad out of the house, came to live with Dad. Dad was the only one of his kids who’d take care of him. He was, quite frankly, the only one who could afford to do so, because Pop was making a fairly decent living during the war, but he was supporting a whole tribe of Dingells and Selmerses and a whole bunch of others who had other Polish names, but were related.”

Paul Ryan, in fact, got Social Security benefits himself; he was 16 when his father died. “It was a tough time for our family, and Social Security was there to help us when we needed the help,” Ryan has said.

Ryan saved much of to pay for school at Miami University of Ohio, where ― who knows? ― a few dollars of it may have gone to pay for the kind of keg he would crowd around to fantasize with buddies about destroying Medicaid, which was created as part of the Great Society program in the 1960s.”

The competition for “King of the Swamp” is going to be fierce this year. But, certainly, the Speaker is building his credentials with his unrestrained enthusiasm for shorting the needy to enrich the rich.
