Executive Director Opening Plenary Remarks CLINIC Convening 2023

Good afternoon, dear friends. My name is Anna Gallagher and I have the honor of leading CLINIC as executive director. It is such a pleasure to be here with you all as we officially begin our first in-person Convening since 2019.

Looking out at the sea of faces in front of me, I am filled with gratitude to finally be able to come together to engage with one another, to listen, learn and gather strength for the work ahead in support of our immigrant brothers and sisters.

Even just being in your presence I feel a sense of renewed hope and energy. I am so looking forward to the next few days, and I am certain that you will be reignited to take on the important work ahead.

In a moment I will welcome our wonderful panel of Affiliate experts, but right now I want to take a moment to recognize this moment we’re facing and my hopes for this year’s CLINIC Convening.

You all, of all people, know that immigrant communities are facing truly unprecedented challenges – and I do not use that word, unprecedented, lightly.

With the lifting of Title 42, and the camps of men, women and children along the border desperate to find welcome on the other side; the proposed USCIS fee increases which threaten to put immigration benefits out of reach for many; the newly announced delays for foreign-born religious workers and special immigrant juveniles; and, perhaps above all, our warming planet and the outbreaks of violence which force many more people to migrate around the world – these are extremely challenging times for migrants in our country and around the world.

Several months ago, the New York Times featured an op-ed that has stuck with me, entitled, “The Rich World Has a Shockingly High Tolerance for Cruelty.”

It was about how rich nations are more willing than ever to let migrants languish at their borders in sub-human conditions rather than create safe pathways for migration or address the conditions causing people to flee.

It was about how the promises that nations made after World War II to respect the dignity and rights of those who are fleeing have been eroded and now, on a practical level, forgotten.

When I read this article, in my mind I was transported back to the time I spent in North Africa several years ago, working with migrants as a representative of Jesuit Refugee Services.

I interviewed migrants who had traveled for 18 months or more to try and find safety in these countries bordering Europe. I got to know some of the migrants, who called me “grandma” – a term of endearment, as my hair was grey.

While I was talking to some of them, they showed me their hands, which were scarred with wounds. When I asked them what happened, they said their hands were repeatedly pierced while climbing barbed wire to get through to safety.

Hearing this, my heart broke – as it has many times over the years.

The idea that we are using barbed wire to keep out our fellow human beings is inconceivable, yet true. Our immigrant brothers and sisters stand at our gates, begging for our aid, and we build barbed wire fences that pierce their hands.

Many wealthy nations are founded on a concept of all human beings being equal in dignity, but we do not act like it.

As we gather in Arizona, I know we are all mindful that these kinds of camps that the op-ed author is speaking of are just several hours away on the border. We also know that immigrant communities’ dignity is denied not only in these camps, but all over the country in the various places we’ve come from.

We must be clear, this is not an “other side of the world problem,” it is our problem. It affects all of us, in our integrity as people of faith and conscience, and as a reflection of our society.

And yet today, as I recall that New York Times op-ed, and the sense of frustration and despair I felt while reading it, I feel a surge of hope.

I want you to look around the room. Look at your neighbor to your left and right. YOU are the hope that fills my heart, and YOU are the hope that reignites me in our work.

As we gather here today, I am in a room full of people who DO act like all human beings are equal. Those who spend their precious time – often too much of their time, working long hours – trying to advance the truth that every person is precious, valuable, and deserving of a safe and dignified life.

That’s why being in your presence gives me such hope. I am reminded that the CLINIC network is full of holy people.

That is why our gathering here together, and throughout this week, is so powerful: we are, to borrow the words of Bishop Seitz of El Paso, working to be a “creative counterexample” to the culture of fear and hostility, to be a network that is slowly creating a new culture of solidarity and hospitality.

At CLINIC, we also are bolstered by our faith that we do not do this hard work alone. The spirit of God is inspiring us and pushing us forward, giving us strength and magnifying our efforts, especially when we are overwhelmed by the need in front of us.

Our faith also acts as a mirror for us, forcing us to keep evaluating whether we are truly reflecting the gospel truth of God’s concern for all people.

To maintain this faith, and to maintain the energy to be this creative counterexample, we need one another. Our network is sustained through the support, advice, and solidarity we demonstrate to one another.

Throughout the next few days, we will take the time to step back, to reflect on our work and learn and share new strategies, information, and tips for the very practical day-to-day work of supporting immigrant clients and communities.

We know that this practical work – the forms, the bureaucracy, the nitty-gritty details – changes and saves lives. So how well we can do it matters, which is why we gather to learn and grow.

We also gather to enjoy one another – to laugh, share stories, and reconnect with beloved colleagues and friends.

So I also hope that over the next few days you will have some fun!

This “Network Fireside Chat” will be an opportunity to highlight the work done by our network throughout the United States. During this conversation, you’ll hear how Affiliates in three distinct geographical regions are rising to meet the needs of our immigrant and refugee brothers and sisters – especially during this increased time of uncertainty.

From the Border region, Joel Enriquez-Cazarez will share about the work of Jewish Family Service of San Diego.

As a transit city, Carolina Rivera will share how Catholic Charities of Dallas assists our immigrant brothers and sisters.

And Yer Vang from Catholic Charities Archdiocese of Dubuque will give an interior city perspective of welcome.

When the virus came here, it found a country with serious underlying conditions, and it exploited them ruthlessly. Chronic ills—a corrupt political class, a sclerotic bureaucracy, a heartless economy, a divided and distracted public—had gone untreated for years. We had learned to live, uncomfortably, with the symptoms. It took the scale and intimacy of a pandemic to expose their severity—to shock Americans with the recognition that we are in the high-risk category.

The crisis demanded a response that was swift, rational, and collective. The United States reacted instead like Pakistan or Belarus—like a country with shoddy infrastructure and a dysfunctional government whose leaders were too corrupt or stupid to head off mass suffering. The administration squandered two irretrievable months to prepare. From the president came willful blindness, scapegoating, boasts, and lies. From his mouthpieces, conspiracy theories and miracle cures. A few senators and corporate executives acted quickly—not to prevent the coming disaster, but to profit from it. When a government doctor tried to warn the public of the danger, the White House took the mic and politicized the message.

Every morning in the endless month of March, Americans woke up to find themselves citizens of a failed state. With no national plan—no coherent instructions at all—families, schools, and offices were left to decide on their own whether to shut down and take shelter. When test kits, masks, gowns, and ventilators were found to be in desperately short supply, governors pleaded for them from the White House, which stalled, then called on private enterprise, which couldn’t deliver. States and cities were forced into bidding wars that left them prey to price gouging and corporate profiteering. Civilians took out their sewing machines to try to keep ill-equipped hospital workers healthy and their patients alive. Russia, Taiwan, and the United Nations sent humanitarian aid to the world’s richest power—a beggar nation in utter chaos.

Donald Trump saw the crisis almost entirely in personal and political terms. Fearing for his reelection, he declared the coronavirus pandemic a war, and himself a wartime president. But the leader he brings to mind is Marshal Philippe Pétain, the French general who, in 1940, signed an armistice with Germany after its rout of French defenses, then formed the pro-Nazi Vichy regime. Like Pétain, Trump collaborated with the invader and abandoned his country to a prolonged disaster. And, like France in 1940, America in 2020 has stunned itself with a collapse that’s larger and deeper than one miserable leader. Some future autopsy of the pandemic might be called Strange Defeat, after the historian and Resistance fighter Marc Bloch’s contemporaneous study of the fall of France. Despite countless examples around the U.S. of individual courage and sacrifice, the failure is national. And it should force a question that most Americans have never had to ask: Do we trust our leaders and one another enough to summon a collective response to a mortal threat? Are we still capable of self-government?

This is the third major crisis of the short 21st century. The first, on September 11, 2001, came when Americans were still living mentally in the previous century, and the memory of depression, world war, and cold war remained strong. On that day, people in the rural heartland did not see New York as an alien stew of immigrants and liberals that deserved its fate, but as a great American city that had taken a hit for the whole country. Firefighters from Indiana drove 800 miles to help the rescue effort at Ground Zero. Our civic reflex was to mourn and mobilize together.

Partisan politics and terrible policies, especially the Iraq War, erased the sense of national unity and fed a bitterness toward the political class that never really faded. The second crisis, in 2008, intensified it. At the top, the financial crash could almost be considered a success. Congress passed a bipartisan bailout bill that saved the financial system. Outgoing Bush-administration officials cooperated with incoming Obama administration officials. The experts at the Federal Reserve and the Treasury Department used monetary and fiscal policy to prevent a second Great Depression. Leading bankers were shamed but not prosecuted; most of them kept their fortunes and some their jobs. Before long they were back in business. A Wall Street trader told me that the financial crisis had been a “speed bump.”

All of the lasting pain was felt in the middle and at the bottom, by Americans who had taken on debt and lost their jobs, homes, and retirement savings. Many of them never recovered, and young people who came of age in the Great Recession are doomed to be poorer than their parents. Inequality—the fundamental, relentless force in American life since the late 1970s—grew worse.

This second crisis drove a profound wedge between Americans: between the upper and lower classes, Republicans and Democrats, metropolitan and rural people, the native-born and immigrants, ordinary Americans and their leaders. Social bonds had been under growing strain for several decades, and now they began to tear. The reforms of the Obama years, important as they were—in health care, financial regulation, green energy—had only palliative effects. The long recovery over the past decade enriched corporations and investors, lulled professionals, and left the working class further behind. The lasting effect of the slump was to increase polarization and to discredit authority, especially government’s.

Both parties were slow to grasp how much credibility they’d lost. The coming politics was populist. Its harbinger wasn’t Barack Obama but Sarah Palin, the absurdly unready vice-presidential candidate who scorned expertise and reveled in celebrity. She was Donald Trump’s John the Baptist.

David Frum: Americans are paying the price for Trump’s failures

Trump came to power as the repudiation of the Republican establishment. But the conservative political class and the new leader soon reached an understanding. Whatever their differences on issues like trade and immigration, they shared a basic goal: to strip-mine public assets for the benefit of private interests. Republican politicians and donors who wanted government to do as little as possible for the common good could live happily with a regime that barely knew how to govern at all, and they made themselves Trump’s footmen.

Like a wanton boy throwing matches in a parched field, Trump began to immolate what was left of national civic life. He never even pretended to be president of the whole country, but pitted us against one another along lines of race, sex, religion, citizenship, education, region, and—every day of his presidency—political party. His main tool of governance was to lie. A third of the country locked itself in a hall of mirrors that it believed to be reality; a third drove itself mad with the effort to hold on to the idea of knowable truth; and a third gave up even trying.

Trump acquired a federal government crippled by years of right-wing ideological assault, politicization by both parties, and steady defunding. He set about finishing off the job and destroying the professional civil service. He drove out some of the most talented and experienced career officials, left essential positions unfilled, and installed loyalists as commissars over the cowed survivors, with one purpose: to serve his own interests. His major legislative accomplishment, one of the largest tax cuts in history, sent hundreds of billions of dollars to corporations and the rich. The beneficiaries flocked to patronize his resorts and line his reelection pockets. If lying was his means for using power, corruption was his end.

This was the American landscape that lay open to the virus: in prosperous cities, a class of globally connected desk workers dependent on a class of precarious and invisible service workers; in the countryside, decaying communities in revolt against the modern world; on social media, mutual hatred and endless vituperation among different camps; in the economy, even with full employment, a large and growing gap between triumphant capital and beleaguered labor; in Washington, an empty government led by a con man and his intellectually bankrupt party; around the country, a mood of cynical exhaustion, with no vision of a shared identity or future.

Very discouraging. But, it’s not too late, yet. We have a chance in November to throw out the Trump/GOP Kakistocracy and start rebuilding America with a vision of the common good, common sense, and human dignity! Be the best, rather than running a “race to the bottom.”

Let’s consign Trump and his toadies to the same “dustbin of history” as Pétain and his collaborators!

This November, vote like your life depends on it. Because it does!

On the sunny Sunday morning of December 7, 1941, Messman Doris Miller had served breakfast aboard the U.S.S. West Virginia, stationed in Pearl Harbor, Hawaii, and was collecting laundry when the first of nine Japanese torpedoes hit the ship. In the deadly confusion, Miller reported to an officer, who told him to help move the ship’s mortally wounded captain off the bridge. Unable to move him far, Miller sheltered the captain behind the ship’s conning tower. Then another officer ordered Miller to pass ammunition to him as he started up one of the two abandoned anti-aircraft guns in front of the conning tower. Miller had not been trained to use the guns because, as a black man, his naval assignment was to serve the white officers. But while the officer was distracted, Miller began to fire one of the guns. He fired it until he ran out of ammunition. Then he helped to move injured sailors to safety before he and the other survivors abandoned the West Virginia, which sank to the bottom of Pearl Harbor.

That night, America declared war on Japan. Japan declared war on America the next day, and four days later, on December 11, 1941, Italy and Germany both declared war on America. “The powers of the steel pact, Fascist Italy and Nationalist Socialist Germany, ever closely linked, participate from today on the side of heroic Japan against the United States of America,” Italian leader Benito Mussolini said. “We shall win.” Of course they would. Mussolini and Germany’s leader, Adolf Hitler, believed the mongrel Americans had been corrupted by Jews and “Negroes,” and could never conquer their own organized military machine.

The steel pact, as Mussolini called it, was the vanguard of his new political ideology. That ideology was called fascism, and he and Hitler thought would destroy democracy once and for all.

Mussolini had been a socialist as a young man and had grown terribly frustrated at how hard it was to organize people. No matter how hard socialists tried, they seemed unable to convince ordinary people that they must rise up and take over the country’s means of production.

The efficiency of World War One inspired Mussolini. He gave up on socialism and developed a new political theory that rejected the equality that defined democracy. He came to believe that a few leaders must take a nation toward progress by directing the actions of the rest. These men must organize the people as they had been during wartime, ruthlessly suppressing all opposition and directing the economy so that business and politicians worked together. And, logically, that select group of leaders would elevate a single man, who would become an all-powerful dictator. To weld their followers into an efficient machine, they demonized opponents into an “other” that their followers could hate.

This system of government was called “fascism,” after the Latin word “fasces,” which were a bundle of sticks bound together. The idea is that each stick can be easily broken alone, but as a bundle are unbreakable. (It was a common symbol: in fact, Lincoln’s hand rests on fasces in the statue at the Lincoln Memorial.) Italy adopted fascism, and Mussolini inspired others, notably Germany’s Adolf Hitler. Those leaders came to believe that their system was the ideology of the future, and they set out to destroy the messy, inefficient democracy that stood in their way.

America fought World War Two to defend democracy from fascism. And while fascism preserved hierarchies in society, democracy called on all men as equals. Of the more than 16 million Americans who served in the war, more than 1.2 million were African American men and women, 500,000 were Latinos, and more than 550,000 Jews were part of the military. Among the many ethnic groups who fought, Native Americans served at a higher percentage than any other ethnic group—more than a third of able-bodied men from 18-50 joined the service—and among those 25,000 soldiers were the men who developed the famous “Code Talk,” based in tribal languages, that Hitler’s codebreakers never cracked.

The American president at the time, Democrat Franklin Delano Roosevelt, hammered home that the war was about the survival of democracy. Fascists insisted that they were moving their country forward fast and efficiently—claiming the trains ran on time, for example, although in reality they didn’t— but FDR constantly noted that the people in Italy and Germany were begging for food and shelter from the soldiers of democratic countries.

Ultimately, the struggle between fascism and democracy was the question of equality. Were all men really created equal, or were some born to lead the rest, whom they held subservient to their will?

Based in the principle that all men are created equal, democracy, FDR reminded Americans again and again, was the best possible government. Thanks to armies made up of men and women from all races and ethnicities—a mongrel population– the Allies won the war against fascism, and it seemed that democracy would dominate the world forever.

But as the impulse of WWII pushed Americans toward a more just and inclusive society after it, those determined not to share power warned their supporters that including people of color and women as equals in society would threaten their own liberty. Those reactionary leaders rode that fear into control of our government, and now, once again, democracy is under attack by those who believe some people are better than others.

In June 2019, Russian President Vladimir Putin said that democracy is obsolete. He believes that a few oligarchs should run the world while the rest of us do as we are told, and he is doing his best to destroy both American democracy and the international structures, like NATO, that hold it in place. The interests of reactionary American leaders and Russian president Putin run parallel. Astonishingly, that affinity has recently come out into the open. Some of our leaders are publicly echoing Putin’s propaganda, apparently willing to work with him to undermine the principles on which our nation rests so long as it means they can stay in power.

Will we permit the destruction of American democracy on our watch?

When America came under attack before, people like Doris Miller refused to let that happen. For all that American democracy still discriminated against him, it gave him room to stand up for the concept of human equality. He did so until 1943, when he laid down his life for it. Promoted to cook after the Navy sent him on a publicity tour, Miller was assigned to a new ship, the U. S. S. Liscome Bay, which was struck by a Japanese torpedo on November 24, 1943. It sank in minutes, taking two-thirds of the crew, including Miller, with it.

I hear a lot these days about how American democracy is doomed and the oligarchs will win. Maybe. But the beauty of our system is that it gives us people like Doris Miller.

Even better, it makes us people like Doris Miller.

Who would have thought that Putinist fascism would take over such a large portion of the U.S. Government without firing a shot?

“Will we permit the destruction of American democracy on our watch?” Interesting question on which, unfortunately, the jury is still out.

Anyone who watched Ted “Out Of Cruz Control” (R-RUS) suck up to and double down on V. Putin’s & Trump’s favorite false narrative about the Ukraine on “Meet the Press” yesterday couldn’t be too optimistic for the survival of our democracy if the GOP has any say in the matter! Chuck Todd was left almost speechless by Cruz’s outright lies and  Putinist propaganda!
